Recently, the Lokpal of India organized a Webinar on 'Bringing Synergies in Anti-Corruption Strategies’.

Corruption can be defined as the abuse of entrusted power for private gain. It can impact a nation’s development in various ways.
Political Costs: The political costs of corruption are manifested in weakened public trust in political institutions, reduced political participation, perversion of the electoral process, restricted political choices available to citizens and loss of legitimacy of the democratic system.
Economic Costs: Corruption reduces economic efficiency by misallocation of resources in favour of rent seeking activities, increasing the cost of public transactions, acting as an additional tax on business thereby reducing investment, reducing genuine business competition.

Rent Seeking

It is a concept in public choice theory as well as in economics, that involves seeking to increase one's share of existing wealth without creating new wealth.
It results in reduced economic efficiency through misallocation of resources, reduced wealth-creation, lost government revenue, heightened income inequality, and potential national decline.
Social Costs: Corruption distorts the value systems and wrongly attaches elevated status to occupations that have rent seeking opportunities. This results in a disillusioned public, a weak civil society, which attracts unscrupulous leaders to political life.
Environmental Costs: Environmentally devastating projects are given preference in funding, because they are easy targets for siphoning off public money into private pockets.
Issues of national security: Corruption within security agencies can lead to a threat to national security, including through distortion of procurement, recruitment of ineligible persons, providing an easy route for smuggling of weapons and terrorist elements into the country and money laundering.
Amendment of 2018 criminalised both bribe-taking by public servants as well as bribe giving by any person.
The offence of money laundering prescribes strict punishment, including imprisonment of up to 10 years and the attachment of property of accused persons (even at a preliminary stage of investigation and not necessarily after conviction).
In cases involving fraud specifically, the Serious Frauds Investigation Office (SFIO) has been set up under the Ministry of Corporate Affairs, which is responsible for dealing with white collar crimes and offences in companies.
The SFIO conducts investigation under the provisions of the Companies Act.
The Indian Penal Code, 1860 sets out provisions which can be interpreted to cover bribery and fraud matters, including offences relating to criminal breach of trust and cheating.
Prior registration or prior approval of the Ministry of Home Affairs is required for receipt of foreign contributions and in the absence of such registration or approval, receipt of foreign contributions may be considered illegal.
These bodies are required to act independently from the government and have been empowered to investigate allegations of corruption against public servants, which include the prime minister and other ministers.
Its mandate is to oversee the vigilance administration and to advise and assist the executive in matters relating to corruption.

Lokpal and Lokayukta

The Bill was passed in 2013 in both the Houses of Parliament and came into force on 16th January 2014.
These institutions are statutory bodies without any constitutional status.
They perform the function of an "ombudsman” and inquire into allegations of corruption against certain public functionaries and for related matters.
The term Lokpal and Lokayukta were coined by Dr L. M. Singhvi.
Lokpal is a multi-member body , that consists of one chairperson and a maximum of 8 members.
Out of the maximum eight members, half to be judicial members and minimum 50% of the Members will be from SC/ ST/ OBC/ Minorities and women.
The Chairperson of the Lokpal should be either the former Chief Justice of India or the former Judge of Supreme Court or an eminent person with impeccable integrity and outstanding ability.
The term of office for Lokpal Chairman and Members is 5 years or till the age of 70 years.
However, the jurisdiction of the Lokpal included the Prime Minister except on allegations of corruption relating to international relations, security, the public order, atomic energy and space.
The Lokpal does not have jurisdiction over Ministers and MPs in the matter of anything said in Parliament or a vote given there.

Way Forward

Strengthen oversight institutions  to ensure resources reach those most in need. Anti-corruption authorities and oversight institutions must  have sufficient funds, resources  and  independence  to perform their duties.
Publish relevant data and guarantee access  to information to ensure the public receives easy, accessible, timely and meaningful information.
All agencies should cooperate to eradicate corruption. Preventive corruption measures must be appreciated and adopted as “Prevention is better than cure”.

Major Factors Responsible For Corruption

The most important factor is the nature of the human being. People in general, have a great thirst for luxuries and comforts and as a result of which they get themselves involved in all unscrupulous activities that result in monetary or material benefits.
Moral and spiritual values are not given utmost importance in educational system, which is highly responsible for the deterioration of the society.
The salary paid to employees is very less and as a result of which they are forced to earn money by illegal ways.
The punishments imposed on the criminals are inadequate.
The political leaders have spoiled the society completely. They lead a luxurious life and do not even care about the society.
People of India are not awakened and enlightened. They fear to raise their voice against anti-social elements prevailing in the society.

Measures towards control / eradication of corruption in india

The Right to Information Act (RTI) gives one all the required information about the Government, such as what the Government is doing with our tax payments. Under this act, one has the right to ask the Government on any problem which one faces.
Another potent check on corruption is Central Vigilance Commission (CVC). It was setup by the Government to advise and guide Central Government agencies in the areas of vigilance. If there are any cases of corruption or any complaints thereof, then that can be reported to the CVC. CVC also shoulders the responsibility of creating more awareness among people regarding the consequences of giving and taking of bribes and corruption.
Establishment of special courts for speedy justice can be a huge positive aspect. Much time should not elapse between the registration of a case and the delivery of judgment.
Strong and stringent laws need to be enacted which gives no room for the guilty to escape.
In many cases, the employees opt for corrupt means out of compulsion and not by choice. Some people are of the opinion that the wages paid are insufficient to feed their families. If they are paid better, they would not be forced to accept bribe.

The menace of corruption is the most talked-about issue in India which grapples the sphere of public debate very often. The phenomenon touches every human being from the one living in slums to the person occupying the highest echelons of the State system. Just like the fictional Voldemort, corruption grows at every utterance of it. In the words of Kautilya “Just as it is impossible not to taste the honey that finds itself in the tip of the tongue, so it is impossible for a government assistant not to eat up, at least a bit of King’s revenue.”

What is the Status of corruption in India?

In 2021, the country was ranked 85th out of 180 in the Corruption Perceptions Index, with the lowest-ranked countries perceived to have the most honest public sector. Corruption is caused by a variety of factors, including officials stealing money from government social welfare programmes.
CPI, 2019 highlighted that unfair and opaque political financing, undue influence in decision-making and lobbying by powerful corporate interest groups, has resulted in stagnation or decline in the control of corruption.
As per the India Corruption Survey 2019, 51% of the respondents admitted to paying bribes. Rajasthan and Bihar fared the worst in the country with 78% and 75% of respondents admitting to paying bribes.

What are the causes of corruption?

Inquiry into the causes of corruption presents a detailed picture of a socio-political-economic-administrative scenario that breeds corruption on a daily basis.

Legacy issues –
Rampant poverty and empty coffers of the government at the dawn of independence leading to chronic low salaries of the government officials.
Pre liberalization license permit raj catered by Monopolies and restrictive trade practices facilitated the corruption. The lack of economic freedom led to abuse of the system.
Necessities of development overshadowed vigilance procedures.
Political system
Use of black money in elections to win at any cost (breaching statutory spending limits) creates the need for the recovery of that cost through malpractices.
Election funding is not transparent making it prone to the usage of black money and funding based on quid pro quo.
It leads to crony capitalism, an unholy nexus between politicians and corporates.

Corruption in the public services sector carries high risks for conducting good businesses. Companies are likely to unwanted red tapes, petty corruption, bribes for finalizing any procedures or deals.
Wrong allocation policies result in undervaluation of resources like Coal blocks, Hydrocarbon projects, Spectrum allocation. Eg. 2G scam, Coalgate. This mismanagement of resources leads to environmental degradation and exploitation.
Low tax collection due to tax authority- corporate corruption. It results in low spending in the capital building.

We have a history of corruption in defense procurement and consequent litigation. It undermines the preparedness of the armed.

Corruption in government projects targeting poor and vulnerable section of the society increases the economic gap between the rich and the poor
Corruption is always paid by the poor. The loss of exchequer by the big scams are always recovered by higher taxes. It hampers intergenerational parity in taxation.
The corrupt system denies the poor a chance to improve their status rendering them eternally poor
On the political front, corruption is a major obstacle to democracy and the rule of law.
It then leads to the loss of legitimacy of the political systems and gives free hand to non-state actors. E.g. Left-wing extremism

Way forward

There is a need for windfall reforms in each and every section of the system to fight the menace. Every aspect of governance must be improved for efficiency, economy, and effectiveness .

Barring the criminals from even participating in the elections as suggested by the election commission.
Imposing limits on the overall expenditure of the political parties.
Making state funding of elections a reality.
Empowering ECI by giving legal force to MCC and making paid news a criminal offence.
Strengthening of autonomous institutions
Protecting the autonomy of CIC-giving him a constitutional status
Provision of required manpower, infrastructure, training of vigilance agencies
Eliminate overlapping of jurisdiction- e.g. Lokpal and CBI
Administrative reforms
Establishing the Civil Service Board to curb the excessive political control over the administration
Reducing the hierarchy levels in the governments
Conducting periodic sensitivity training for the civil servants
Simplifying the disciplinary proceedings and strengthening preventive vigilance within the departments to ensure corrupt civil servant do not occupy the sensitive position

Integrity, transparency, and fight against corruption have to be part of the culture. They must be thought of as fundamental values of the society we live in. corruption should not be seen as cancer to be eliminated root and branch for now. A practical approach would be to see it at obsession to be cured. An incremental approach to the problem will lead to an achievable target-setting and faster completion. People should be aware that they can change the system. India against corruption movement of 2011 was not the last fight as we have seen and it cannot be either. There has to be continuous checks and balances in the system. Corruption can be tackled effectively. But it needs homegrown solutions that eliminate indigenous problems.

India has dropped to 82nd position in 2021, five places down from 77th rank last year, in a global list that ranks countries based on business bribery risks. The list by TRACE, an anti-bribery standard-setting organization, measures business bribery risk in 194 countries, territories, and autonomous and semi-autonomous regions.
A strict anti-corruption law is “necessary” because corruption is hollowing out the country, the Centre told a five-judge constitution bench of the Supreme Court, which was considering whether public servants can be prosecuted for bribery if bribe givers fail to record their statements or turn hostile.

Methods of Corruption

First of all, Bribery is the most common method of Corruption. Bribery involves the improper use of favours and gifts in exchange for personal gain. Furthermore, the types of favours are diverse. Above all, the favours include money, gifts, company shares, sexual favours, employment , entertainment, and political benefits. Also, personal gain can be – giving preferential treatment and overlooking crime.

Embezzlement refers to the act of withholding assets for the purpose of theft. Furthermore, it takes place by one or more individuals who were entrusted with these assets. Above all, embezzlement is a type of financial fraud.

The graft is a global form of Corruption. Most noteworthy, it refers to the illegal use of a politician’s authority for personal gain. Furthermore, a popular way for the graft is misdirecting public funds for the benefit of politicians .

Extortion is another major method of Corruption. It means to obtain property, money or services illegally. Above all, this obtainment takes place by coercing individuals or organizations. Hence, Extortion is quite similar to blackmail.

Favouritism and nepotism is quite an old form of Corruption still in usage. This refers to a person favouring one’s own relatives and friends to jobs. This is certainly a very unfair practice. This is because many deserving candidates fail to get jobs.

Abuse of discretion is another method of Corruption. Here, a person misuses one’s power and authority. An example can be a judge unjustly dismissing a criminal’s case.

Finally, influence peddling is the last method here. This refers to illegally using one’s influence with the government or other authorized individuals. Furthermore, it takes place in order to obtain preferential treatment or favour.

Ways of Stopping Corruption

One important way of preventing Corruption is to give a better salary in a government job. Many government employees receive pretty low salaries. Therefore, they resort to bribery to meet their expenses. So, government employees should receive higher salaries. Consequently, high salaries would reduce their motivation and resolve to engage in bribery.

Tough laws are very important for stopping Corruption. Above all, strict punishments need to be meted out to guilty individuals. Furthermore, there should be an efficient and quick implementation of strict laws.

Applying cameras in workplaces is an excellent way to prevent corruption. Above all, many individuals would refrain from indulging in Corruption due to fear of being caught. Furthermore, these individuals would have otherwise engaged in Corruption.

The government must make sure to keep inflation low. Due to the rise in prices, many people feel their incomes to be too low. Consequently, this increases Corruption among the masses. Businessmen raise prices to sell their stock of goods at higher prices. Furthermore, the politician supports them due to the benefits they receive.

To sum it up, Corruption is a great evil of society. This evil should be quickly eliminated from society. Corruption is the poison that has penetrated the minds of many individuals these days. Hopefully, with consistent political and social efforts, we can get rid of Corruption.

How Corruption in India Can be Stopped

What is corruption.

Corruption is a massive problem in India. It is a hurdle towards the effective functioning of a healthy democracy such as ours. India is ranked at 78th place out of 180 nations according to the Corruption Perceptions Index,2018, reported by Transparency International. The word corruption refers to destruction, degrading or spoiling the society or the country. Selfishness and greed are the main contributors. Lack of honesty and integrity is also reflected among corrupt people.

Ways To Stop Corruption in India

With so much corruption in our society, here are nine ways by which we or the concerned authorities can contribute to stopping the corruption in India –

Leadership Corruption is cancer, and it spreads very fast. Many new dynamic leaders consider the elimination of corruption as their primary duty, but they fall into the hatches of corruption due to greed and selfishness. Top leaders must set an example that to be successful in life honesty, integrity, and hard work is extremely important. However, honesty and motivated individuals alone cannot eradicate the problem.
Credibility You can’t clap from just one hand, you need two hands. To counter the corrupt, the offenders on both sides of the demand and supply chain must be convinced that the government is serious about combating corruption. One suggestion towards the same is to “fry some big fish”, which means publicly try and punish some well-known corrupt people in our country.
Involvement of people The Right to Information Act, 2005 empowers the citizens of India to ask for information related to the government, and the same must be made available to the public unless it is a confidential piece of information. Once people are convinced that there is a strong effort to protest against the corrupt officials, they will respond and extend their full participation in resolving this issue. It is only the people of India who can stop corruption in India! Hence, people’s involvement becomes inevitable.
Responsible Media A Media which is responsible will gather, analyze, organize, present and disseminate information neutrally to create public awareness and help in undertaking reforms to overcome corruption. Nevertheless, its ability to garner political support and mislead the people should not be underestimated.
Watch-dog agencies The watch-dog agencies such as the Central Vigilance Commission (CVC) is the governmental wing which addresses corruption in the government. It is an autonomous body. This body can only thrive only where the political atmosphere is filled with honest people, civil servants are free from governmental interference, and better incentives are given to discourage corruption. If not, bodies such as the CVC will be of no use or worse, misused for political gain.
Improving Institutions Improvement of the legal framework speedy disposal of cases, less time-consuming ways to conduct business in the law courts and in the administration of justice, promotion of efficiency of the security forces such as the police, strengthening the auditor general’s office, appointment of a responsible inspector general who will be responsible for the investigation of corruption in India.
Revision of Laws Existing laws relating to corruption must be modified and amended. Severe punishments and not just fine must be imposed on the perpetrator.
Education Minimizing corruption is possible with the help of knowledge. According to a survey, Kerela is the least corrupt state in India because it has the highest literacy in India.
E-Governance Corruption in India can be reduced by increasing the contact between the government and the governed. E-governance could help a lot in this regard. E-government refers to the communication between Government-to-business, Government-to-government, government-to-employees as well as the interaction between the entire governmental framework through information and communication technology (ICT). This will enable the important exchange of information, with the RTI also helping this process.

Corruption occurs not just in India but everywhere in the world, especially in places where the risk of getting caught is low and the rewards are high. It is not a matter of whether it is unlawful or illegal but a question of personal integrity and dignity. It is unethical to hoard money and gain an advantage by wrong-doings. It results in social inequality, widens the gap between the rich and the poor, makes the administration slow and makes the country shameful in the eyes of the world. It is important for the people of India to realize that what starts as greed and selfishness turns into corruption one day. Apart from the remedies suggested above, the mindset of the people has to change, and the people themselves can only do that. There is no medicine, no book that can teach the same to them. The root of greed and selfishness must be eradicated from their brains.

According to a CAG report, it caused a huge loss of about Rs 1 lakh 86 a thousand crores to the Government treasury.

2G spectrum Scam:

It was considered to be the largest economic scam in the country. In 2008, the CAG had questioned the allocation of spectrum in one of its reports.

In fact in the 2G spectrum scam, licenses were distributed to companies on first-come and first-served policy rather than auction.

Waqf Board Land Scam:

Several acres of land were allotted illegally. According to a report, in the last 10 years, the Waqf Board occupied about 22 thousand properties and sold them to private institutions and people, causing a loss of about Rs 2 lakh crore to the government treasury.

Commonwealth Scam:

In 2010, a big scam was done in the Commonwealth Game in Delhi.

According to a report, about 70 thousand crore rupees were spent in Commonwealth Games, while in reality only half of it, and was spent on Commonwealth games and players.

Telgi Scam:

Abdul Karim Telgi, the main accused of the scam, was convicted, and in 2002, the scam came to light.

Actually, Telgi had a license to sell stamp paper, but he used it illegally and unfairly.

He had looting fake stamp paper and selling it to banks and institutions, a scam of around Rs 20,000 crores.

Satyam Scam:

There was a loss of about 14000 thousand crores in this scandal in 2009.

Bofors Scam:

The scandal was revealed in the 1980s and 90s.

In 1986, the Rajiv Gandhi government signed a deal to buy 400 guns.

Former Prime Minister Rajiv Gandhi was also accused in this scam.

In this, a scam of about 100 to 200 crores was done.

Fodder scam:

In 1996, the scam was revealed in which former Bihar Chief Minister Lalu Prasad Yadav was involved, in which a scam of about 900 crores was done.

Widespread corruption may have roots in culture and history, but it is, nevertheless, an economic and political problem. Corruption causes inefficiency and inequity. It is a symptom that the political system is operating with little concern for the broader public interest. It indicates that the structure of government does not channel private interests effectively. The economic goals of growth, poverty alleviation, and efficient, fair markets are undermined by corruption. Corruption erodes political legitimacy and the protection of rights. Twenty years into the global fight against corruption, there has been progress in both policy and research, but much remains to be done. Attempts to measure corruption – imperfect as they are – have exposed especially corrupt governments and industries, spurring reform toward transparency and more ethical dealings in the public and private sectors, but most governments still receive failing grades on the control of corruption. Our goal is to further understand the circumstances that contribute to corruption and the policies that can help to combat corruption, but there is no one-size-fits-all anticorruption program.

The Causes of Corruption

The causes of corruption fall into three broad categories: institutions, incentives, and personal ethics. These interact to determine the levels and types of corruption in any given case. Corrupt practices such as bribery, nepotism, and influence peddling are informal institutions that frequently undermine formal institutions and are often pervasive and entrenched. Formal institutions, such as the political structure and the body of law and its enforcement, help shape culture and attitudes toward corruption. A strong kleptocratic state may suffer financial hemorrhaging at the top, but very little day-to-day petty corruption. Where the state pretends to be strong by implementing numerous strict regulations, but the rule of law is weak, petty corruption will be rampant.

Situation-specific incentives influence choices when an individual balances costs and benefits to decide whether to offer, accept, or demand a corrupt exchange. A strong organizational stance against corruption, coupled with monitoring and proportional penalties, creates very different incentives from an environment in which corruption is tolerated or even encouraged. Low pay may need to be supplemented in some circumstances, but even some well-paid public servants and CEOs engage in corruption if the risks of detection and punishment are low.

The Rev. James Lawson studied nonviolence in India for three years, where he learned about Mohandas K. Gandhi’s independence movement. He met the Rev. Martin Luther King Jr. in 1957. King called Lawson “the leading theorist and strategist of nonviolence in the world.”

LOS ANGELES — The Rev. James Lawson Jr., an apostle of nonviolent protest who schooled activists to withstand brutal reactions from white authorities as the Civil Rights Movement gained traction, has died, his family said Monday. He was 95.

His family said Lawson died on Sunday after a short illness in Los Angeles, where he spent decades working as a pastor, labor movement organizer and university professor.

Lawson was a close adviser to the Rev. Martin Luther King Jr., who called him “the leading theorist and strategist of nonviolence in the world.”

Lawson met King in 1957, after spending three years in India soaking up knowledge about Mohandas K. Gandhi’s independence movement. King would travel to India himself two years later, but at the time, he had only read about Gandhi in books.

The two Black pastors — both 28 years old — quickly bonded over their enthusiasm for the Indian leader’s ideas, and King urged Lawson to put them into action in the American South.

Lawson soon led workshops in church basements in Nashville that prepared John Lewis, Diane Nash, Bernard Lafayette, Marion Barry, the Freedom Riders and many others to peacefully withstand vicious responses to their challenges of racist laws and policies.

Lawson’s lessons led Nashville to become the first major city in the South to desegregate its downtown, on May 10, 1960, after hundreds of well-organized students staged lunch-counter sit-ins and boycotts of discriminatory businesses.

Lawson’s particular contribution was to introduce Gandhian principles to people more familiar with biblical teachings, showing how direct action could expose the immorality and fragility of racist white power structures.

Gandhi said “that we persons have the power to resist the racism in our own lives and souls,” Lawson told the AP. “We have the power to make choices and to say no to that wrong. That’s also Jesus.”

Years later, in 1968, it was Lawson who organized the sanitation workers strike that fatefully drew King to Memphis. Lawson said he was at first paralyzed and forever saddened by King’s assassination.

“I thought I would not live beyond 40, myself,” Lawson said. “The imminence of death was a part of the discipline we lived with, but no one as much as King.”

Still, Lawson made it his life’s mission to preach the power of nonviolent direct action.

“I’m still anxious and frustrated,” Lawson said as he marked the 50th anniversary of King’s death with a march in Memphis. “The task is unfinished.”

Civil rights activist Diane Nash was a 21-year-old college student when she began attending Lawson’s Nashville workshops, which she called life-changing.

“His passing constitutes a very great loss,” Nash said. “He bears, I think, more responsibility than any other single person for the civil rights movement of Blacks being nonviolent in this country.”

James Morris Lawson Jr., was born on Sept. 22, 1928, the son and grandson of ministers, and grew up in Massillon, Ohio, where he became ordained himself as a high school senior.

He told The Tennessean that his commitment to nonviolence began in elementary school, when he told his mother that he had slapped a boy who had used a racial slur against him.

“What good did that do, Jimmy?” his mother asked.

That simple question forever changed his life, Lawson said. He became a pacifist, refusing to serve when drafted for the Korean War, and spent a year in prison as a conscientious objector. The Fellowship of Reconciliation, a pacifist group, sponsored his trip to India after he finished a sociology degree.

Gandhi had been assassinated by then, but Lawson met people who had worked with him and explained Gandhi’s concept of “satyagraha,” a relentless pursuit of Truth, which encouraged Indians to peacefully reject British rule. Lawson then saw how the Christian concept of turning the other cheek could be applied in collective actions to challenge morally indefensible laws.

Lawson was a divinity student at Oberlin College in Ohio when King spoke on campus about the Montgomery bus boycott. King told him, “You can’t wait, you need to come on South now,‘” Lawson recalled in an Associated Press interview.

Lawson soon enrolled in theology classes at Vanderbilt University, while leading younger activists through mock protests in which they practiced taking insults without reacting.

The technique swiftly proved its power at lunch counters and movie theaters in Nashville, where on May 10, 1960, businesses agreed to take down the “No Colored” signs that enforced white supremacy.

“It was the first major successful campaign to pull the signs down,” and it created a template for the sit-ins that began spreading across the South, Lawson said.

Lawson was called on to organize what became the Student Nonviolent Coordinating Committee, which sought to organize the spontaneous efforts of tens of thousands of students who began challenging Jim Crow laws across the South.

Angry segregationists got Lawson expelled from Vanderbilt, but he said he never harbored hard feelings about the university, where he returned as a distinguished visiting professor in 2006, and eventually donated a significant portion of his papers.

Lawson earned that theology degree at Boston University and became a Methodist pastor in Memphis, where his wife, Dorothy Wood Lawson worked as an NAACP organizer. They moved several years later to Los Angeles, where Lawson led the Holman United Methodist Church and taught at California State University, Northridge and the University of California, Los Angeles. They raised three sons, John, Morris and Seth.

Los Angeles Mayor Karen Bass said Lawson taught Southern California activists and organizers “and helped shape the civil rights and labor movement locally just as he did nationally.”

“Today Los Angeles joins the state, country and world in mourning the loss of a civil rights leader whose critical leadership, teachings, and mentorship confronted and crippled centuries of systemic oppression, racism and injustice,” Bass said in a statement.

Lawson remained active into his 90s, urging younger generations to leverage their power.

Civil rights leader the Rev. Al Sharpton, founder and president of the National Action Network, called Lawson “the ultimate preacher, prophet, and activist.”

“In his senior years, I was privileged to spend time with him at his church in Los Angeles,” Sharpton said. “He would sit in his office and tell me inside stories of the battles of the 1950s and 1960s that he, Dr. King and others engaged in. Lawson helped to change this nation — thank God the nation never changed him.”

Eulogizing the late Rep. John Lewis last year, Lawson recalled how the young man he trained in Nashville grew lonely marches into multitudes, paving the way for major civil rights legislation.

“If we would honor and celebrate John Lewis’ life, let us then re-commit our souls, our hearts, our minds, our bodies and our strength to the continuing journey to dismantle the wrong in our midst,” Lawson said.

South Korean Troops Fired Warning Shots After North Korean Soldiers Briefly Crossed Land Border

South Korean soldiers fired warning shots after North Korean troops briefly violated the tense border earlier this week, South Korea’s military said Tuesday, as the rivals are embroiled in Cold War-style campaigns involving balloon launches and propaganda broadcasts.

Bloodshed and violent confrontations have occasionally occurred at the Koreas’ heavily fortified border, called the Demilitarized Zone. While Sunday’s incident happened amid simmering tensions between the two Koreas, observers say it won’t likely develop into another source of animosity as Seoul believes the North Koreans didn’t deliberately commit the border intrusion and North Korea also didn’t return fire.

At 12:30 p.m. on Sunday, some North Korean soldiers who were engaged in unspecified work on the northern side of the border crossed the military demarcation line that bisects the two countries, South Korea’s Joint Chiefs of Staff said.

Those North Korean soldiers carrying construction tools – some of them armed – immediately returned to their territory after South Korea’s military fired warning shots and issued warning broadcasts, the Joint Chiefs of Staff said. It said North Korea had not conducted any other suspicious activities.

South Korea’s military has assessed that the North Korean soldiers didn’t appear to have intentionally crossed the border because the site is a wooded area and MDL signs there weren’t clearly visible, Joint Chiefs of Staff spokesperson Lee Sung-joon told reporters.

Lee gave no further details. But South Korean media reports said that about 20-30 North Korean soldiers had entered about 50 meters (165 feet) into South Korean territory after they likely lost their way. The reports said most of the North Korean soldiers were carrying pickaxes and other construction tools.

The 248-kilometer (155-mile) -long, 4-kilometer (2.5-mile) -wide DMZ is the world’s most heavily armed border. An estimated 2 million mines are peppered inside and near the border, which is also guarded by barbed wire fences, tank traps, and combat troops on both sides. It’s a legacy of the 1950-53 Korean War, which ended with an armistice, not a peace treaty.

On Sunday, South Korea resumed anti-Pyongyang propaganda broadcasts from its border loudspeakers in response to the North’s recent launches of balloons carrying manure and rubbish across the border. South Korea said North Korea has installed its own border loudspeakers in response but hasn’t turned them on yet.

North Korea has said its balloon campaign was in response to South Korean activists’ launches of their own balloons to drop propaganda leaflets critical of leader Kim Jong Un’s authoritarian rule, USB sticks with K-pop songs and South Korean drama shows, and other items in North Korea.

North Korea is extremely sensitive to any outside criticism of its political system as most of its 26 million people have no official access to foreign news. On Sunday night, Kim’s sister and senior official, Kim Yo Jong, warned of “a new response” if South Korea continued its loudspeaker broadcasts and refused to stop civilian leafletting campaigns.

The tit-for-tat over speakers and balloons – both Cold War-style psychological warfare – have deepened tensions between the Koreas as talks over the North’s nuclear ambitions have remained stalled for years.
