The Uwezo Fund: What Is It?

UWEZO FUND: What it is and How to Qualify for it in Kenya.

Uwezo fund is a program by the government of Kenya that offers business loans to the youth, women, and people with disabilities.

The program runs at the constituency level to support and promote the target group enterprises.

Since its launch in 2014, the fund has disbursed over 6 billion Kenyan shillings to over one million beneficiaries.  Below are some of the key objectives the fund targets to achieve;

How to Survive on a 20,000 Shillings Salary in Kenya

• Promote gender equality through offering access to credit.

For a long time, access to finance in the country has been biased against these groups making it harder to achieve equality without access to finances. Through the Uwezo fund, these target groups can now start access capital to start and grow local enterprises.

• Create opportunities for people with disabilities
• Eliminate hunger and poverty levels in the country

Growth in income from the fund enterprises helps the members to afford some basic needs such as food and housing.

Every Kenyan in this target group is eligible to qualify for the funds upon meeting the below threshold.

• Applicants must be in a formal group
• The group should be registered
• The youth age consideration is between the age of 18-35 years.

Uwezo fund products

Uwezo fund has various products in its portfolio. Each product has its unique features and requirements as below.

The Process of Company Registration in Kenya

There are different types of loans available through uwezo fund. These include both the Wezesha loan and Endeleza loan.

1. Wezesha loan

This is a loan for groups groups borrowing for the first time. It ranges between 50,000 to 100,000 Kenyan shillings.

To apply for the loan,

• you need to ensure you are within the categories of people above.
• Have an operational bank account with the group’s name
• Fill in the application form at the constituency level
• Undergo a business appraisal by the Constituency Uwezo Fund Management Committee (CUFMC)

Upon satisfying the committee by meeting the set criteria, disbursement is done to the group’s account.

Repayments and Loan

The Uwezo fund loans have a 1-year tenor. However, the Fund gives a month’s grace period after which you should start paying monthly. securing the loan is done through guarantorship by the members.

2. Endeleza Loan

The second type of loan given by the Uwezo fund is known as the Endeleza loan. The loan targets the subsequent borrowers. These are groups that have already benefited from the wezesha loan and are looking to expand their businesses.

The loan is given based on wezesha loans incrementally. The cap for Endeleza loans Is 500,000 shillings.

The assumption when getting the Endeleza loan is that the business has expanded and the Endeleza loan is coming in to support this growth.

The name Endeleza is a Swahili name that means continuation.

How to Buy and Sell Shares in Kenya

How to qualify for the Endeleza loan

All the qualification requirements for wezesha loans apply in Endeleza loans. In addition to this, you should

• Have successfully paid for the previous wezesha loan
• Demonstrate proper usage of the previous funds in growing income and creating employment.

Repayment of endeleza loan

The loans repayment intervals are 12,18, and 24 months on equal installments depending on the timelines.

The loan usually has a grace period of 30 days. This is different for the wezesha loan that has a grace period of 6 months.

Uwezo Fund Enterprise Development

The fund has a responsibility in promoting enterprise development in the country. Enterprise development entails offering non-financial services meant to grow and expand the businesses of the fund beneficiaries.

Some of the roles taken during enterprise development include;

• Regular business training to ensure the startups are run professionally.
• Training the beneficiaries on the best Marketing skills
• Networking-This involves connecting the business with markets and potential customers.

The fund has made some major milestones since its launch. Today, millions of Kenyans in the target groups have directly benefited from the product.

From the small beginnings of wezesha loans, some businesses have grown to become top corporate in the country.

As per the industry, the Agriculture sector has been the biggest beneficiary in disbursements. With this expansion, the members are benefiting from making an income that is key in the government’s role to reduce and eliminate hunger and poverty.

Challenges Facing Uwezo Fund

1. Limited loan limit s- Due to the limitation of the funding amount, the loan may not support some enterprises that are capital intensive. This limits the potential Kenyans who fall within the target category but have an idea that requires more funding

2. Low product awareness – Although the product is good, lack of awareness among the Kenyans has limited its benefits. There need to be more campaigns and awareness to help in growing the reach and inclusivity.

3. Low funds allocation by the government – just like most government programs, limitation in funding is a key challenge in such initiatives. This limits the number of people and the amount that can benefit from the fund.

This article will introduce everything you need to know about Uwezo Fund in Kenya.

Uwezo Fund was launched in September 2013 through the Legal Notice No. 21 of the Public Finance Management Act, 2014. It is a vision 2030 flagship program to enable Women, Youth, and Persons with disabilities to access finances to promote business and enterprises at a constituency level.

Uwezo Fund provides mentorship opportunities to its beneficiaries, enabling them to take advantage of the 30% government procurement preference via its Capacity Building Programme.

The Fund, therefore, is an avenue for incubating enterprises, catalyzing innovation, promoting industry, creating employment, and growing the economy.

An oversight board manages the Fund at the national level and a Constituency Uwezo Fund Committee (CUFCs) at the constituency level government representatives and members of various Wards.

What are the Objectives of the Uwezo Fund?

The Funds objectives are to

• Expand access to finances to promote youth and women businesses and enterprises at the constituency level.
• Generate and promote self-employment for the youth and women and lastly, to
• Model an alternative finance framework in funding community is driven development.

Eligibility Criteria for Uwezo Fund Applicants.

Applicants shall qualify for Fund loan application if

For a group

• It has to be registered with the Registrar of Societies, the department of social services, or Cooperatives.
• Must have members aged 18 and 35 years, whereas the women’s groups shall be made up of women aged 18 years and above?
• It is based and operational at the constituency; it seeks to make an application for consideration.
• Operates a table banking structure or any other group fund structure where members make monthly contributions according to the groups’ internal rules.
• Have evidence of monthly contributions
• Hold a bank account in the name of the group.

For an institution

• the Institution should be a registered entity and should have listed youth and women groups.

How to apply for Uwezo Fund

To apply for the Uwezo fund,

• Ensure that you meet the eligibility criteria stated above
• Fill in an application form (available at the Constituency Uwezo Fund Management Committee office).
• Apply together with the relevant documents to the Constituency Uwezo Fund Management Committee office. And await notification from the committee.

Eligible Amount

For administration of the fund.

Eligible qualifying amounts for a group shall be a minimum of Ksh 50,000 and a maximum of Ksh 500,000 at any one time. The following criteria are used to determine the total amount that a group is eligible to receive

• The length of time the group has been in existence
• The total amount contributed by the group
• Current status of contribution and
• The proposed business plan for the loan applied

Note: The eligible amount shall be three times the group savings, BUT it shall not be

• Below Kshs. 50,000 (Minimum).
• More than the amount applied for in the application form and
• More than Kshs. 500,000 (Maximum).

Simply put, these chamas are a group of like minded individuals – usually 5 or more – who come together with the chief objective of pulling their funds together in a bid to leverage the power of numbers.

One common theme that cuts across most Chamas is the need to make the members’ investments make a positive return for them.

Thus, whether your Chama / investment group is new or has been in existence for a while, you need a strategic plan or business plan in order to achieve your profit objectives.

The Chama has to be viewed like a business venture. Your Chama strategic business plan provides the road-map to realize the success members anticipate.

The question therefore isn’t whether a Chama needs a strategic plan / business plan, but how to write one that will help the group achieve its objectives.

Your Chama strategic/business plan is simply an answer to the following questions:

• Vision.  Where do you want the Chama to go? Asked differently, what do you want to see in your Chama say 3, 5, or 10 years from today? What will be your Chama’s worth by then?
• Membership . How many members do you foresee it having by then? What will be their respective roles?
• How will you finance your Chama’s investments?
• Will you need any external funding to build the Chama?
• What kind of investment activities will these funds be used for?
• What are your target revenues and profits over the next couple years?
• What additional property (e.g. land, vehicles, etc) do you need to achieve your objectives above?
• What will be the size of its investment porfolio? etc.
• What is the Chama’s action plan to accomplish the above objectives?
• What are are its investment plans?
• What milestones must the Chama achieve to move it from where it is now to where you would like to see it at a designated time in the future?
• How will you accomplish them within the year?
• How big is the investment club market and how is it changing? In Kenya for instance, it is believed that there are 300,000+ Chamas holding around Kshs. 30 billion (US$3.4 billion ) in assets.
• How will your Chama compete effectively in the investment space with its peers?

Answering these questions helps you formulate specific Chama objectives.

They also help you carefully deliberate and agree on what makes your Chama uniquely qualified to succeed where many others have failed. And there could be many reasons. Such as:

• Quality of your Chama management and committees.
• Synergy and co-operation among Chama members.
• Unique skills possessed by the members.
• Sufficient funds to  invest.
• Proper accounting and reporting of Chama activities.

So, if you’re considering right now how or whether to develop a strategic plan for your Chama, then schedule a meeting, and let the members deliberate on answers to the questions outlined above.

A Chama strategic plan is the most important real estate your Chama will ever posses.

Not one that sits on the shelf, but one developed by the members themselves and executed by them.

Additionally, if your Chama is planning to apply for external funding such as from Banks, the  Uwezo Fund  or any of the  Women Enterprise Fund  loans, a professionally written  comprehensive business plan is a must have.

Applicants shall qualify for Fund loan application if

(a) For a group

•  Is registered with the department of social services, Cooperatives or the Registrar of Societies
•  Has members aged between 18 and 35 years whereas the women’s groups shall be made up of women aged eighteen years and above
•  Is based and operational at the constituency it seeks to make an application for consideration
•  Operates a table banking structure or any other group fund structure where members make monthly contributions according to the groups’ internal guidelines (evidence of monthly contributions shall be a requirement);
• Hold a bank account in the name of the group.

(b) For an institution

•  Is a registered entity
•  Has listed youth and women groups within it.

How to apply Step 1 : Ensure that you meet the eligibility criteria above  Step 2 : Fill in an application form (available from the Constituency Uwezo Fund Management Committee office,CDF Offices or download form from Step 3 : Submit the application form together with relevant documents to the Constituency Uwezo Fund Management Committee office Step 4 : Await notification from the committee

ELIGIBLE AMOUNT

(a) For administration of the Fund:-

•  The access by eligible groups of the Fund, shall be on a first come first served basis, subject to assessment and approval of the loan, provided that the Committee shall ensure equitable distribution of funds in the wards
•  Eligible qualifying amounts for a group shall be a minimum of fifty thousand 50,000) and a maximum of five hundred thousand (500,000) shillings at any one time.

(b) In determining the total amount a group is eligible to receive, the following criteria shall be applied:-

• The length of time the group has been in existence
• The total amount contributed by the group
•  The current status of contribution and
•  The proposed business plan for the loan applied

NB:  The eligible amount shall be three times the group savings BUT it shall not be:-

• Below Kshs. 50,000 (Minimum),
• More than the amount applied for in the application form and
• More than Kshs. 500,000 (Maximum)

How To Apply For Uwezo Fund Government Loan

Uwezo fund seeks to expand access to finances and promote women, youth and persons living with disability led enterprises at the constituency level.

It also provides mentorship opportunities to enable the beneficiaries take advantage of the 30% government procurement preference through its Capacity Building Programme.

Uwezo Fund, therefore, is an avenue for incubating enterprises, catalyzing innovation, promoting industry, creating employment, and growing the economy

Requirements 1. For a group Must be registered with the department of social services, cooperatives or the Registrar of Societies Members should be aged between 18 and 35 years whereas the women’s groups shall be made up of women aged eighteen years and above Should be based and operational at the constituency it seeks to make an application for consideration. Operates a table banking structure or any other group fund structure where members make monthly contributions according to the groups’ internal guidelines (evidence of monthly contributions shall be a requirement); Hold a bank account in the name of the group. 2. For an institution Should be a registered entity Has listed youth and women groups within it.

How to apply Fill in an application form (available from the Constituency Uwezo Fund Management Committee office,CDF Offices or download, submit the application form together with relevant documents to the Constituency Uwezo Fund Management Committee office and await notification from the committee

ELIGIBLE AMOUNT (a) For administration of the Fund:- The access by eligible groups of the Fund, shall be on a first come first served basis, subject to assessment and approval of the loan, provided that the Committee shall ensure equitable distribution of funds in the wards Eligible qualifying amounts for a group shall be a minimum of fifty thousand 50,000) and a maximum of five hundred thousand (500,000) shillings at any one time. (b) In determining the total amount a group is eligible to receive, the following criteria shall be applied:- The length of time the group has been in existence The total amount contributed by the group The current status of contribution and The proposed business plan for the loan applied NB: The eligible amount shall be three times the group savings BUT it shall not be:- Below Kshs. 50,000 (Minimum), More than the amount applied for in the application form and More than Kshs. 500,000 (Maximum)
