Coverage details

Mobile device coverage depends on where you are, the device you are using and whether it has an external antenna attached.

5G coverage

The 5G symbol appearing on the device represents that 5G is available on the network in the vicinity of the device. Speed and performance, and whether a 5G device uses the available 5G depends on prevailing radio conditions at your location and whether the device is actively downloading or uploading data. Outside of 5G coverage, 5G devices will continue to use our fastest available 4G, or 3G where 4G is unavailable.

Outdoor coverage

The Telstra mobile coverage checks have been created using tools that predict the likely areas of outdoor coverage. We have not individually tested every particular location within the identified outdoor coverage areas for coverage. This means that while the footprint of outdoor coverage for a particular location is generally accurate, there may be some areas described as being within the outdoor coverage area proximate to locations searched where your device will not work. This is a common characteristic of wireless systems. For example, actual outdoor coverage could be degraded or not existent in specific locations due to certain geographic features or as a result of the device used. Geographic features that may reduce or block outdoor coverage could include formations, such as hills and mountains or even trees.

Indoor coverage

The Telstra mobile coverage checks also provide an indication of the availability of indoor coverage at locations searched, where this is predicted. This is as accurate as we can make it based on what we know. Indoor coverage is highly variable and there may be locations where indoor coverage is indicated, but your device will not work due to local building density, physical structures and building materials. For example, the following things may reduce or block indoor coverage: basements, lifts, underground car parks, concrete buildings, tunnels and road cuttings, steel framing and metallic window film. Devices such as the Telstra Mobile Smart Antenna may assist to improve indoor coverage where it would otherwise not occur.

Offshore coverage

Factors beyond Telstra's control such as the weather, tides, sea conditions and your antenna installation (type and height of antenna above sea level) can significantly influence the actual user experience of coverage, data speed and performance in offshore locations. Public mobile networks must not be relied upon as a primary method of emergency communication at sea.

Consumer Price Index (CPI)

Our mobile plans include an annual price review and may increase by the Consumer Price Index (also known as CPI) in July each year.

We use the CPI rate released by Australian Bureau of Statistics (ABS) for the 12 months to the March quarter and any increase will be rounded to the nearest dollar.

Data usage on Upfront mobile plans

If you exceed your included data allowance, your speed will be capped at 1.5Mbps, and slowed further in busy periods. This means:

High Definition video or large file sharing may not be possible;

Some webpages, videos, social media content and files may take longer to load;

Heavy data users (users in the top 1% of all data users) may experience slower speeds than other users during busy periods.

Your month-to-month plan may change (including price and inclusions). With no lock-in, you can change your plan once a month or leave. If you leave, just pay out your device, accessories or services in full.

Telstra currently offers 5G in select areas and is progressively rolling it out to other areas. In non-5G coverage areas, you’ll automatically switch to our 4G or 3G.

The Telstra Mobile Network offers 4GX in all capital CBDs and selected suburban and regional areas and is progressively rolling out to more places. In other coverage areas around Australia, you’ll automatically switch to our fastest available 4G or 3G.

Typical download speeds in 4GX areas are 5 -300Mbps with category 16 devices, 5-200Mbps with category 11 devices, 5-150Mbps with category 9 devices, 2-100Mbps with category 6 devices, and 2-75Mbps with category 4 devices. Outside 4GX areas, you will switch to our fastest available 4G or 3G speeds. Speeds vary for reasons like location, distance from base stations, terrain, user numbers, hardware/software configuration, download source and upload destination.

Data plan is required. 4GX available in 4GX enabled areas.

Month-to-month plans

If you cancel your service, you will receive a pro rata refund for the remainder of your month. If you have any device, accessory or service add-ons attached to your plan, you will have to pay any remaining amount owing on your next bill.

Device Payment Contract

You must have an eligible Telstra Data Plan in order to have a Device Payment Contract. If you cancel your Device Payment Contract early, cancel your data plan during the device payment term or move to an ineligible data plan during the payment term, you’ll need to pay out your device, in full. Device discounts do not apply to cancelled Device Payment Contracts.

Talk, Text and Data

Calls to standard Australian numbers are at a pay-as-you-go rate of $1 per minute, charged in 1 minute blocks or part thereof. SMS/MMS to standard Australian numbers are charged at a pay-as-you-go rate of 25c for SMS and 55c for MMS per message sent, per recipient.

No excess data charges in Australia

Once you exceed your included data allowance, your speed will be capped at 1.5Mbps, and slowed further in busy periods. This means it is not suitable for HD video or high speed applications and means that some webpages, videos, social media content and files may take longer to load, but you can still stream video in standard definition, listen to music, browse the web and access social media, even if the experience is slower sometimes.

No Excess Data Charges – Existing Services

Any existing shareable services on your account with Extra Data will be automatically migrated to No Excess Data Charges when you take up this plan.

International Roaming

To use your service overseas, you can purchase an International Day Pass at $5 per day in New Zealand, or $10 per day in more than 70 eligible countries. Day Pass includes 200MB of data to use per day as well as unlimited talk and text. Usage expires daily based on AEST. If you go over your 200MB, we'll add an additional 500MB for $10 for use within 31 days. A Day Pass is triggered whenever a call is made or received, an SMS is sent or if any mobile data is used in an eligible country.

If you’re travelling to a country where our International Day Pass isn’t available, you can still use your device at pay-as-you-go rates.

Annual Price Review

Our mobile and data plans include an annual price review and may increase in line with CPI in July each year. CPI measures household inflation and is released by the Australian Bureau of Statistics. We'll use the CPI for full year to March quarter and any increase will be rounded to the nearest dollar and occurs within your July billing cycle. We'll let you know before any changes take effect.

Telstra Trade-In is managed by Assurant Services Australia Pty Ltd. To be eligible for Trade-In, you must be a Telstra consumer or small business customer aged 18+, with a post-paid service and have a device, tablet or smartwatch with us on an Upfront plan or with an existing 13-digit account number. Not available to customers with a ten-digit account number or Upgrade & Protect. Devices on Telstra Mobile Lease plans are ineligible. How much storage do I need?

Consider your usage.

How much storage you’ll need depends on how you use your phone or tablet. If you mainly use it for web browsing and checking social media, you may only need up to 64GB of storage.

If you’re a casual user who likes to take a few photos, you might need a bit more storage – say up to 128GB.

But if you take a lot of photos and videos, or play lots of graphic-intensive games with your phone or tablet, you’re more likely to need a larger amount of storage – say 256GB or more.

Here’s an example

As a rough guide, a 128GB phone or tablet on average can store approximately:

  • 1 hour of Ultra HD video
  • 1,000 songs
  • 100 apps and games

Again, this is a rough guide only and will vary depending on the size of the files, apps and games being stored.

It’s worth noting that if you max out your storage, your phone or tablet is likely to run a bit slower. For that reason, many people prefer to opt for more storage.

Bundle Plans

What are bundle plans.

Bundle plans are a great way to save money and get everyone in your business connected. From August, there will be two kinds of Bundle Plans available: Mobile Bundle Plans and Data Bundle Plans.

You’ll need to have at least one service on your account on an Essential and Premium plan to take up a Bundle Plan.

How many Bundle Plans can I add to my account?

If you’re an Upfront plan customer, you can add up to 5 Bundle Plans in total, regardless of the number of Essential and Premium Plans you have active on your account. If you’re not an Upfront plan customer, you can add 5 Bundle Plans to each Essential and Premium mobile or data plan you have active on your account.

Mobile Bundle Plans

Mobile Bundle Plans let you add employees’ phones to your account so you can all share data and enjoy access to a data allowance with uncapped download speeds on Australia’s best network. They’re a great value alternative to Pre-Paid plans.

Data Bundle Plans

Data Bundle Plans let you add data to employees’ business tablets or mobile broadband devices at a great price, and manage them on your business account. They’re great for businesses who work on the go or across multiple within Australia’s largest network.

What is Consumer Price Index (CPI)?

CPI is the rate of inflation and is calculated annually by collecting prices for goods and services that households buy. It is measured as the rate of change of those prices, which typically rise over time.

How does Telstra determine what the CPI rate will be?

Telstra doesn't determine CPI. We take the annual result as determined by the Australian Bureau of Statistics (ABS).

We’ll use the CPI rate released by ABS for the 12 months to the March quarter and any increase will be rounded to the nearest dollar.

No lock-in plan

No lock-in means our plans can change.

Our month-to-month mobile plans with no lock-in contracts give you the flexibility to change your plan size once a month, to suit your data needs.

Because these plans aren’t locked in, it also means that from time to time we may make changes to your plan price and/or inclusions (such as data allowance), or we may move you to a new plan (which may cost more). 

However, if we reasonably think that a change is likely to have a more than minor detrimental impact on you, we'll tell you at least 30 days before making it. If you don't like the change, you can change your plan size or cancel your plan at any time. If you cancel, you’ll just need to pay out your device, accessories and add-ons as a one-off payment when you cancel. 

Speed slowed to a maximum of 1.5Mbps

When you exceed your data allowance in Australia, you can continue to access data, but your speed will be slowed to a maximum of 1.5Mbps. This isn’t suitable for HD video or high-speed applications, and some web pages, social media content and files may take longer to load.

Your speed will depend on a range of factors including your device, location, user numbers and download sources, and may be slowed further during busy periods. Heavy data users (users in the top 1% of all data users) may experience slower speeds than other users during busy periods. For personal use on a smartphone in Australia only and the FairPlay Policy applies.

While you can pick a similar selection of SIM-only plans and devices to its non-business phone plans, Optus does offer McAfee protection on up to 20 devices on its Business Choice Plus plans. Optus also offers a ‘team plan’ which includes four SIM plans with data to share and flexibility, along with the option to add on additional SIMs for an extra cost per SIM.

Apart from the above-mentioned providers, there are several other telcos also offering phone plans for businesses, although many of these providers might only offer SIM-only plans and no handsets for bundling. These telcos include:

Access to a phone and/or phone plan for work can be an essential part of a business. Of those surveyed, 27% provide employees with a mobile phone for work use and 33% upgrade handsets every one to two years.

Despite several providers offering mobile phone services to businesses, 50% of respondents have always been with the same business phone service provider. A big reason for this could be that almost a third of respondents (31%) believe the provider offers good value, while 26% believe their provider offers the best coverage or is the only provider with coverage in the area.

When choosing a provider for your business mobile phone services, there can be a lot to consider. 17% of survey respondents claimed that they don’t find the time to compare other offers and switch providers, so it might seem like a lot to think about on top of operating a business.

However, when you break it down to a few points, comparing business mobile phone plans might be more simple than you think.

Phone with a plan or SIM-only

The first thing to consider is whether you’ll need phones bundled with a phone plan — such as an iPhone or Samsung phone — or if you simply need the phone plan on its own. If you need handsets with a plan, your provider choices will mostly be limited to the big three telcos (Telstra, Optus and Vodafone).

If you just need the SIM cards with a phone plan, then you have a wider range of options to choose from.

Additional extras

Some providers will offer business-related extras such as the ability to bundle multiple services, data sharing across plans, device security software and more. If these extras are important to you, you can then compare providers to see what is available and which telco will offer the best value for you.

How much mobile data you need for your plans is pretty important. Consider what your team will be using their phone plans for — such as working on the go, accessing emails, video conferencing, making calls, etc — will help determine whether you need a plan with lots of data or not. Canstar Blue surveyed 2,022 Australian small business owners and key decision makers across a range of categories to measure and track customer satisfaction, via ISO 26362 accredited research panels managed by Qualtrics. The outcomes reported are the results from customers within the survey group whose business currently pays for a mobile phone plan that is used for business purposes– in this case, 580 people.

Brands must have received at least 30 responses to be included. Results are comparative and it should be noted that brands receiving three stars have still achieved a satisfaction measure of at least six out of 10. Not all brands available in the market have been compared in this survey. The ratings table is first sorted by star ratings and then by mean overall satisfaction. A rated brand may receive a ‘N/A’ (Not Applicable) rating if it does not receive the minimum number of responses for that criteria.

So you’re in the market for a business internet plan. This effectively means you’re after a business NBN plan because, outside of one surviving Telstra business internet ADSL2+ plan, NBN is the dominant form of broadband these days available to most businesses across Australia.

Our database has more than 60 business NBN plans, which means there’s plenty to choose from across eight providers. While competition is tight around pricing and speed, there are business-centric extras and support options that help separate plans and are also well worth considering.

In our database, we track dozens of business NBN plans from eight providers. While most of the providers in our comparison engine also offer residential plans, More Telecom exclusively sells business plans. Here’s a look at the eight providers whose plans we track:

Business NBN plans

Before we delve into the specifics of the best NBN plans on offer, here’s a look at a daily updating list of the cheapest business NBN plans in our comparison engine.

At the time of writing, TPG business NBN was the only option for an NBN 12 for businesses, which is the TPG NBN 12 M Business Bundle for $69.99 a month. It has typical business-hour speeds of 12Mbps and has a $129.95 upfront fee on month-to-month or a $30 initial fee if you sign up for an 18-month contract.

There are more options when it comes to NBN 25 plans for businesses, with choices from Aussie Broadband, More Telecom, Exetel and Vodafone, all of which boast 25Mbps typical business-hours download speeds. The best plan here depends on your business preferences. If you are okay with a BYO modem and PAYG phone, Aussie Broadband’s Business NBN 25/10 Unlimited plan has the best monthly price ($10 extra a month also includes unlimited calls to Australian numbers, including mobiles). If you want a modem, the Vodafone Essential NBN Business Plan comes with the Vodafone Wi-Fi Hub Modem.

As is the case with NBN 50 for residential users, NBN Standard is the dominant form of business internet plans with the most choices. iiNet business NBN is technically the cheapest here, but that’s for a plan that only has 300GB of monthly data. The more competitively priced NBN 50 business plans with unlimited data start around $80, which is where an Optus business NBN plan is our top pick. The Optus Internet Everyday – NBN plan boasts 50Mbps typical business-hours download speeds, PAYG landline calls (for unlimited calls to Australian numbers) and the Optus Ultra WiFi Modem.

NBN 100 plans are the fastest ones most businesses can access in Australia, and it’s also a popular speed tier with the providers in our database. Again, it’s an Optus NBN business plan that comes out on top. The Optus Internet Everyday Fast – NBN plan is a good choice if you want a mix of speed and monthly cost, but the costlier Aussie Broadband Business NBN 100/40 Unlimited plan is our pick because of the 40Mbps of max upload speed (compared to 20Mbps from most others).

For businesses connected to the NBN via Fibre-to-the-Premises or Hybrid Fibre Coaxial technologies, there are two more speed tiers available to choose from, albeit with not as much competition. More Telecom has the cheapest plan with its XXXL Speedboost offering ($119.90 per month), although the 205Mbps typical business-hours download speeds aren’t as impressive as the 248Mbps on offer from Exetel and Aussie Broadband.

Consider the Exetel Superfast Business NBN 250 if you want to balance download speed with monthly price ($135 monthly fee). Alternatively, Aussie Broadband’s Business NBN 250/100 Unlimited boasts upload speeds up to 100Mbps for $179 per month. If that’s not fast enough, you can also consider the Aussie Broadband Business NBN 500/200 Unlimited plan, which is a custom speed tier for $319 a month.

Finally, there are a couple of NBN 1000 plans tailored for businesses, which have big differences in price and speed potential. If you want the cheaper option, consider the Exetel Ultrafast Business NBN plan, which costs $150 a month for 350Mbps typical business-hours download speeds. Alternatively, $429 a month gets you the Aussie Broadband Business NBN 1000/400 Unlimited plan, which boasts 600Mbps typical business-hours download speeds (and, yes, upload speeds that can reach up to 400Mbps).

Business NBN extras to consider

Among business NBN plans in our database, there are some common extras that are worth factoring in when weighing up which plan to choose. Month-to-month plans may be the standard, but some attract an upfront fee, so keep an eye out for that.

If you are interested in signing up for a contract, a lot of those come with some form of NBN modem-router . That said, you can still stick month-to-month with either Vodafone, Optus or a Telstra NBN business plan to receive an NBN modem-router for no additional cost. The only disclaimer is you have to stick around for a period of time to not pay a device fee if you switch providers.

The other common inclusion is a PAYG phone line, which certain providers lets you upgrade to include national (including mobile in some cases) or international calls. Outside of Telstra itself, Boost Mobile is the only other telco in Australia which offers access to Telstra's full mobile network, making it a good alternative for people who want to pay less without sacrificing coverage. That said, Boost Mobile is strictly prepaid only, and the best value offerings are reserved for those willing to pay for a whole year upfront. You also get capped download speeds for most plans.

In Australia, Telstra is undoubtedly the largest network operator, easily eclipsing the reach of its main competitors Optus and Vodafone — particularly when it comes to both remote rural areas and 5G coverage.

Of course, it will probably come as no surprise that Telstra is also the most expensive telco operating Down Under, leading many users to opt for cheaper Telstra resellers in order to access Australia's best cellular coverage for less.

ALDI Mobile, Belong, Tangerine, Mate and Numobile are just some of the better-known mobile virtual network operators (or  MVNOs ) who resell Telstra services. However, Boost Mobile is arguably the biggest of the lot, providing access to Telstra's entire 4G and 5G network. 

Founded in Sydney, Australia back in 2000, Boost Mobile has since expanded into 42 countries, and is currently owned by the US telecommunications giant Dish Wireless. 

Thanks to its large international reach, Boost Mobile is able to offer some excellent inclusions, making it a great option for those who regularly call and text friends and family overseas.

But while Boost Mobile is less expensive than Telstra, its plans are strictly prepaid only, with recharges offered with either 28-day or 12-month expiry periods. The latter works out to be the most cost-effective, though not everyone will be interested in paying a lump sum of AU$300 or more upfront.

Let's address the elephant in the room: Boost Mobile only provides prepaid plans, with options for 28 day and 12 month expiry periods, plus one 7-day option. 

Thankfully, prepaid has evolved significantly since the Nokia 3310 days, and like most prepaid-only providers, Boost offers an Auto Recharge option that will take funds directly out of your nominated account every 28 days (or 12 months) until you decide to opt out.

Pricing for Boost Mobile's 28 day prepaid plans starts at AU$35 for 25GB of data, although there's currently a promotion on that plan for new customers that will see them pay only AU$15 for 45GB of data for the first three recharges. From the fourth recharge, however, pricing goes back to normal. To stay connected for the whole year, that will set you back around AU$456.25. That works out to AU$1.40 per GB.

By comparison, Telstra's AU$35 prepaid plan gets you 15GB, which works out to AU$2.33 per GB. If big value is what you're after, Boost's AU$70 prepaid plan certainly delivers that, providing 90GB of data. That works out to only AU$0.78 per GB.

Of course, if you really want to save money and don't need stacks of data, Boost Mobile also offers prepaid plans with a 12-month expiry period starting at AU$230 for 170GB, which works out to AU$19.10 and 14GB per month. That's around half the total yearly cost of Boost's cheapest 28 day plan (which, as mentioned above, comes to AU$456.25).

If that amount of data doesn't seem enough to sustain you for an entire year, Boost's 12 month plans max out at AU$365 for 365GB, which works out to 30GB per month – or 1GB per day and AU$1 per GB.

Boost Mobile coverage

  • Full access to Telstra's 4G and 5G networks

As Boost Mobile is a Telstra reseller, you can expect its coverage to be just as wide-reaching — especially since Boost is one of the few MVNOs to provide access to Telstra's full 4G and 5G mobile network.

To put that into perspective, Telstra's 4G network reaches 99.6% of the Australian population, while its 5G network reaches roughly 87% of Australians as of early 2024.

It's worth noting, however, that most of Boost Mobile's prepaid plans are speed capped at 150Mbps. There's two exceptions to this: its 28 day AU$55 plan, which is capped at 250Mbps, and its 28 day AU$70 plan, which is uncapped. This actually gives Boost a leg-up over Telstra, whose prepaid plans are capped at 150Mbps across the board.

Boost Mobile plans: Extras, perks and offers

Given that Boost Mobile is an MVNO that only deals in prepaid plans, you'd be forgiven for thinking the telco's offering of perks and extras would be on the lighter side. In fact, Boost provides some excellent benefits in areas which will actually be important to your average Aussie punter. 

Thanks to the telco's large international reach, every 28-day Boost Mobile plan includes unlimited standard calls to 20 selected countries, which is fantastic value. On top of this, each plan comes with 300 minutes of standard calls to an additional 30 countries, along with 300 standard texts to any country.

As for Boost's 12 month plans, only the AU$230 and AU$300 options offer international calls and texts. Both plans come with unlimited standard calls to 20 selected countries, with the former providing 1,200 standard minutes to 30 additional countries and 1,200 texts to any country, and the latter providing 3,600 minutes and texts, respectively.

Additionally, every 28 day plan includes data rollover to use in the next recharge, so long as you recharge before expiry. Unfortunately, data rollover is not included with 12 month plans.

Boost Mobile plans: customer service and community reviews

  • Call centre location not disclosed
  • Predominantly negative online reviews from customers

Boost Mobile customers have several options for getting in touch with customer support, including by chat on Boost's Australian website or Facebook page, by phone  call or via the Boost app for iOS and Android.

Chat is available every day between 7am and 11pm (AEST), though you will initially have to deal with a digital assistant. If the bot can't help you, then you'll get transferred to a human. 

You can also call Boost by phone every day between 8am and 8pm (AEST) by dialling 125 8881 (when calling from a Boost or Telstra service) or 1800 900 933 (when calling from any other service). Unfortunately, Boost Mobile does not disclose where its call centres are located, though online reviews suggest they're based off-shore.

Speaking of user reviews, Boost Mobile joins the likes of Telstra, Optus and Vodafone in having mostly negative online feedback on sites like Trustpilot , where it holds a score of 1.5 out of 5, and Product Review , where it's earned a slightly better score of 2.0 out of 5.

Sure, those scores aren't great, but it's important to remember that many people will only bother leaving a review when they've a negative experience, while satisfied customers are likely to simply go about their day.

Boost Mobile plans: Bottom line

Boost Mobile offers good value for those who want all the benefits of being on Telstra's mobile network without having to pay Telstra prices. Of course, Boost only offers prepaid plans, so you'll have to get used to paying upfront for your mobile services. And, if you're not the type of user who burns through stacks of data each month, the 12 month plans are extremely cost-effective.

Telstra delays 3G network shutdown until August amid concerns about access to emergency calls

Telstra is delaying its 3G closure amid concerns hundreds of thousands Australians could be blocked from making emergency calls once the 20-year-old network has been switched off.

The telco was due to shut down the network on June 30 but will postpone the closure until August 31 to give Australians more time to upgrade their handsets. 

"We've decided to extend [the deadline] by two months, mainly due to feedback from customers that some of them need more time to upgrade," Telstra networks executive Channa Seneviratne told the ABC. 

Fresh figures reveal more than 200,000 Telstra customers are still using 3G-only mobile phones that will no longer work when the network is switched off, or a subset of older 4G phones that could also be caught out in the shutdown.

This subset of 4G handsets is of greatest concern because they're configured to default to the 3G network for triple-0 calls, meaning owners may not realise until they're in an emergency.

Mr Seneviratne said some of these phones had been purchased overseas or on the grey market. 

Last month, the federal government warned about a million Australians - on the Telstra, Optus and TPG networks - could be affected but according to Communications Minister Michelle Rowland, that figure has now fallen to about 400,000.

"After the switchover, these devices will appear to operate as normal and Australians may only realise there is an issue with the device when they can least afford it," the minister said in a statement.

"The government welcomes Telstra's decision to delay its planned 3G switchover.

"Ensuring that more Australians have visibility and an understanding of the 3G switchover is critical to managing it in a safer way."

The government has set up a working group, comprising Telstra, Optus, TPG, and the Australian Mobile Telecommunications Association (AMTA) to report fortnightly to the minister and ensure a "safer" 3G shutdown.

Shadow Communications Minister David Coleman has blamed the delay on Ms Rowland's "hapless handling" of the 3G shutdown.

"The minister only set up her 'Working Group' in March.  If the minister had acted professionally and expeditiously, there would have been ample time to deal with this issue prior to 3G shutdown,” he said in a statement.

The plan to switch off the 3G network was announced in 2019 to allow mobile carriers to boost capacity and data speeds for 4G and 5G technologies.

Telstra, Optus which is due to shut down its 3G network in September, and TPG, which closed its network in December, have been actively preparing the public and urging customers to upgrade their 3G-only devices to 4G or 5G.

Telstra has scaled up its communications, launching a simple service that customers can use to determine whether their device will be affected: SMS 3 to 3498.

Of the 80,000 customers who have used the instant handset compatibility checker, only 10 per cent have been advised they need to upgrade their devices. 

Those who still need to upgrade their handset will soon hear a short voice message when making an outgoing call, reminding them to act.

The 3G shutdown will mainly affect Australians living in rural and regional areas where phone and internet coverage is more limited.

But Mr Seneviratne said Telstra had made an "absolute commitment" not to shut down its 3G network until it could guarantee equivalent coverage from 4G. 

"We are on track to have that 4G equivalence completed by the end of June," he said.

"We are 99 per cent complete." 

The closures could also affect a range of devices, including medical alarms, and EFTPOS machines.

Tens of thousands of Australians are abandoning the national broadband network for 5G mobile and other ways of accessing the internet with experts saying three main factors are driving people away: price, speed and Elon Musk.

Despite the NBN being only a few years past completion, between the end of June 2022 and the end of April 2024 the number of customers in the most common category of services declined by more than 65,000.

This category, also known as brownfields, covers 7.1m active NBN broadband services to homes and businesses that existed before the NBN was built and is a mix of fibre-to-the-premises-type connections as well as connections made under the Coalition’s revised plan that used existing copper and cable connections (which predated the NBN and was used mostly for pay TV).

The Coalition’s communications spokesman, David Coleman, said this month the decline was a “troubling sign” for the company and the government had questions to answer. But others blame the Coalition itself.

In February, the company’s outgoing chief executive, Stephen Rue, told Guardian Australia those shifting away from the NBN were largely customers on fibre-to-the-node – the Abbott-Turnbull-era technology that uses legacy copper phone lines, where speed and quality decreases the further away your home is from the node.

“The main reason for that is service and a desire for faster speed … customers who are at the end of the FttN line ... they get 25 megabits per second, but they can’t experience a faster speed and obviously there are some copper lines that have unreliability,” he said.

NBN has embarked on a massive full-fibre upgrade to premises in the fibre-to-the-node “footprint” – effectively rebuilding most of the network to the type planned by the former Rudd Labor government in 2009 before changes made under the Coalition after 2013.

The company has projected that 5m premises will be upgraded by the end of 2025. Over 200,000 premises have already been upgraded in these parts of the network to improve speeds and to keep customers on board, but the effort has not yet halted the decline in customers.

Associate Prof Mark Gregory, of RMIT’s school of engineering, said the “copper debacle” was the cause of the company’s woes but more attention needed to be paid into what the company is offering to keep customers and how.

Cost seemed to be a major factor moving customers away, he said. “The current NBN charges are too high and this means that customers are looking for alternatives.”

Aiding customers hunting to reduce their internet bill are cut-price 5G home internet plans, which some retailers market at a lower cost to their own NBN plans. They are able to do this due to the lower cost in supplying internet over mobile, compared with the wholesale prices NBN charges.

This is reflected in recent financial statements from the two biggest retailers, Telstra and TPG. Both companies admit a customer decline in fixed-line services; TPG reported losing 109,000 NBN customers in its last financial results, while Telstra reported losing 58,000 in the first half of the 2023-2024 financial year.

Both said the losses were offset in part by gains in fixed wireless, suggesting some of their customers are giving up the NBN for a 5G alternative.

It is understood Vodafone’s parent company, TPG, has been steering customers who might otherwise choose a lower-speed NBN plan to its 5G home internet product because the margins are better using TPG’s mobile network and customers can get more for less. For example, Vodafone’s 5G home internet plan is $55 a month for 100Mbps, while Vodafone’s NBN 25Mbps plan is $70 a month and the 100Mbps plan is $80 a month.

In 2023, TPG grew its fixed wireless business by 56,000 customers, for a total of 227,000 on the technology.

Dr Gareth Downing, acting CEO of the Australian Communications Consumer Action Network (ACCAN), said it wasn’t surprising Australians were ditching the NBN for more affordable options.

“4G and 5G wireless technologies can in some cases provide faster internet speeds than the NBN, particularly in areas with limited NBN infrastructure or where the NBN connection speeds are slow due to congestion or distance from the node,” he said, adding that the mobile services could also be more affordable.

Downing said ACCAN had long suggested a cheaper price plan for households receiving government financial support.

The other factor is the arrival of Elon Musk’s Starlink low-earth-orbit (LEO) satellite internet service in Australia. Although more expensive than the NBN options, the speeds are much faster and customers in regional and remote parts of Australia have taken to it in droves.

The company posted on Musk’s social media platform X in March that it now had 200,000 customers in Australia.

“The cost of LEO products such as Starlink is prohibitive for some consumers,” Downing said. “Competition may drive prices down as new offerings such as Amazon’s Project Kuiper enter the Australian market.”

Gregory said the trend to satellite alternatives could continue with retailers signing deals with LEO companies like Starlink and could make NBN an irrelevancy in regional and remote parts of the country.

“The large telcos have already reached agreements with one or more LEO provider and they will aggressively push LEO as an alternative to NBN. This will increase when mobile is added to the suite of offerings provided through LEO.”

NBN Co’s own satellite customer base has dropped to 87,000, from a peak of 111,000 in 2021, partially driven by customer frustration at the service but also partially due to NBN Co moving some customers onto its fixed wireless service as upgrades have been made. NBN Co has also been offering improved speeds and download capacities on the satellite service in recent months.

NBN Co has argued overall the number of connections on the NBN is going up – 95,000 net gains in the same period, but this is largely due to close to 170,000 new connections to newly established premises (greenfields) in that time. The company has pointed to the upgrade plans for how it will manage customer retention.

“Our network upgrade program is supporting customers to meet their desired broadband internet speeds, performance and reliability needs,” a spokesperson said.

“The reduction in brownfield sites represents only 0.76% of our base of 8.6m premises. We are pleased to see many NBN customers seeing the value in a full fibre connection with around 6,000 customers per week, on average, placing orders and receiving full fibre upgrades.”

Rue announced on Monday he would leave NBN Co to become the CEO of Optus in November and a replacement has not yet been announced.
