This process takes time. Some advisors recommend reading an article three times: The first time, simply read without the pressure of understanding or critiquing the work. For the second time, aim to understand the paper. For the third read through, take notes. Some people engage with a paper by printing it out and writing all over it.

Maybe 2-3 hours. Obviously, if its a paper I need to know back-to-front, inside out, and be able to disect every possible problem or highlight, then its going to take me longer, but I probably wouldn't do that all at once. 3 hours seems appropriate for someone that is starting off in an reu program. And don't feel bad when you need to read it 3 more times to really ubderstand what's happening!
