Brooke commission supports grant applications for port, water project.

SUPPORT EXPRESSED — The Brooke County Commission agreed Tuesday to support applications for about $66.5 million in federal funds for development of the Port of West Virginia and $8 million in federal funds for a major water project for the City of Wellsburg. -- Warren Scott

WELLSBURG — Efforts to secure federal funds for the development of the Port of West Virginia in Follansbee and a major water project for the City of Wellsburg received the Brooke County Commission’s blessing on Tuesday.

The commission agreed to provide letters of support for Trimodal Terminal’s application for a $63.8 million Port Infrastructural Development Grant and a $2.7 million Multimodal Project Discretionary Grant, both through the U.S. Department of Transportation.

Located at the north end of Follansbee on property formerly occupied by Wheeling-Pittsburgh Steel and Koppers, the port includes nearly 8,000 linear feet of riverfront property, 80 acres of cargo storage and 20,000 feet of rail, the latter recently classified as a shortline railroad owned by Empire Diversified Energy, Trimodal’s parent company.

Officials with Trimodal said the port handles about 250,000 tons of cargo freight per year and specialty services to local businesses.

They said if approved, the port development grant would be used to design and build a steel sheet-pile dock wall and concrete apron, extend culvert pipe for Allegheny Steel Run, and widen Veterans Drive, the industrial access road leading to the port, as well as a private bridge and access road to the site.

It also would be used to purchase related equipment, including spud barges, dryage trucks, a truck scale, landing boat and skid steer loader.

The multimodal grant would be used to design improvements for the bridge from Veterans Drive, the widening of Duquesne Street, which provides access to two large warehouses serving the port at Follansbee’s south end; and technological support for tasks needed to comply with the National Environmental Protection Act.

The port has been eyed for major interstate commerce, including one of several hubs in a proposed network of hydrogen fuel production and transportation facilities.

County Commissioner Tom Diserio abstained from voting on the matter because he is employed by Empire.

He and fellow commissioners A.J. Thomas and Stacey Wise granted a request from the Brooke-Hancock-Jefferson Metropolitan Planning Commission for a letter of support for its application for $8 million in federal funds for the proposed Wellsburg water project.

City Manager Steve Maguschak said working with BHJ and Thrasher Engineering, the city also will apply for about $2 million in state funds.

He said the city hopes to replace about 12,000 feet of main water line along Charles Street, upgrading its diameter from 4 inches to 8 inches to increase water pressure, and install new hydrants in that area as well as replacing well heads serving the water system.

Thomas said U.S. Sen. Shelley Moore Capito, D-W.Va., has been approached for the Congressionally directed funds and the commission has agreed not to seek the same funds for other water or sewer projects because competing applications from the same area could jeopardize the effort.

Wise said the project would benefit residents beyond the city because the Wellsburg water plant also serves customers in the Washington Pike and Hammond public service districts.

In other business:

• The commission agreed to allot about $63,084 in bonuses for 28 full- and part-time emergency medical technicians and paramedics in the Brooke County Ambulance Service.

Based on the number of hours worked by the ambulance personnel between Oct. 1 and March 31, the bonuses come from $125,581 awarded to the county through the West Virginia Legislature’s one-time Emergency Medical Services Salary Enhancement Fund.

Supplemented with interest accrued since the funds were awarded, the second half is slated to be released later for staff employed between April 1 and Sept. 30.

Thomas noted the state fund was created to aid counties in retaining emergency medical workers.

• Mike Bolen, administrator of the county’s health department, presented to the commission proposed increases to environmental fees for services ranging from permits for businesses serving food to testing and inspections for wells and septic tanks.

Approved by the county’s health board, the increases reflect rising operational costs for the health department and range from an additional $12 to $25 per year, said Bolen.

Following passage of state legislation in recent years, the fees must be approved by each county commission, and the Brooke County commissioners are expected to consider them at next week’s regular meeting.

• The commission agreed to meet at 10:30 a.m. May 16 instead of next Tuesday, when the county courthouse will be closed for the primary election.

• The commission accepted a bid of about $21,150 from Southwest Solutions Inc. for new rolling shelves for files kept by the county’s courts in the new judicial center.

Thomas said rolling shelves found in the circuit court clerk’s office couldn’t be relocated to the new building but can be used for records currently stored in the basement of the courthouse.

• Approved the appointment of John Smith to the Brooke County Public Library’s board of trustees, effective July 1. Smith will fill a seat held by Linda Amos, whom the commission thanked for her service.

Gen Z Misusing AI For Job Applications As Employers Receive Hundreds Of 'Exact Same Cover Letters Word For Word'

The misuse of AI tools like ChatGPT by Gen Z individuals for generating cover letters and job application responses has raised concerns among employers.

What Happened : Shoshana Davis , founder of career consultancy Fairy Job Mother , has observed a surge in identical cover letters and job application responses, indicating the misuse of AI tools, CNBC reported on Monday. A Canva survey revealed that 45% of job seekers have used AI to build or improve their resumes.

Davis explained that employers have received “hundreds of the exact same cover letters word for word," or identical answers to job application questions.

Furthermore, a Grammarly survey showed that 61% of Gen Z workers can’t imagine working without using generative AI. However, Davis cautioned that copying answers from ChatGPT can adversely affect job prospects.

Over half of the hiring managers considered AI-generated resumes a red flag, according to a Resume Genius survey. Davis stressed the need for Gen Z individuals to learn how to use AI tools properly and not just for copying answers.

Michelle Reisdorf, district director at recruitment firm Robert Half , concurred with Davis, stating that AI should be used for “proofreading and enhancing what you’ve already written but it’s not a one-stop shop to generate the perfect resume.”

Why It Matters : The misuse of AI tools in job applications comes as AI continues to advance, with capabilities such as mimicking human handwriting now possible. However, AI tools like ChatGPT can also be beneficial in job hunting if used correctly.

Moreover, Microsoft Corp . CEO Satya Nadella has expressed optimism about AI’s impact on the workforce, stating that AI can help increase wages as employees can provide more expertise. The misuse of AI tools, however, could undermine these potential benefits.
