As it is in most U.S. states, selling a car in Arkansas requires transferring ownership of the vehicle from you to the buyer. Both you and the buyer must fill out the information requested on the back of the car title and complete supplementary forms (see below).

Required Documents in Arkansas

If you don't have the vehicle's certificate of title, you will need to apply for a duplicate before you can complete the sale. If there is a lien on the car, the lien holder must complete an Official Release of Lien or Permission to Issue a Replacement Title (Form 10-315).

Visit an Arkansas DFA office in person and provide the:

  • Vehicle registration certificate.
  • License plate number.
  • Title number.

There is a $10 fee for a replacement title, which can be paid in the form of a check made payable to the Department of Finance and Administration.

Processing can take a minimum of 3 weeks. However, rush titles can be issued on a vehicle without a prior lien, when the application is made in person at the following address:

Duplicate Registration in Arkansas

A vehicle title is an official document issued by the state OMV for purposes of establishing the identity of the legal owner of a certain vehicle.

The AR car title transfer is a mandatory procedure that is completed when the original owner passes possession of the vehicle to a new legal entity for purposes of ownership reassignment. Completing the transfer of car title is an important step since it protects both the buyer and the seller of the motor vehicle.

When is a vehicle title transfer required in Arkansas?

The Arkansas vehicle title transfer must be completed when the ownership of a given vehicle is transferred from one owner to another, regardless of the circumstances surrounding the transfer of ownership. The most common reason to initiate the title transfer for cars is passing ownership of a vehicle after a private sale.

Completing the car title transfer in AR is a mandatory step in different situations as well. For example, you must apply for a title transfer if you have received your vehicle as a gift, a donation or after the death of the original owner. Note: You cannot complete a title transfer online in Arizona, as this process must be completed in person.

Information and Documents Necessary to Transfer a Title in Arkansas

To successfully complete the transfer of vehicle title in Arkansas, car owners will be required to submit several documents and furnish certain types of information as part of the requirements.

Note that the documentation requirements to finalize the title transfers for cars may vary depending on the nature of the transfer of ownership. For example, the standard AR auto title transfer initiated after a private sale will require the following paperwork:

  • A completed Vehicle Registration Application
  • The signed-over title containing the names and signatures of the buyer and the seller and information about the vehicle and the vehicle sale
  • A separate Bill of Sale/Odometer Disclosure Statement, if the title does not have a separate section to include this information
  • An Official Release of Lien, if applicable
  • A valid identification document, such as a drivers license or state ID , if required

You may also need to have a vehicle bill of sale with you.

If the AR transfer of car title is taking place under different circumstances, such as after donating, gifting or inheriting a vehicle, vehicle owners may be required to submit additional documentation.

For instance, to title inherited vehicles you may also be required to submit the Affidavit of Inheritance of a Motor Vehicles and the Request for Title or Watercraft Registration With Beneficiary.

Steps for Performing a Transfer of Title in Arkansas

The steps for how to fill out a transfer of title in Arkansas involves the vehicle owners submitting the necessary documents in person through a nearby OMV location .

Note that when completing the auto title transfer, you will be required to arrange payment for certain fees as well, since the state OMV must manufacture new vehicle documents.

Moreover, you will be able to complete the title transfer and car registration procedures simultaneously with the same 10-381 application form, mentioned above. The state OMV will process your AR transfer of car title request, as soon as it verifies the submitted paperwork and fee payment.

Note: Electronic title transfers are not an available option in Arkansas. This process must be done in person.

Getting a New Car Title Versus Title Transfers in Arkansas

Before applying for a new title for a car in Arkansas, you are advised to review the differences between getting a new title and transferring an existing title from one owner to another. In general, getting a new car title is a procedure that is completed when a vehicle has not been previously titled in the name of another legal entity.

Therefore, you will effectively apply for a new title once you purchase your motor vehicle from a state dealership or transfer your out-of-state car into AR. Note that, if you buy a new vehicle from a dealership, the dealer may submit the title application on your behalf.

Unlike the procedure to order new car title certificates, you will have to complete additional steps when transferring an existing title. Under such circumstances, the vehicle seller and/or transferor will first have to reassign the original title to you. Then, you can proceed with the standard titling process and submit the properly-reassigned title as proof of ownership.

Car Title Transfer Fees in Arkansas

During the Arkansas car title transfer process, vehicle owners will be required to arrange payment for the applicable fees. However, since vehicle owners have to complete the title transfer for cars and register their vehicles at the same time, they will be required to pay the standard titling and registration fees.

Therefore, in addition to the standard $10 fee for a new title, motorists will also have to pay the applicable registration fees, which vary depending on the type of vehicle they are registering and their county of residence. Depending on the circumstances surrounding the AR vehicle title transfer procedure, additional fees may also apply.

2020 Arkansas Code Title 27 - Transportation Subtitle 2 - Motor Vehicle Registration and Licensing Chapter 14 - Motor Vehicle Administration, Certificate of Title, and Antitheft Act Subchapter 7 - Registration and Certificates of Title § 27-14-727. Certificate of title with beneficiary — Definitions

(A) “Beneficiary” means one (1) individual who is designated to become the owner of a vehicle upon the death of the current owner as indicated on the certificate of title issued under this chapter.

(B) “Beneficiary” does not include a business, firm, partnership, corporation, association, or any other legally created entity;

(2) “Certificate of title with beneficiary” means a certificate of title for a vehicle issued under this chapter that indicates the present owner of the vehicle and designates a beneficiary as provided under this section;

(A) “Owner” means an individual who holds legal title of a vehicle and can include more than one (1) person but not more than three (3) persons.

(B) “Owner” does not include a business, firm, partnership, corporation, association, or any other legally created entity; and

(A) Primarily used to transport persons or property on the streets, roads, or highways; and

(B) Required to be registered, licensed, and titled by the Office of Motor Vehicle under this chapter.

(b) If the owner or joint owners want to transfer a vehicle upon death by operation of law, the owner or joint owners may request that the Office of Motor Vehicle issue a certificate of title with beneficiary that includes a directive to the office to transfer the certificate of title upon the death of the owner or upon the death of all joint owners to the beneficiary named on the face of the certificate of title with beneficiary.

(1) The owner of a vehicle may submit a transfer on death application to the office to request the issuance of a certificate of title with beneficiary or a change to a certificate of title with beneficiary.

(A) Whether the applicant seeks to add, remove, or change a beneficiary;

(B) The full legal name of the beneficiary;

(C) The Social Security number of the beneficiary;

(D) The address of the beneficiary;

(E) The vehicle identification number of the vehicle;

(F) The year, make, model, and body type of the vehicle;

(G) The printed full legal name of the owner of the vehicle;

(H) The Arkansas driver's license or identification card number for the owner of the vehicle; and

(I) The signature of the owner of the vehicle.

(A) The certificate of title for the vehicle issued under this chapter;

(B) The certificate of title application fee as provided under § 27-14-705(c) and the certificate of title fee under § 27-14-602(b); and

(C) The certificate of title with beneficiary processing fee of ten dollars ($10.00).

(A) The fee remitted under subdivision (c)(3)(C) of this section shall be deposited into the State Central Services Fund for the benefit of the Revenue Division of the Department of Finance and Administration.

(B) The fee shall be credited as supplemental and in addition to all other funds as may be deposited for the benefit of the division.

(C) The fee shall not be considered or credited to the office as direct revenue.

(A) The vehicle is encumbered by a lien; or

(B) The owner holds his or her interest in the vehicle as a tenant in common with another person.

(2) If a lien request is made for a certificate of title with beneficiary, the beneficiary shall be removed and the lien added.

(e) The certificate of title with beneficiary issued by the office shall include after the name of the owner the words “transfer on death to” or the abbreviation “TOD” followed by the name of the beneficiary.

(1) The signature or consent of the beneficiary is not required for any transaction relating to the vehicle for which a certificate of title with beneficiary has been issued; and

(A) Selling the vehicle with proper assignment and delivery of the certificate of title to another person; or

(B) Filing an application with the office to remove or change a beneficiary as provided under subsection (c) of this section.

(1) By will or any other instrument;

(2) Because of a change in circumstances; or

(3) In any other manner.

(h) The interest of the beneficiary in a vehicle on the death of the sole owner or on the death of the last surviving joint owner is subject to any contract of sale, assignment, or security interest to which the owner of the vehicle was subject during his or her lifetime.

(i) Proof of death of the owner that includes a death certificate issued by the state or a political subdivision of the state;

(ii) Surrender of the outstanding certificate of title with beneficiary; and

(iii) Application and payment of the title application fee and title fee.

(B) A certificate of title issued under this subsection will be subject to any existing security interest.

(2) If the surviving owner or beneficiary chooses, he or she can submit a completed certificate of title with beneficiary application as provided under this section, along with the ten dollar ($10.00) processing fee, at the time of the application for a new title under this subsection.

(3) The transfer under this subsection is a transfer by operation of law, and § 27-14-907 applies to the extent practicable and not in conflict with this section.

(j) The transfer of a vehicle upon the death of the owner under this section is not testamentary and is not subject to administration under Title 28 of the Arkansas Code.

(k) The procedures and fees under § 27-14-720 shall apply for obtaining a duplicate title with beneficiary.

(1) The office may promulgate rules for the administration of this section.

(2) If rules are promulgated, the office shall consult with the Arkansas State Game and Fish Commission about the rules.

The person(s) named on the front of the title must follow these steps:

Sign the front of the title where it reads "OWNER'S SIGNATURE (IF JOINT OWNERSHIP, BOTH MUST SIGN)."

Sign the back of the title where it reads "Seller(s) Signature."

Print name(s) on the back of the title where it reads "Seller(s) Printed Name."

If there's a lien listed on the title, it must be released on the title, or accompanied by a separate lien release letter. ​

Signature Tips

The name(s) used to sign the title must exactly match the name(s) shown on the title. If you have changed your name since the title was issued, do not sign with your new name. Go ahead and sign with the name shown on the title. 

If there are two owners on the title, one or both must sign depending on how the names appear in the title.

How to Sell a Car in Arkansas: Documents Required

How Do I Get a Replacement Car Title?

If you don’t have the vehicle's certificate of title, you must apply for a duplicate before completing the sale of your car.

For vehicles with a lien on them, the lien holder must fill out an Official Release of Lien or Permission to Issue a Replacement Title ( Form 10-315 ). You can click here to download the form.

  • When you visit an Arkansas DFA office in person have ready the following for your duplicate car title:
  • Vehicle registration certificate.
  • Title Number.

Additionally, there is a fee for a replacement title. Your check or money order can be made payable to the Department of Finance and Administration.

There is a processing time of about three weeks. But if you need a rush on your duplicate, you can get one.  Rush duplicate titles can be requested on a vehicle without a prior lien, if the application is made in person using the following address:

Arkansas AG leads 6 states new challenge to Biden administration Title IX rules

The attorneys general of Arkansas and Missouri announced Tuesday that they, along with four other states, have filed a lawsuit challenging the Biden administration’s new rules on Title IX.

Attorneys General Tim Griffin of Arkansas and Andrew Bailey of Missouri are joined in the suit against the U.S. Department of Education by Iowa, Nebraska, North Dakota and South Dakota.

The new rules, released by the Biden administration in April and set to go into effect in the fall, expand the interpretation of harassment and discrimination to include those based on sexual orientation or gender identity.

They also include heightened requirements for responding to discrimination as well as sexual misconduct.

Griffin said at a news conference in Little Rock on Tuesday that the Biden administration’s interpretation of Title IX in the new rules is incompatible with the statute and that, since rules constitute a “major question,” they have to "go to Congress, not through the regulatory scheme.”

He called the new rules “ridiculous, nonsensical, hard to believe, outrageous,” as well as “arbitrary and capricious.”

He said the suit is also based on constitutional grounds and that parts of the rules related to pronouns violate the First Amendment.

Griffin and Bailey invited a high school basketball player from Arkansas named Amelia Ford to speak on her objections to transgender athletes in women’s sports.

The new Title IX rules make no explicit changes related to transgender athletes.

Tuesday's lawsuit comes days after Arkansas Gov. Sarah Huckabee Sanders signed an executive order objecting to the new Title IX rules and threatening to take the federal government to court if it tried to enforce them by withholding education funding.

Sanders' order stated that it is “the policy of this state that sex is an immutable characteristic of the human body, rooted in biology and the created order” and that “students and employees of Arkansas’ educational institutions may not be forced to use false pronouns.”

U.S. Secretary of Education Miguel Cardona said that Title IX has promoted equal opportunities for students to learn and thrive since the 1970s.

The new rules, he said in an April 19 news release, "advance Title IX's promise of ensuring that no person experiences sex discrimination, including sex-based harassment or sexual violence, in federally funded education" and "restore and strengthen vital protections for students."

What other states have challenged the Title IX rules?

Griffin’s lawsuit is the sixth filed by states in the weeks since the rules’ release.

Four suits were filed last week between 15 states: Florida, Georgia, South Carolina and Alabama; Louisiana, Mississippi, Montana and Idaho; Tennessee, Kentucky, Indiana, Ohio, Virginia and West Virginia; and Texas.

Oklahoma’s attorney general filed a lawsuit on Monday.

What does it mean that there are so many lawsuits challenging the Title IX rules?

The multitude of complaints increases the odds that one of them will succeed. But it also raises the likelihood that one of them will make it to the Supreme Court.

All of the states signed onto Tuesday’s challenge are with the jurisdiction of the 8th U.S. Circuit Court of Appeals.

It and the five other suits are set to be argued in federal courts where, if those decisions are appealed, they would go to different federal appeals courts.

Griffin said Tuesday that this was not a coordinated move between the attorneys general involved in the different lawsuits.

Nonetheless, that setup means that, if any of these cases go to appeal and two appeals courts disagree in their rulings, that would cause something called a “circuit split” and the U.S. Supreme Court might be prompted to step in to resolve the dispute.

Title: a dynamical view of tijdeman's solution of the chairman assignment problem.

Abstract: In 1980, R. Tijdeman provided an on-line algorithm that generates sequences over a finite alphabet with minimal discrepancy, that is, such that the occurrence of each letter optimally tracks its frequency. In this article, we define discrete dynamical systems generating these sequences. The dynamical systems are defined as exchanges of polytopal pieces, yielding cut and project schemes, and they code tilings of the line whose sets of vertices form model sets. We prove that these sequences of low discrepancy are natural codings of toral translations with respect to polytopal atoms, and that they generate a minimal and uniquely ergodic subshift with purely discrete spectrum. Finally, we show that the factor complexity of these sequences is of polynomial growth order $n^{d-1}$, where $d$ is the cardinality of the alphabet.

I t has been easy to assume Arsenal 's title hopes ended with Heung-min Son's late miss in Manchester City 's 2-0 with at Tottenham on Tuesday or, for the pessimists, as far back as Aston Villa's win at Emirates Stadium on April 14, which handed the champions an advantage they have never once looked like relinquishing.

There is still, though, one more round of games to go and further opportunity for twists, turns, drama and history.

The equation for Arsenal on Sunday remains simple: beat Everton in north London and hope City slip up at home to West Ham.

The omens are poor. This is the 10th time the Premier League title has been decided on the final day, and on each of the previous occasions the side which started the afternoon on top has gone on to be champions.

It would feel characteristic of the old Arsenal if they fail to beat Everton, only to discover City have also dropped points, and would go down as a bottle job for the ages

History, however, does offer reasons for optimism, notably in the form of City's title wins in 2011-12 and 2021-22. On both occasions, they had to come from losing positions in their last game to clinch the league, demonstrating that pressure can lead to slow starts and freak matches.

Arsenal fans could be forgiven for viewing West Ham as even less reliable allies than Spurs, with the Hammers already guaranteed to finish ninth and leaking goals on the road. They have conceded five in their last two away days, which should offer City encouragement that they can quickly build up a healthy advantage.

West Ham do, though, have something intangible to play for, in that the game will be David Moyes's last of a successful four-and-a-half year spell in charge which has seen the club win the Conference League.

With the pressure off, can the Hammers players rouse themselves to give the Scot a stirring send-off and ruin the party?

West Ham have enough individual quality to beat any side in the division, particularly in the form of Mohammed Kudus, Lucas Paqueta and Jarrod Bowen, the latter will be conscious that Sunday's game is a last opportunity to impress England manager Gareth Southgate before he names a provisional squad for the European Championship next week.

Now there is nothing to lose, Moyes could abandon his cautious approach to big away games — his only win on the road against a 'big six' club was, significantly, at Arsenal in December — and throw caution to the wind, commanding his players to press City and take risks, although old habits die hard.

A brave set-up nearly worked for Spurs in midweek, when City did not look entirely immune from the pressure and the strange atmosphere, with Son's late one-on-one not the only chance they gave up.

Pep Guardiola's side, though, are so experienced in these situations and know how to squeeze the life from any game and any opponent.

Everton and Sean Dyche will relish the opportunity to be spoilers, even if they have nothing on the line

The absence of Ederson, who fractured an eye socket against Spurs, is unlikely to have too much impact on Guardiola's plans, given the quality of back-up goalkeeper Stefan Ortega, while Erling Haaland has hit form at just the right time to effectively wrap up another Golden Boot with a game to spare. The Norwegian has scored nine goals in his last six league games, including a second-half double at Spurs.

Arsenal, of course, have their own job to do, and face a tricky assignment against an Everton side who would relish the opportunity to be spoilers, even if they have nothing on the line.

Since a 6-0 defeat to Chelsea, the Toffees have taken 13 points from a possible 15, including a 2-0 win over rivals Liverpool, and Sean Dyche has form at getting one over Mikel Arteta .

The Arsenal boss has seemed more relaxed since the defeat to Villa, perhaps conscious that his side were as much at the mercy of other results as their own, but there is pressure on his players this weekend, too.

It would feel characteristic of the old Arsenal if they fail to beat Everton, only to discover City have also dropped points, and would go down as a bottle job for the ages.

Arteta's side, though, are made of steely stuff and have barely put a foot wrong in the league since the Villa game, suggesting they have the mentality to fulfil their side of the bargain and ensure the race goes right to the wire.
