Reported Statements

Here's how it works:

We use a 'reporting verb' like 'say' or 'tell'. ( Click here for more about using 'say' and 'tell' .) If this verb is in the present tense, it's easy. We just put 'she says' and then the sentence:

  • Direct speech: I like ice cream.
  • Reported speech: She says (that) she likes ice cream.

We don't need to change the tense, though probably we do need to change the 'person' from 'I' to 'she', for example. We also may need to change words like 'my' and 'your'. (As I'm sure you know, often, we can choose if we want to use 'that' or not in English. I've put it in brackets () to show that it's optional. It's exactly the same if you use 'that' or if you don't use 'that'.)

But , if the reporting verb is in the past tense, then usually we change the tenses in the reported speech:

  • Reported speech: She said (that) she liked ice cream.

* doesn't change.

  • Direct speech: The sky is blue.
  • Reported speech: She said (that) the sky is/was blue.

  • Direct speech: Where do you live?
  • Reported speech: She asked me where I lived.
  • Direct speech: Where is Julie?
  • Reported speech: She asked me where Julie was.
  • Direct speech: Do you like chocolate?
  • Reported speech: She asked me if I liked chocolate.

He Said, She Said: Mastering Reported Speech in English (Both Direct and Indirect)

“Reported speech” might sound fancy, but it isn’t that complicated.

It’s just how you talk about what someone said.

Luckily, it’s pretty simple to learn the basics in English, beginning with the two types of reported speech: direct (reporting the exact words someone said) and indirect (reporting what someone said without using their exact words ).

Direct speech refers to the exact words that a person says. You can “report” direct speech in a few different ways.

To see how this works, let’s pretend that I (Elisabeth) told some people that I liked green onions.

Here are some different ways that those people could explain what I said:

Direct speech: “I like green onions,” Elisabeth said.

Direct speech: “I like green onions,” she told me. — In this sentence, we replace my name (Elisabeth) with the pronoun she.

In all of these examples, the part that was said is between quotation marks and is followed by a noun (“she” or “Elisabeth”) and a verb. Each of these verbs (“to say,” “to tell [someone],” “to explain”) are ways to describe someone talking. You can use any verb that refers to speech in this way.

You can also put the noun and verb before what was said.

Direct speech: Elisabeth said, “I like spaghetti.”

The example above would be much more likely to be said out loud than the first set of examples.

Here’s a conversation that might happen between two people:

1: Did you ask her if she liked coffee?

2: Yeah, I asked her.

1: What did she say?

2. She said, “Yeah, I like coffee.” ( Direct speech )

Usually, reporting of direct speech is something you see in writing. It doesn’t happen as often when people are talking to each other. 

Direct reported speech often happens in the past. However, there are all kinds of stories, including journalism pieces, profiles and fiction, where you might see speech reported in the present as well.

This is sometimes done when the author of the piece wants you to feel that you’re experiencing events in the present moment.

For example, a profile of Kristen Stewart in Vanity Fair  has a funny moment that describes how the actress isn’t a very good swimmer:

Direct speech: “I don’t want to enter the water, ever,” she says. “If everyone’s going in the ocean, I’m like, no.”

Here, the speech is reported as though it’s in the present tense (“she says”) instead of in the past (“she said”).

In writing of all kinds, direct reported speech is often split into two or more parts, as it is above.

Here’s an example from Lewis Carroll’s “ Alice’s Adventures in Wonderland ,” where the speech is even more split up:

Direct speech: “I won’t indeed!” said Alice, in a great hurry to change the subject of conversation. “Are you—are you fond—of—of dogs?” The Mouse did not answer, so Alice went on eagerly: “There is such a nice little dog near our house I should like to show you!”

Reporting indirect speech is what happens when you explain what someone said without using their exact words.

Let’s start with an example of direct reported speech like those used above.

Direct speech: Elisabeth said, “I like coffee.”

As indirect reported speech, it looks like this:

Indirect speech: Elisabeth said she liked coffee.

You can see that the subject (“I”) has been changed to “she,” to show who is being spoken about. If I’m reporting the direct speech of someone else, and this person says “I,” I’d repeat their sentence exactly as they said it. If I’m reporting this person’s speech indirectly to someone else, however, I’d speak about them in the third person—using “she,” “he” or “they.”

You may also notice that the tense changes here: If “I like coffee” is what she said, this can become “She liked coffee” in indirect speech.

However, you might just as often hear someone say something like, “She said she likes coffee.” Since people’s likes and preferences tend to change over time and not right away, it makes sense to keep them in the present tense.

Indirect speech often uses the word “that” before what was said:

Indirect speech: She said that she liked coffee.

There’s no real difference between “She said she liked coffee” and “She said that she liked coffee.” However, using “that” can help make the different parts of the sentence clearer.

Let’s look at a few other examples:

Indirect speech: I said I was going outside today.

Indirect speech: They told me that they wanted to order pizza.

Indirect speech: He mentioned it was raining.

Indirect speech: She said that her father was coming over for dinner.

You can see an example of reporting indirect speech in the funny video “ Cell Phone Crashing .” In this video, a traveler in an airport sits down next to another traveler talking on his cell phone. The first traveler pretends to be talking to someone on his phone, but he appears to be responding to the second traveler’s conversation, which leads to this exchange:

Woman: “Are you answering what I’m saying?”

Man “No, no… I’m on the phone with somebody, sorry. I don’t mean to be rude.” (Direct speech)

Woman: “What was that?”

Man: “I just said I was on the phone with somebody.” (Indirect speech)

When reporting questions in indirect speech, you can use words like “whether” or “if” with verbs that show questioning, such as “to ask” or “to wonder.”

Direct speech: She asked, “Is that a new restaurant?”

Indirect speech: She asked if that was a new restaurant. 

In any case where you’re reporting a question, you can say that someone was “wondering” or “wanted to know” something. Notice that these verbs don’t directly show that someone asked a question. They don’t describe an action that happened at a single point in time. But you can usually assume that someone was wondering or wanted to know what they asked.

Indirect speech: She was wondering if that was a new restaurant.

Indirect speech: She wanted to know whether that was a new restaurant.

It can be tricky to know how to use tenses when reporting indirect speech. Let’s break it down, tense by tense.

Sometimes, indirect speech “ backshifts ,” or moves one tense further back into the past. We already saw this in the example from above:

Direct speech: She said, “I like coffee.”

Indirect speech: She said she liked coffee.

Also as mentioned above, backshifting doesn’t always happen. This might seem confusing, but it isn’t that difficult to understand once you start using reported speech regularly.

What tense you use in indirect reported speech often just depends on when what you’re reporting happened or was true.

Let’s look at some examples of how direct speech in certain tenses commonly changes (or doesn’t) when it’s reported as indirect speech.

Direct speech: I said, “I play video games.”

Indirect speech: I said that I played video games (simple past) or I said that I play video games  (simple present).

Backshifting into the past or staying in the present here can change the meaning slightly. If you use the first example, it’s unclear whether or not you still play video games; all we know is that you said you played them in the past.

If you use the second example, though, you probably still play video games (unless you were lying for some reason).

However, the difference in meaning is so small, you can use either one and you won’t have a problem.

Direct speech: I said, “I’m playing video games.”

Indirect speech: I said that I was playing video games (past continuous) or I said that I’m playing video games (present continuous).

In this case, you’d likely use the first example if you were telling a story about something that happened in the past.

You could use the second example to repeat or stress what you just said. For example:

Hey, want to go for a walk?

Direct speech: No, I’m playing video games.

But it’s such a nice day!

Indirect speech: I said that I’m playing video games!

Direct speech: Marie said, “I have read that book.”

Indirect speech: Marie said that she had read that book (past perfect) or Marie said that she has read that book (present perfect).

The past perfect is used a lot in writing and other kinds of narration. This is because it helps point out an exact moment in time when something was true.

The past perfect isn’t quite as useful in conversation, where people are usually more interested in what’s true now. So, in a lot of cases, people would use the second example above when speaking.

Direct speech: She said, “I have been watching that show.”

Indirect speech: She said that she had been watching that show (past perfect continuous) or She said that she has been watching that show (present perfect continuous).

These examples are similar to the others above. You could use the first example whether or not this person was still watching the show, but if you used the second example, it’d probably seem like you either knew or guessed that she was still watching it.

Direct speech: You told me, “I charged my phone.”

Indirect speech: You told me that you had charged your phone (past perfect) or You told me that you charged your phone (simple past).

Here, most people would probably just use the second example, because it’s simpler, and gets across the same meaning.

Direct speech: You told me, “I was charging my phone.”

Indirect speech: You told me that you had been charging your phone (past perfect continuous) or You told me that you were charging your phone (past continuous).

Here, the difference is between whether you had been charging your phone before or were charging your phone at the time. However, a lot of people would still use the second example in either situation.

Direct speech: They explained, “We had bathed the cat on Wednesday.”

Indirect speech: They explained that they had bathed the cat on Wednesday. (past perfect)

Once we start reporting the past perfect tenses, we don’t backshift because there are no tenses to backshift to.

So in this case, it’s simple. The tense stays exactly as is. However, many people might simplify even more and use the simple past, saying, “They explained that they bathed the cat on Wednesday.”

Direct speech: They said, “The cat had been going outside and getting dirty for a long time!”

Indirect speech: They said that the cat had been going outside and getting dirty for a long time. (past perfect continuous)

Again, we don’t shift the tense back here; we leave it like it is. And again, a lot of people would report this speech as, “They said the cat was going outside and getting dirty for a long time.” It’s just a simpler way to say almost the same thing.

Direct speech: I told you, “I will be here no matter what.”

Indirect speech: I told you that I would be here no matter what. (present conditional)

At this point, we don’t just have to think about tenses, but grammatical mood, too. However, the idea is still pretty simple. We use the conditional (with “would”) to show that at the time the words were spoken, the future was uncertain.

In this case, you could also say, “I told you that I will be here no matter what,” but only if you “being here” is still something that you expect to happen in the future.

What matters here is what’s intended. Since this example shows a person reporting their own speech, it’s more likely that they’d want to stress the truth of their own intention, and so they might be more likely to use “will” than “would.”

But if you were reporting someone else’s words, you might be more likely to say something like, “She told me that she would be here no matter what.”

Direct speech: I said, “I’ll be waiting for your call.”

Indirect speech: I said that I would be waiting for your call. (conditional continuous)

These are similar to the above examples, but apply to a continuous or ongoing action.

Direct speech: She said, “I will have learned a lot about myself.”

Indirect speech: She said that she would have learned a lot about herself (conditional perfect) or She said that she will have learned a lot about herself (future perfect).

In this case, using the conditional (as in the first example) suggests that maybe a certain event didn’t happen, or something didn’t turn out as expected.

However, that might not always be the case, especially if this was a sentence that was written in an article or a work of fiction. The second example, however, suggests that the future that’s being talked about still hasn’t happened yet.

Direct speech: She said, “By next Tuesday, I will have been staying inside every day for the past month.”

Indirect speech: She said that by next Tuesday, she would have been staying inside every day for the past month (perfect continuous conditional) or She said that by next Tuesday, she will have been staying inside every day for the past month (past perfect continuous).

Again, in this case, the first example might suggest that the event didn’t happen. Maybe the person didn’t stay inside until next Tuesday! However, this could also just be a way of explaining that at the time she said this in the past, it was uncertain whether she really would stay inside for as long as she thought.

The second example, on the other hand, would only be used if next Tuesday hadn’t happened yet.

Let’s take a look at where you can find resources for practicing reporting speech in the real world.

One of the most common uses for reported speech is in fiction. You’ll find plenty of reported speech in novels and short stories . Look for books that have long sections of text with dialogue marked by quotation marks (“…”). Once you understand the different kinds of reported speech, you can look for it in your reading and use it in your own writing.

Writing your own stories is a great way to get even better at understanding reported speech.

One of the best ways to practice any aspect of English is to watch native English videos. By watching English speakers use the language, you can understand how reported speech is used in real world situations.

If you struggle to understand English videos, you can use a program like FluentU to help you through subtitles and other learning tools.

Celebrity profiles, which you can find in print magazines and online, can help you find and practice reported speech, too. Celebrity profiles are stories that focus on a famous person. They often include some kind of interview. The writer will usually spend some time describing the person and then mention things that they say; this is when they use reported speech.

Because many of these profiles are written in the present tense, they can help you get used to the basics of reported speech without having to worry too much about different verb tenses.

While the above may seem really complicated, it isn’t that difficult to start using reported speech.

Mastering it may be a little difficult, but the truth is that many, many people who speak English as a first language struggle with it, too!

Reported speech is flexible, and even if you make mistakes, there’s a good chance that no one will notice.

Sophie:  Mmm, it’s so nice to be chilling out at home after all that running around.

Ollie: Oh, yeah, travelling to glamorous places for a living must be such a drag!

Ollie: Mum, you can be so childish sometimes. Hey, I wonder how Daisy’s getting on in her job interview.

Sophie: Oh, yes, she said she was having it at four o’clock, so it’ll have finished by now. That’ll be her ... yes. Hi, love. How did it go?

Daisy: Well, good I think, but I don’t really know. They said they’d phone later and let me know.

Sophie: What kind of thing did they ask you?

Daisy: They asked if I had any experience with people, so I told them about helping at the school fair and visiting old people at the home, that sort of stuff. But I think they meant work experience.

Sophie: I’m sure what you said was impressive. They can’t expect you to have had much work experience at your age.

Daisy:  And then they asked me what acting I had done, so I told them that I’d had a main part in the school play, and I showed them a bit of the video, so that was cool.

Sophie:  Great!

Daisy: Oh, and they also asked if I spoke any foreign languages.

Sophie: Languages?

Daisy: Yeah, because I might have to talk to tourists, you know.

Sophie: Oh, right, of course.

Daisy: So that was it really. They showed me the costume I’ll be wearing if I get the job. Sending it over ...

Ollie: Hey, sis, I heard that Brad Pitt started out as a giant chicken too! This could be your big break!

Daisy: Ha, ha, very funny.

Sophie: Take no notice, darling. I’m sure you’ll be a marvellous chicken.

We use reported speech when we want to tell someone what someone said. We usually use a reporting verb (e.g. say, tell, ask, etc.) and then change the tense of what was actually said in direct speech.

So, direct speech is what someone actually says? Like 'I want to know about reported speech'?

Yes, and you report it with a reporting verb.

He said he wanted to know about reported speech.

I said, I want and you changed it to he wanted .

Exactly. Verbs in the present simple change to the past simple; the present continuous changes to the past continuous; the present perfect changes to the past perfect; can changes to could ; will changes to would ; etc.

She said she was having the interview at four o’clock. (Direct speech: ' I’m having the interview at four o’clock.') They said they’d phone later and let me know. (Direct speech: ' We’ll phone later and let you know.')

OK, in that last example, you changed you to me too.

Yes, apart from changing the tense of the verb, you also have to think about changing other things, like pronouns and adverbs of time and place.

'We went yesterday.'  > She said they had been the day before. 'I’ll come tomorrow.' >  He said he’d come the next day.

I see, but what if you’re reporting something on the same day, like 'We went yesterday'?

Well, then you would leave the time reference as 'yesterday'. You have to use your common sense. For example, if someone is saying something which is true now or always, you wouldn’t change the tense.

'Dogs can’t eat chocolate.' > She said that dogs can’t eat chocolate. 'My hair grows really slowly.' >  He told me that his hair grows really slowly.

What about reporting questions?

We often use ask + if/whether , then change the tenses as with statements. In reported questions we don’t use question forms after the reporting verb.

'Do you have any experience working with people?' They asked if I had any experience working with people. 'What acting have you done?' They asked me what acting I had done .

Is there anything else I need to know about reported speech?

One thing that sometimes causes problems is imperative sentences.

You mean like 'Sit down, please' or 'Don’t go!'?

Exactly. Sentences that start with a verb in direct speech need a to + infinitive in reported speech.

She told him to be good. (Direct speech: 'Be good!') He told them not to forget. (Direct speech: 'Please don’t forget.')

OK. Can I also say 'He asked me to sit down'?

Yes. You could say 'He told me to …' or 'He asked me to …' depending on how it was said.

OK, I see. Are there any more reporting verbs?

Yes, there are lots of other reporting verbs like promise , remind , warn , advise , recommend , encourage which you can choose, depending on the situation. But say , tell and ask are the most common.

Great. I understand! My teacher said reported speech was difficult.

Introduction

In English grammar, we use reported speech to say what another person has said. We can use their exact words with quotation marks , this is known as direct speech , or we can use indirect speech . In indirect speech , we change the tense and pronouns to show that some time has passed. Indirect speech is often introduced by a reporting verb or phrase such as ones below.

When turning direct speech into indirect speech, we need to pay attention to the following points:

  • changing the pronouns Example: He said, “ I saw a famous TV presenter.” He said (that) he had seen a famous TV presenter.
  • changing the information about time and place (see the table at the end of this page) Example: He said, “I saw a famous TV presenter here yesterday .” He said (that) he had seen a famous TV presenter there the day before .
  • changing the tense (backshift) Example: He said, “She was eating an ice-cream at the table where you are sitting .” He said (that) she had been eating an ice-cream at the table where I was sitting .

If the introductory clause is in the simple past (e.g. He said ), the tense has to be set back by one degree (see the table). The term for this in English is backshift .

The verbs could, should, would, might, must, needn’t, ought to, used to normally do not change.

If the introductory clause is in the simple present , however (e.g. He says ), then the tense remains unchanged, because the introductory clause already indicates that the statement is being immediately repeated (and not at a later point in time).

In some cases, however, we have to change the verb form.

When turning questions into indirect speech, we have to pay attention to the following points:

  • As in a declarative sentence, we have to change the pronouns, the time and place information, and set the tense back ( backshift ).
  • Instead of that , we use a question word. If there is no question word, we use whether / if instead. Example: She asked him, “ How often do you work?” → She asked him how often he worked. He asked me, “Do you know any famous people?” → He asked me if/whether I knew any famous people.
  • We put the subject before the verb in question sentences. (The subject goes after the auxiliary verb in normal questions.) Example: I asked him, “ Have you met any famous people before?” → I asked him if/whether he had met any famous people before.
  • We don’t use the auxiliary verb do for questions in indirect speech. Therefore, we sometimes have to conjugate the main verb (for third person singular or in the simple past ). Example: I asked him, “What do you want to tell me?” → I asked him what he wanted to tell me.
  • We put the verb directly after who or what in subject questions. Example: I asked him, “ Who is sitting here?” → I asked him who was sitting there.

We don’t just use indirect questions to report what another person has asked. We also use them to ask questions in a very polite manner.

When turning demands and requests into indirect speech, we only need to change the pronouns and the time and place information. We don’t have to pay attention to the tenses – we simply use an infinitive .

If it is a negative demand, then in indirect speech we use not + infinitive .

To express what someone should or can do in reported speech, we leave out the subject and the modal verb and instead we use the construction who/what/where/how + infinitive.

What is Reported Speech and how to use it? with Examples

When do we use reported speech?

Reported speech is used to report what someone else has said, thought, or written. It is often used in situations where you want to relate what someone else has said without quoting them directly. Reported speech can be used in a variety of contexts, such as in news reports, academic writing, and everyday conversation. Some common situations where reported speech is used include: News reports: Journalists often use reported speech to quote what someone said in an interview or press conference. Business and professional communication: In professional settings, reported speech can be used to summarize what was discussed in a meeting or to report feedback from a customer. Conversational English: In everyday conversations, reported speech is used to relate what someone else said. For example, "She told me that she was running late." Narration: In written narratives or storytelling, reported speech can be used to convey what a character said or thought.

How to make reported speech?

1. Change the pronouns and adverbs of time and place: In reported speech, you need to change the pronouns, adverbs of time and place to reflect the new speaker or point of view. Here's an example: Direct speech: "I'm going to the store now," she said. Reported speech: She said she was going to the store then. In this example, the pronoun "I" is changed to "she" and the adverb "now" is changed to "then." 2. Change the tense: In reported speech, you usually need to change the tense of the verb to reflect the change from direct to indirect speech. Here's an example: Direct speech: "I will meet you at the park tomorrow," he said. Reported speech: He said he would meet me at the park the next day. In this example, the present tense "will" is changed to the past tense "would." 3. Change reporting verbs: In reported speech, you can use different reporting verbs such as "say," "tell," "ask," or "inquire" depending on the context of the speech. Here's an example: Direct speech: "Did you finish your homework?" she asked. Reported speech: She asked if I had finished my homework. Reported questions are one form of reported speech.

We usually introduce reported questions with the verb "ask":

  • He  asked  (me)  if / whether ... (YES/NO questions)
  • He  asked  (me)  why / when / where / what / how ... (question-word questions)

As with reported statements, we may need to change  pronouns  and  tense (backshift) as well as  time  and  place  in reported questions.

But we also need to change the  word order . After we report a question, it is no longer a question (and in writing there is no question mark). The word order is like that of a normal statement (subject-verb-object).

Reported YES/NO questions

We introduce reported YES/NO questions with  ask + if :

Note that in the above example the reported question has no auxiliary "do". But there is pronoun change and backshift.

Note that we sometimes use "whether" instead of "if". The meaning is the same. "Whether" is a little more formal and more usual in writing:

Reported speech, according to the Oxford Learner’s Dictionary, is defined as “a report of what somebody has said that does not use their exact words.” The Collins Dictionary defines reported speech as “speech which tells you what someone said, but does not use the person’s actual words.” According to the Cambridge Dictionary, reported speech is defined as “the act of reporting something that was said, but not using exactly the same words.” The Macmillan Dictionary defines reported speech as “the words that you use to report what someone else has said.”

A reported question is when we tell someone what another person asked. To do this, we can use direct speech or indirect speech.

direct speech: 'Do you like working in sales?' he asked. indirect speech: He asked me if I liked working in sales.

In indirect speech, we change the question structure (e.g. Do you like ) to a statement structure (e.g. I like ).

We also often make changes to the tenses and other words in the same way as for reported statements (e.g. have done → had done , today → that day ). You can learn about these changes on the Reported speech 1 – statements page.

Yes / no questions

In yes / no questions, we use if or whether to report the question. If is more common.

'Are you going to the Helsinki conference?' He asked me if I was going to the Helsinki conference. 'Have you finished the project yet?' She asked us whether we'd finished the project yet.

Questions with a question word

In what , where , why , who , when or how questions, we use the question word to report the question.

'What time does the train leave?' He asked me what time the train left. 'Where did he go?' She asked where he went.

Reporting verbs

The most common reporting verb for questions is ask , but we can also use verbs like enquire , want to know or wonder .

'Did you bring your passports?' She wanted to know if they'd brought their passports. 'When could you get this done by?' He wondered when we could get it done by.

Offers, requests and suggestions

If the question is making an offer, request or suggestion, we can use a specific verb pattern instead, for example offer + infinitive, ask + infinitive or suggest + ing.

'Would you like me to help you?' He offered to help me. 'Can you hold this for me, please?' She asked me to hold it. 'Why don't we check with Joel?' She suggested checking with Joel.

No, you can use the present here as well. The verb for this context would be 'go' rather than 'turn':

She asked me if the earth goes around the sun.

She asked me if the earth went around the sun.

You can use either 'had been' or 'was' here. The adverb 'originally' removes any ambiguity.

3. Is "She asked me if I knew if the Sun IS a star" or  "She asked me if I knew if the Sun WAS / HAD BEEN a star" (if any)  correct?

You can use 'is' or 'was' here but not 'had been' as that would suggest the sun is not a star any more.

What are Indirect Questions?

Direct questions are the “normal” questions that we can ask friends, family members, and people who we know well. You can form direct questions using the QUASM model that we learned last lesson.

Example of a direct question: “Where’s the bathroom?”

Indirect questions are a little more formal and polite. We use them when talking to a person we don’t know very well, or in professional situations, and their form is a little different.

Example of an indirect question: “Could you tell me where the bathroom is?”

Direct and Indirect Questions in English: Examples

Direct: Where is Market Street?

Indirect: Could you tell me where Market Street is?

In indirect questions with is/are, the verb (is) comes after the subject (Market Street).

Direct  What time does the bank open?

Indirect: Do you know what time the bank opens?

In indirect questions, we don’t use the auxiliary verbs do/does/did. Also, you can see that the verb is “open” in the direct question, and “opens” in the indirect question.

Direct:  Why did you move to Europe?

Indirect:  I was wondering why you moved to Europe.

Again, there is no auxiliary verb did in the indirect question. In fact, this indirect question isn’t even a question – it’s more of a statement that invites the other person to give more information.

Direct:  How has he managed to get in shape so quickly?

Indirect:  Do you have any idea how he’s managed to get in shape so quickly?

The auxiliary verbs have and has can be used in both the direct and indirect questions – but in the direct question, “has” comes before  the subject (he), and in the indirect question, “has” comes after  the subject.

Direct:  How much does this motorcycle cost?

Indirect: I’d like to know how much this motorcycle costs.

To form the indirect question, remove does and change “cost” to “costs.”

Direct:  Can you finish the project by tomorrow?

Indirect:  Would it be possible for you to finish the project by tomorrow?

For direct questions with can, we can use the phrase “would it be possible…” to make it indirect.

Direct:  Can we change the meeting to Thursday?

Indirect:  Is there any chance we could change the meeting to Thursday?

“Is there any chance…” is another option for forming indirect questions with can.

Yes/No Direct Questions –> “If” in Indirect Questions

If the direct question is a “yes or no” question (it has no question word such as what, who, when, where, why, or how), then the indirect question will have if.

Direct: Does Tom like Italian food? Indirect: Do you know if Tom likes Italian food?

Direct:  Are your parents joining us for dinner? Indirect:  Could you tell me if your parents are joining us for dinner?

Direct:  Do they speak English? Indirect:  I was wondering if they speak English.

Direct:  Has Barbara ever studied abroad? Indirect:  Do you have any idea if Barbara’s ever studied abroad?

Direct:  Do you plan on traveling this summer? Indirect:  I’d like to know if you plan on traveling this summer.

Reported speech

Reported speech is how we represent the speech of other people or what we ourselves say. There are two main types of reported speech: direct speech and indirect speech.

Direct speech repeats the exact words the person used, or how we remember their words:

Barbara said, “I didn’t realise it was midnight.”

In indirect speech, the original speaker’s words are changed.

Barbara said she hadn’t realised it was midnight .

In this example, I becomes she and the verb tense reflects the fact that time has passed since the words were spoken: didn’t realise becomes hadn’t realised .

Indirect speech focuses more on the content of what someone said rather than their exact words:

“I’m sorry,” said Mark. (direct)
Mark apologised . (indirect: report of a speech act)

In a similar way, we can report what people wrote or thought:

‘I will love you forever,’ he wrote, and then posted the note through Alice’s door. (direct report of what someone wrote)
He wrote that he would love her forever , and then posted the note through Alice’s door. (indirect report of what someone wrote)
I need a new direction in life , she thought. (direct report of someone’s thoughts)
She thought that she needed a new direction in life . (indirect report of someone’s thoughts)

Reported speech: reporting and reported clauses

Speech reports consist of two parts: the reporting clause and the reported clause. The reporting clause includes a verb such as say, tell, ask, reply, shout , usually in the past simple, and the reported clause includes what the original speaker said.

Reported speech: punctuation

Direct speech.

In direct speech we usually put a comma between the reporting clause and the reported clause. The words of the original speaker are enclosed in inverted commas, either single (‘…’) or double (“…”). If the reported clause comes first, we put the comma inside the inverted commas:

“ I couldn’t sleep last night, ” he said.
Rita said, ‘ I don’t need you any more. ’

If the direct speech is a question or exclamation, we use a question mark or exclamation mark, not a comma:

‘Is there a reason for this ? ’ she asked.
“I hate you ! ” he shouted.

We sometimes use a colon (:) between the reporting clause and the reported clause when the reporting clause is first:

The officer replied: ‘It is not possible to see the General. He’s busy.’

Punctuation

Indirect speech

In indirect speech it is more common for the reporting clause to come first. When the reporting clause is first, we don’t put a comma between the reporting clause and the reported clause. When the reporting clause comes after the reported clause, we use a comma to separate the two parts:

She told me they had left her without any money.
Not: She told me, they had left her without any money .
Nobody had gone in or out during the previous hour, he informed us.

We don’t use question marks or exclamation marks in indirect reports of questions and exclamations:

He asked me why I was so upset.
Not: He asked me why I was so upset?

Reported speech: reporting verbs

Say and tell.

We can use say and tell to report statements in direct speech, but say is more common. We don’t always mention the person being spoken to with say , but if we do mention them, we use a prepositional phrase with to ( to me, to Lorna ):

‘I’ll give you a ring tomorrow,’ she said .
‘Try to stay calm,’ she said to us in a low voice.
Not: ‘Try to stay calm,’ she said us in a low voice .

With tell , we always mention the person being spoken to; we use an indirect object (underlined):

‘Enjoy yourselves,’ he told them .
Not: ‘Enjoy yourselves,’ he told .

In indirect speech, say and tell are both common as reporting verbs. We don’t use an indirect object with say , but we always use an indirect object (underlined) with tell :

He said he was moving to New Zealand.
Not: He said me he was moving to New Zealand .
He told me he was moving to New Zealand.
Not: He told he was moving to New Zealand .

We use say , but not tell , to report questions:

‘Are you going now?’ she said .
Not: ‘Are you going now?’ she told me .

We use say , not tell , to report greetings, congratulations and other wishes:

‘Happy birthday!’ she said .
Not: Happy birthday!’ she told me .
Everyone said good luck to me as I went into the interview.
Not: Everyone told me good luck …

Other reporting verbs

The reporting verbs in this list are more common in indirect reports, in both speaking and writing:

Simon admitted that he had forgotten to email Andrea.
Louis always maintains that there is royal blood in his family.
The builder pointed out that the roof was in very poor condition.

Most of the verbs in the list are used in direct speech reports in written texts such as novels and newspaper reports. In ordinary conversation, we don’t use them in direct speech. The reporting clause usually comes second, but can sometimes come first:

‘Who is that person?’ she asked .
‘It was my fault,’ he confessed .
‘There is no cause for alarm,’ the Minister insisted .

Trump in ‘full sprint’ to close Biden’s money lead as legal bills mount

Donald Trump is in a “full sprint” to narrow President Biden’s substantial fundraising advantage, and talked to or met with big-money donors almost every day this week ahead of a blowout gala in Palm Beach on Saturday night, people familiar with his efforts said.

Trump’s team is aware that it is behind and wants to catch up quickly, according to one of the people familiar with its fundraising who, like others, spoke on the condition of anonymity to detail private activities.

Trump’s fundraising team has been asked to secure as many checks as possible as soon as possible to boost the former president’s numbers. Republican officials are eager to narrow the gap so they can compete with Biden’s field effort and advertising campaigns. They hope to ensure that GOP candidates win up and down the ticket. But Trump’s legal woes are placing a strain on several of his political committees.

This weekend’s dinner in Palm Beach will raise $50.5 million, the Republican National Committee said Saturday night. The former president told donors during a call Friday afternoon that this weekend’s event would bring in double the $25 million Democrats said they raised during a recent New York fundraiser with Biden and former presidents Bill Clinton and Barack Obama, according to two people familiar with Trump’s remarks on the Friday call.

The Trump campaign and RNC said this week that they raised more than $65.6 million in March and ended the month with about $93 million on hand, a dramatic improvement over their February results.

But Trump’s fundraising machine remains far behind Biden’s, which had an earlier start in fundraising from wealthy donors through shared accounts with national and state parties. Biden brought in more than $90 million in March. The broader Biden effort ended the month with $192 million in cash on hand, more than double what Trump controlled.

The Biden team’s cash advantage and the splashy media coverage of the Democrats’ $25 million New York haul increased the pressure on Republican donors to show that they can quickly raise enough to compete, according to two people familiar with the party’s fundraising efforts.

Trump is closely tracking who is attending the fundraiser Saturday, who has given the maximum and how much has been raised, according to a person who spoke to him recently. His advisers regularly brief him on the attendees. “He is focused on this fundraiser,” one person familiar with his thinking said. “He has a lot of friends in Palm Beach, and he’s saying, are they giving?”

In recent weeks, Trump has spent time meeting with donors almost every day, people close to the former president said.

“Our digital online fundraising continues to skyrocket, our major donor investments are climbing, and Democrats are running scared of the fundraising prowess of President Trump,” Trump campaign communications director Steven Cheung said in a statement. Trump allies said Saturday’s haul would break records for a single political fundraising event.

The Trump 47 victory committee can raise up to $814,600 under a joint fundraising agreement negotiated by the campaign and the RNC. The first $6,600 from each check goes to the Trump campaign, the next $5,000 to the leadership PAC that has been covering legal bills for Trump and some of his associates, and the next $413,000 to the RNC. The remaining dollars from each donation up to the $814,600 maximum are allocated sequentially to the local Republican parties in at least 39 states, according to FEC filings and donor forms obtained by The Washington Post.

“Momentum brings more momentum,” said one person familiar with the party’s fundraising efforts who spoke on the condition of anonymity to discuss internal party dynamics. “For the joint fundraising committee for Trump to come right behind [the Democrats’ New York event] and raise well over 50 percent more — that sends a message to Republican donors who may be trying to decide how much they’re going to play this year that they’ve turned this thing around rapidly.”

Biden’s team said Friday it was not worried about Trump’s major Palm Beach fundraiser, which includes many donors who will max out their ability to give for the rest of the cycle — though they can still give unlimited sums to third-party groups supporting Trump.

“This thing this weekend is a handful of billionaires figuring out how to pay his legal bills, and we’ve got millions of grass-roots donors who are powering our campaign,” said Rob Flaherty, a Biden deputy campaign manager.

Biden’s New York event did not require top-level donors to max out, with the most expensive tickets going for $500,000 rather than the $929,600 maximum contribution possible to a committee funding Biden’s reelection. About 165,000 small-dollar supporters donated to participate either virtually or in person, a Biden official said.

The Biden campaign now finds itself well ahead of where Obama’s reelection effort was at the same point in 2012. Biden claimed 704,000 unique donors in March, compared with 567,000 donors in March 2012 for Obama. Overall, 1.6 million people have given to the Biden effort so far, 40 percent of whom are new this cycle, his campaign said. That number represents about 1 out of every 50 people who voted for Biden in 2020.

Donors raising money for Trump want to capitalize as quickly as possible on the perceived weaknesses of Biden’s candidacy and the current political environment where Trump is edging out his opponent in recent swing state polls, according to several people familiar with the party’s high-dollar push.

During the contested GOP primary, Republicans were at a disadvantage as they watched the Democrats rake in large checks through a constellation of groups including the Biden campaign and the Democratic National Committee.

Billionaire hedge fund manager John Paulson is hosting Saturday’s Trump fundraiser at his home, according to a person familiar with the gathering. Some of the country’s biggest political donors, including former Small Business Administration head Linda McMahon, hotelier Steve Wynn and businessman Robert Bigelow, are listed as co-chairs on an invitation obtained by The Post. Former Georgia Senate candidate Kelly Loeffler, sugar magnate Jose “Pepe” Fanjul and real estate investor Steve Witkoff are also among the co-chairs.

The fundraiser will also feature some of Trump’s former primary rivals . Sen. Tim Scott (R-S.C.), entrepreneur Vivek Ramaswamy and North Dakota Gov. Doug Burgum (R) are listed as “special guests.” Some attendees have given the maximum allowed contribution of $814,600 for a seat at Trump’s table.

Now that the RNC and Trump campaign have joined forces, “the finance side of the table is as unified as I have ever seen it since the reelection campaign of president George W. Bush,” said Brian Ballard, a top Florida lobbyist who is helping Trump raise money.

But Trump’s campaign finance reports in recent months have shown the tremendous strain that his legal troubles are placing on his broader fundraising effort. Reports filed in January showed that two of Trump’s committees, the Save America leadership PAC and the Make America Great Again PAC, spent $55.6 million on legal bills in 2023 as Trump fights felony charges in four criminal cases.

In February, Trump’s campaign raised nearly $11 million and had $33.5 million in cash on hand — significantly less than the $71 million in cash that the Biden campaign had in its treasury at the end of the period. The RNC has lagged behind the Democratic National Committee in fundraising — reporting $11.3 million in cash at the end of the month to the DNC’s $26.6 million.

In February, the Save America PAC spent more than it raised — with the majority of its money going to legal costs. Before Trump joined forces with the RNC to raise money through the new joint fundraising committee, he was leaning heavily on his own small-dollar donors to help pay his legal bills through his own committees. For each dollar raised into his joint fundraising account, he would divert 90 cents to his campaign committee and 10 cents to the Save America leadership PAC.

Trump has recently lured back some of the billionaires who backed away from supporting him because of his legal woes and role in the Jan. 6 , 2021, storming of the U.S. Capitol. Trump campaign aides have said that the RNC will not pay any of Trump’s legal fees — a promise meant in part to assuage high-dollar donors who want to ensure their donations are used primarily to defeat Biden.

It's now trading at its lowest level since the company's trading debut on March 26. Trading has been remarkably volatile since its debut, with some big swings.

The sharp declines over the past two days will take a big bite out of Trump's paper gains.

The former president owns a majority stake in the company and his stake was valued at about $2.9 billion on Monday, down from a peak of over $6 billion after its debut on its trading debut.

That's still an eyebrow-raising valuation for former president's stake considering Trump Media lost $58 million last year and had revenue of just over $4 million.

Under his current agreement, Trump is not allowed to sell his shares until September, but he can seek permission from Trump Media's board to unload some of his stake earlier.

The board is made up of people Trump knows well, including his son, Donald J. Trump Jr., and former administration officials.

Analysts had cautioned that Trump Media shares were trading completely divorced from its actual financial health.

But shares are being sustained by thousands of individual investors, many who are believed to be strong Trump supporters.

Trump Media stock erases all gains since it began trading as DJT shares fall again

Shares of Trump Media have erased all their gains since they began trading under the ticker DJT last month.

The stock closed down more than 8% Monday at $37.17 after falling about 11% earlier in the day. It had traded above $79 a share on March 26, the day of its debut.

But experts say it's hard to draw any firm conclusions about what the stock price's movement means. That's because so many available shares — about 12%, one of the highest ratios of any active stock listing — reflect traders' bets that the stock will fall, said Ihor Dusaniwsky, managing director at S3 Partners, a data and predictive analytics company.

This is called short-selling.

Right now, much of the trading activity surrounding the stock reflects investors’ attempts to position bets around whether it will continue to fall, Dusaniwsky said in an email.

While some traders are looking to make even more gains from continued price declines, others may be looking to “squeeze” the short positions by betting that something will cause the share price to rise.

“This seems more like the gunfight at the OK Corral, with both sides waiting for the other to act first,” Dusaniwsky said.

As the stock’s price has rocked back-and-forth, former President Donald Trump, who owns a majority of the company’s shares, has seen his net worth move in tandem, falling from a high of about $5.2 billion down to about $2.9 billion.

But those figures are largely immaterial for Trump, since he is contractually barred from selling or even borrowing against his shares for six months.

In a post on Truth Social earlier this month, Trump called the company's business "very solid" and said criticisms of its ability to reach a wide audience were "lies."

But according to company filings, Trump Media lost $58.2 million last year and did not report any user metrics.

Meanwhile, the company’s auditor issued a “going concern” notice for the business, saying it was not confident it would be able to stay afloat.

That auditor, BF Borgers CPA PC, has itself been the subject of recent reports about its effectiveness. For instance, it is banned in Canada.

In a news release last week, CEO Devin Nunes, a former U.S. congressman, said he was confident about the future of the business.

“We are excited to be operating as a public company and to have secured access to capital markets," Nunes said in a statement. "Closing out the 2023 financials related to the merger, Truth Social today has no debt and over $200 million in the bank, opening numerous possibilities for expanding and enhancing our platform."

"We intend to take full advantage of these opportunities to make Truth Social the quintessential free-speech platform for the American people,” Nunes said.

WASHINGTON (AP) — Consumer inflation remained persistently high last month, boosted by gas, rents, auto insurance and other items, the government said Wednesday in a report that will likely give pause to the Federal Reserve as it considers how often — or even whether — to cut interest rates this year.

Prices outside the volatile food and energy categories rose 0.4% from February to March, the same accelerated pace as in the previous month. Measured from a year earlier, these core prices are up 3.8%, unchanged from the year-over-year rise in February. The Fed closely tracks core prices because they tend to provide a good read of where inflation is headed.

Wednesday’s figures represent a disappointment for the White House. Republican critics of President Joe Biden have sought to pin the blame for high prices on the president and use it as a cudgel to derail his re-election bid. Polls show that despite a healthy job market , a near-record-high stock market and a decline inflation from its peak, many Americans blame Biden for high prices.

The March figures, the third straight month of inflation readings well above the Fed’s 2% target, provide concerning evidence that inflation is stuck at an elevated level after having steadily dropped in the second half of 2023. The latest numbers threaten to torpedo the prospect of multiple rate cuts this year. Fed officials have made clear that with the economy healthy, they’re in no rush to cut their benchmark rate despite their earlier projections that they would do so three times this year.

The report “pours cold water on the view that the faster readings in January and February simply represented the start of new-year price increases that were not likely to persist,” Kathy Bostjancic, chief economist at Nationwide, said in a research note. “The lack of moderation in inflation will undermine Fed officials’ confidence that inflation is on a sustainable course back to 2% and likely delays rate cuts to September at the earliest and could push off rate reductions to next year.”

On Wall Street, traders sent stock prices tumbling and bond yields rising, reflecting fear that the Fed may delay interest rate cuts indefinitely. The broad S&P 500 stock index was off about 1% in late-morning trading.

Chair Jerome Powell has stressed that the Fed’s policymakers need more confidence that inflation is steadily slowing to their target level before they will support a rate cut. Lower rates could fuel faster growth and potentially push inflation higher. Powell’s stance has elevated the profile of the monthly inflation data in determining when the Fed might start cutting rates. Lower rates would lead, over time, to reduced borrowing costs for businesses and consumers.

Overall consumer prices rose 0.4% from February to March, the same as in the previous month. Compared with a year ago, prices rose 3.5%, up from a year-over-year figure of 3.2% in February.

The Fed closely tracks a separate inflation gauge that has been coming in below the consumer price index, released Wednesday. Yet those figures will likely come in high enough to concern policymakers.

The persistence of elevated U.S. inflation complicates Biden’s claims to be making steady progress against higher prices. The president has argued that further improvement would be possible if Republicans in Congress would back his policies, which include efforts to lower costs for prescription drugs, reduce so-called “junk fees,” and write off some student debts.

Biden had previously suggested that lower inflation would lead the Fed to cut rates, but he hedged that prediction on Wednesday. “This may delay it a month or so,” Biden said at a news conference with Japanese Prime Minister Fumio Kishida, adding that he’s “not so sure” exactly what the Fed would do.

The costs of owning a vehicle were a key reason why prices jumped last month: Auto insurance surged 2.6% in March and are up a dramatic 22% from a year ago. That increase reflects, in part, the rise in new-car prices over the past two years.

Average auto repair costs increased 1.7% from February to March and are up a sharp 8.2% from a year earlier. And the price of gas to power most vehicles surged 1.7% last month. Prices for new and used cars, though, fell slightly.

Clothing costs jumped 0.7% in March, the second straight month of sizable increases, though they have barely risen over the past year. Grocery prices, though, were unchanged last month and are just 1.2% higher than they were a year ago, providing some relief to consumers after the huge spikes in food prices in the previous two years.

The chronically elevated inflation so far this year does suggest that American consumers, on average, remain confident enough to keep spending despite steady price increases, said Laura Rosner-Warburton, senior economist at MacroPolicy Perspectives, a consulting firm. Likewise, she said, the surge in auto insurance and repair costs reflect the previous sharp increases in auto sales prices.

“It means that the consumer’s in good shape and accepting price increases still,” Rosner-Warburton said.

Though inflation has plummeted from its peak of 9.1% in June 2022, average prices are still well above where they were before the pandemic. This has meant hardships for many lower-income families, whose wages may not have fully kept up with rising prices.

Derrick Chubbs, president of the Second Harvest Food Bank of Central Florida, said his organization is providing 300,000 meals a day, even more than the 250,000 it supplied in November 2022. The people his organization serves, he said, increasingly include homeowners. And most of them are employed.

Chubbs said the beneficiaries typically live paycheck-to-paycheck and are vulnerable to any sharp change in their financial circumstances. Most are still struggling to recover from the jump in costs over the past three years, including in rents, child care and car ownership — practically a necessity in a region with limited public transportation.

“If anything throws them off, it’s going to take them a while to recover,” Chubbs said. “Just because things get better, that doesn’t mean that I’ve caught up with everything.”

The latest estimate of Social Security's cost-of-living adjustment for 2025 rose to 3% after the government reported hotter-than-expected inflation in March, new calculations showed Wednesday.

The higher COLA adjustment was the third this year after the reacceleration of inflation each month in 2024. The 2025 COLA estimate was 1.75% in January, and 2.4% in February .

The consumer price index (CPI), a broad measure of goods and services costs,  rose 3.5% in March from a year earlier, according to government data reported Wednesday. That's up from 3.2% in February and more than the 3.4% average forecast from economists. So-called core rate, which strips out volatile food and energy prices, rose 3.8% on the year, flat from February but above predictions for 3.7%.

COLA is based on the subset "consumer price index for urban wage earners and clerical workers," or CPI-W. That figure jumped from February to 3.5%, up from 3.1% in the prior reading and outpacing the 3.2% COLA Social Security recipients began receiving in January.

"That means older consumers are losing buying power," said Mary Johnson, retired Social Security and Medicare Policy analyst.

And, again, all the things seniors spend the most on saw some of the sharpest gains. Shelter rose 5.7% year-over-year and hospital services jumped 7.5%, the highest since October 2010, Bureau of Labor Statistics data showed. Transportation services soared 10.7% and electricity jumped 5.0%.

How is COLA calculated?   

The  Social Security Administration  bases its COLA each year on average annual increases in the consumer price index for urban wage earners and clerical workers from July through September.

The index for urban wage earners largely reflects the broad index the Labor Department releases each month, although it differs slightly. Last month, while the overall consumer price index rose 3.5% , the index for urban wage earners increased 3.5%.

Older adults received a  3.2% bump  in their Social Security checks at the beginning of the year to help recipients keep pace with inflation. That increased the average retiree benefit by $59 a month.

Seniors fall more behind

COLA is meant to help Social Security recipients keep pace with inflation so their standard of living doesn't deteriorate, but it hasn't worked in reality. Poverty has increased among Americans age 65 and older, to 14.1% in 2022 from 10.7% in 2021, which was also the largest jump among any age group,  according to the latest U.S. Census Bureau data .

And now, with March inflation outpacing the 3.2% COLA recipients received this year, seniors are falling deeper in the red.

That makes retirement "anything but carefree" for many, Johnson said.

And with tax season coming to a close Monday, more seniors likely discovered they owe taxes on their Social Security this year. The 5.9% COLA increase in 2021, the  8.7% bump  in 2023 and the  3.2% rise  this year increased people's incomes. How much of your Social Security is taxed depends on how much income you  have .  Some states may also take a cut .

Because income thresholds that subject Social Security benefits to taxation have never been adjusted for inflation since the tax became effective in 1984, more older taxpayers become liable for the tax on Social Security benefits over time, and the portion of taxable benefits can increase as retirement income grows, Johnson said.

Biden Announces New Plan for Student Debt Relief

And starting this fall, we plan to deliver up to $20,000 in interest relief to over 20 million borrowers and full forgiveness for millions more. And again, it’s for the good of our economy that’s growing stronger and stronger, and it is, by freeing millions of Americans from this crushing debt of student debt. It means they can finally get on with their lives instead of being put — their lives being put on hold.

President Biden on Monday announced a large-scale effort to help pay off federal student loans for tens of millions of American borrowers, seeking an election-year boost by returning to a 2020 campaign promise that was blocked by the Supreme Court last year.

Mr. Biden’s new plan would reduce the amount that 25 million borrowers still owe on their undergraduate and graduate loans. It would wipe away the entire amount for more than four million Americans. Altogether, White House officials said, 10 million borrowers would see debt relief of $5,000 or more.

“While a college degree still is a ticket to the middle class, that ticket is becoming much too expensive,” Mr. Biden said during a speech to a small but enthusiastic audience filled with supporters. “Today, too many Americans, especially young people, are saddled with too much debt.”

Mr. Biden announced the plan in Madison, Wis., the capital of a critical swing state and a college town that symbolizes the president’s promise to make higher-education affordability a cornerstone of his economic agenda.

But it is a promise he has so far failed to achieve, largely because of legal challenges from Republicans and other critics. They accuse Mr. Biden of unlawfully using his executive authority to enact a costly transfer of wealth from taxpayers who have not taken out federal student loans to those who have.

Officials did not say how much the new plan would cost in coming years, but critics have said it could increase inflation and add to the federal debt by billions of dollars.

Mr. Biden said his new effort would help the economy by removing the drag of enormous debt from people who would otherwise not be able to buy a home or pursue a more economically sound future.

“We’re giving people a chance to make it,” Mr. Biden said. “Not a guarantee. Just a chance to make it.”

Mr. Biden’s announcement was a presidential do-over. In the summer of 2022, he put in motion a plan to wipe out $400 billion in student debt for about 43 million borrowers. That was blocked by the Supreme Court , which said he exceeded his authority. In the months since, Mr. Biden has waived small amounts of debt using existing programs. But now he is attempting a larger effort closer to the scale of his first try.

The original plan relied on a law called the HEROES Act, which the administration argued allowed the government to waive student debt during a national emergency like the Covid pandemic. The justices disagreed after Republican attorneys general and others challenged the debt waiver plan.

The new approach is different.

For months, Mr. Biden’s Education Department has been developing regulations using a long process authorized by the Higher Education Act. Instead of an across-the-board waiver of debt, the new approach targets five groups of borrowers: those whose loans have ballooned because of interest; borrowers who have been paying for decades; those who have economic hardship; people who qualify for existing debt relief programs but have not applied; and people whose loans come from schools that have since been denied certification or have lost eligibility for federal student aid programs.

Administration officials said because the new approach is based on a different law, it is more likely to survive the expected challenges. They said lawyers for the White House and the Education Department have studied the Supreme Court ruling and have designed the new program to make sure it does not violate the principles laid out by the justices.

But lawyers for those who oppose the approach are likely to argue that waiving the debt is unfair to those who already paid back their loans or never took out college loans in the first place. That argument helped sway the justices in the last case.

Neal McCluskey, the director of the Center for Educational Freedom at the Cato Institute, called the new plan “dangerous policy” that is unfair to taxpayers and would cause colleges and universities to raise their prices.

“The Constitution gives Congress, not the president, the authority to enact law, and the Supreme Court has already struck down a unilateral, mass student debt cancellation scheme by the Biden administration,” he said. “It would stick taxpayers with bills for debts other people chose for their own financial advancement.”

The legal challenges will likely take months to resolve, and that could leave the debt relief plan in limbo as voters go to the polls in November to choose between Mr. Biden and former President Donald J. Trump.

Members of Mr. Biden’s administration fanned out across the country on Monday to talk about the new plan, betting that it will rally support among voters who were disappointed that the court blocked the first one, which would have eliminated up to $20,000 in debt for tens of millions of borrowers. Vice President Kamala Harris held a round-table discussion with a teacher, a nurse and a social worker in Philadelphia. Miguel A. Cardona, the education secretary, spoke in New York City.

“We need you to stay in these jobs doing this work,” Ms. Harris said in the library of an elementary school. “And you shouldn’t have to make a decision about whether you serve or are able to pay your bills.”

But beyond the threat of legal action, the president faces steep obstacles just because of the calendar. The new plan has not yet been published in the Federal Register, which will kick off a required, monthslong public comment period before it can take effect. Officials said on Sunday only that they hoped some of the provisions would begin going into effect in “early fall” of this year.

Administration officials hope that the president’s supporters will give him credit for trying, even if many of the borrowers do not end up seeing any relief before they go to the ballot box. Andrew O’Neill, the legislative director for Indivisible, a liberal advocacy organization, praised Mr. Biden’s announcement.

“Progressives have led the fight for student debt cancellation, and Joe Biden has responded,” he said in a statement. “More than 30 million folks will now get relief from Biden’s programs. That’s a huge deal.”

White House officials have been scrambling for months to respond to the anger about student loans among the president’s base. In one poll released last month, more than 70 percent of young people said the issue of student loan forgiveness was “important” or “very important” to them as they make their decision in the 2024 election campaign.

Officials said the five groups of people targeted in the new plan will address most of the egregious issues that some borrowers have with their student loans.

People whose loans have grown beyond the amount they originally borrowed because of interest would have up to $20,000 of that interest wiped away, leaving them to repay only the amount they originally borrowed. People making less than $120,000 a year, or couples making less than $240,000, would qualify to have all of their interest forgiven.

Officials said that 23 million people would most likely have all of their interest-related balances waived from that provision.

About two million borrowers who already qualify to have their student loans waived under existing programs have not applied for relief. Under the new rules, the Education Department would be authorized to cancel the debt for those people without their having to apply.

People who took out federal student loans for undergraduate degrees and began repaying them more than 20 years ago would automatically have the debt canceled under the new plan. Graduate students who borrowed money and began repaying 25 years ago would have their debt canceled.

Officials said that about 2.5 million people would qualify under that rule.

People who borrowed money to attend colleges that have since lost their certification or their eligibility to participate in the federal student aid program would have their debt canceled. Officials did not say how many people that would affect. And people who are especially burdened with other expenses — such as high medical debt or child care — could apply to have their student loans forgiven.

Officials did not estimate how many people might qualify for what they called the “hardship” programs.
