ক) বঙ্গভঙ্গের প্রয়োজনীয়তাঃ

লর্ড কার্জন (১৮৯৮-১৯০৫) ভাইসরয় থাকাকালীন সময়ে ১৯০৫ সালের ১৬ অক্টোবর কার্যকর হয়। এটি আধুনিক বাংলার ইতিহাসে অতীব গুরুত্বপূর্ণ একটি ঘটনা। বঙ্গভঙ্গের ধারণা কার্জনের স্বকীয় চিন্তা থেকে উদ্ভূত হয় নি।

১৭৬৫ সাল থেকে বিহার ও উড়িষ্যা সমন্বয়ে গঠিত বাংলা ব্রিটিশ ভারতের একটি একক প্রদেশ হিসেবে বেশ বড় আকার ধারণ করেছিল। এর ফলে প্রদেশটির প্রশাসনকার্য পরিচালনা দুঃসাধ্য হয়ে ওঠে এবং এজন্য এটিকে বিভক্ত করার প্রয়ােজন হয়ে পড়ে।

বাংলার লেফটেন্যান্ট গভর্নরকে ১৮৯,০০০ বর্গ মাইল এলাকা শাসন করতে হতাে এবং ১৯০৩ সাল নাগাদ প্রদেশটির জনসংখ্যা বৃদ্ধি পেয়ে ৭ কোটি ৮৫ লক্ষে দাঁড়ায়। এর ফলস্বরূপ পূর্ব বাংলার অনেকগুলি জেলা কার্যত বিচ্ছিন্ন এবং অনুন্নত যােগাযােগ ব্যবস্থার কারণে অবহেলিত ছিল। ফলে এতদঞ্চলের সুষঠু শাসন ব্যবস্থা প্রায় অসম্ভব হয়ে পড়ে।

কলকাতা ও এর নিকটস্থ জেলাসমূহ সরকারের সকল কর্মশক্তি ও মনােযােগ আকৃষ্ট করে। অনুপস্থিত ভূস্বামীদের দাবি ও জোর করে আদায়কৃত খাজনার ভারে চাষীদের অবস্থা ছিল দুর্দশাগ্রস্ত; এবং ব্যবসায়, বাণিজ্য ও শিক্ষা ছিল অবহেলিত।

প্রদেশের প্রশাসনিক যন্ত্রকে প্রয়ােজন অপেক্ষা কমসংখ্যক কর্মচারী নিয়ে কাজ চালিয়ে যেতে হতাে। বিশেষত নদ-নদী ও খাঁড়িসমূহ দ্বারা অত্যধিক বিচ্ছিন্ন পূর্ববাংলার গ্রামাঞ্চলে পুলিশী কাজ চালানাে অসুবিধাজনক হলেও উনিশ শতকের শেষ দশক পর্যন্ত সেখানে আলাদা মনােযােগ প্রদান করা হয় নি।

জলপথে সংঘবদ্ধ জলদস্যুতা অন্তত এক শতাব্দীকাল বিদ্যমান ছিল। প্রশাসনিক প্রতিবন্ধতাসমূহের পাশাপাশি দুর্ভিক্ষ, প্রতিরক্ষা অথবা ভাষাগত সমস্যাবলি সরকারকে প্রশাসনিক সীমানা নতুন করে নির্ধারণের ব্যাপারে বিবেচনা করে দেখতে প্রণােদিত করে।

বাংলার প্রশাসনিক এককসমূহকে নতুনভাবে বিন্যস্ত করার প্রচেষ্টা মাঝে মধ্যে নেওয়া হয়েছিল। ১৮৩৬ সালে উত্তরাঞ্চলের প্রদেশগুলিকে বাংলা থেকে পৃথক করে একজন লেফটেন্যান্ট গভর্নরের অধীনে ন্যস্ত করা হয়।

১৮৫৪ সালে সপরিষদ গভর্নর জেনারেলকে সরাসরি বাংলার প্রশাসনিক দায়িত্ব থেকে অব্যাহতি দেওয়া হয় এবং প্রদেশটির শাসনভার একজন লেফটেন্যান্ট গভর্নরের ওপর অর্পণ করা হয়। ১৮৭৪ সালে চীফ কমিশনারশীপ গঠনের মানসে (সিলেটসহ) বাংলা থেকে আসাম বিচ্ছিন্ন করা হয় এবং ১৮৯৮ সালে লুসাই পাহাড়কে এর সাথে যােগ করা হয়।

খ) বঙ্গভঙ্গের পক্ষে ও বিপক্ষে প্রতিক্রিয়া মূল্যায়নঃ

বঙ্গভঙ্গের প্রস্তাবসমূহ ১৯০৩ সালে প্রথম বিবেচনা করা হয়। কার্জনের প্রারম্ভিক কর্মপরিকল্পনা প্রশাসনিক কার্যকারিতার ভিত্তির ওপর প্রতিষ্ঠিত ছিল। মূল বিভক্তি-পরিকল্পনার বিরুদ্ধে উচ্চৈঃস্বরে প্রতিবাদ প্রতিক্রিয়া চলাকালীন সময়ই সম্ভবত বাংলায় এরূপ ব্যবস্থা গ্রহণের সম্ভাব্য সুবিধাদির ব্যাপারটি কর্মকর্তাবৃন্দ প্রথমে মনশ্চক্ষে প্রত্যক্ষ করেন।

আদিতে প্রকাশ্যে সাম্প্রদায়িকতা নয় বরং ভৌগােলিক ভিত্তিতে বাংলাকে বিভক্ত করা হয়। এ ব্যাপারে রাজনৈতিক বিবেচনাসমূহ’ ছিল বােধ হয় অনুচিন্তা। সরকারের তরফ থেকে যুক্তি ছিল যে, বঙ্গভঙ্গ ছিল তিনটি প্রধান উদ্দেশ্যসম্বলিত অধিমিশ্রভাবে গৃহীত একটি প্রশাসনিক কার্যসাধনের উপায়।

প্রথমত- এর উদ্দেশ্য ছিল বাংলা সরকারের প্রশাসনিক দায়িত্বের কিয়দংশ উপশম এবং প্রত্যন্ত জেলাসমূহে অধিক দক্ষ প্রশাসন নিশ্চিত করা।

দ্বিতীয়ত- অনগ্রসর আসামকে (চীফ কমিশনার কর্তৃক শাসিত) যাতে সাগরে নির্গমপথ প্রদান করা যায় এরূপভাবে এক্তিয়ার বৃদ্ধি করার মাধ্যমে তার উন্নতিবিধান করা।

তৃতীয়ত- ইতস্তত বিক্ষিপ্ত উড়িয়া-ভাষাভাষী জনগণকে একক প্রশাসনের অধীনে একত্রিত করা। অধিকন্তু, চট্টগ্রাম, ঢাকা ও ময়মনসিংহ জেলাগুলিকে বাংলা থেকে পৃথক এবং আসামের সাথে সংযুক্ত করার প্রস্তাবও ছিল।

অনুরূপভাবে ছােট নাগপুরকে বাংলা থেকে বিচ্ছিন্ন করে মধ্যপ্রদেশের সাথে যুক্ত করার কথা বলা হয়েছিল। সরকারের প্রস্তাবসমূহ ১৯০৪ সালের জানুয়ারি মাসে আনুষ্ঠানিকভাবে প্রকাশিত হয় এবং তার ওপর জনমত নিরূপণের উদ্দেশ্যে কার্জন ১৯০৪ সালের ফেব্রুয়ারি মাসে পূর্ব বাংলার জেলাগুলি সফর করেন। তিনি বিভিন্ন জেলার নেতৃস্থানীয় ব্যক্তিবর্গের সাথে আলােচনা করেন এবং বিভক্তির ব্যাপারে সরকারের অবস্থান ব্যাখ্যা করে ঢাকা, চট্টগ্রাম ও ময়মনসিংহে বক্তৃতা দেন। এ সফরকালেই তিনি একটি বিস্তৃত কর্ম-পরিকল্পনা।

বাস্তবায়নের প্রয়ােজনীয়তা অনুভব করেন। এতে অন্তর্ভুক্ত থাকবে একজন লেফটেন্যান্ট। গভর্নরের অধীনে আইন পরিষদ, স্বতন্ত্র রাজস্ব কর্তৃত্ব ও একটি পরিপূর্ণরূপে সজ্জিত প্রশাসনকে ন্যায্য প্রতিপন্ন করতে পারে এমন ভূখণ্ড নিয়ে একটি স্বয়ংসম্পূর্ণ নতুন প্রদেশ সৃষ্টি। সম্প্রসারিত কর্ম-পরিকল্পনাটি আসাম ও বাংলা সরকারদ্বয়ের সম্মতি লাভ করে।

নতুন প্রদেশটি গঠিত হবে পার্বত্য ত্রিপুরা রাজ্য, চট্টগ্রাম, ঢাকা ও রাজশাহী (দার্জিলিং বাদে) বিভাগসমূহ এবং মালদা জেলাকে আসামের সাথে একত্র করে। বাংলাকে যে শুধু পূর্বদিকে এ বৃহৎ ভূখণ্ডসমূহ ছেড়ে দিতে হবে তাই নয়, তাকে হিন্দি-ভাষাভাষী পাঁচটি রাজ্যও মধ্যপ্রদেশকে ছেড়ে দিতে হবে।

পশ্চিম দিকে সম্বলপুর এবং মধ্যপ্রদেশ থেকে উড়িয়া-ভাষাভাষী পাঁচটি রাজ্যের সামান্য ভূখণ্ড বাংলা লাভ করবে। বাংলার নিজের দখলে যে ভূখণ্ড থেকে যায় তার আয়তন ১৪১,৫৮০ বর্গ মাইল এবং জনসংখ্যা পাঁচ কোটি চল্লিশ লক্ষ, যাদের মধ্যে চার কোটি বিশ লক্ষ হিন্দু ও নব্বই লক্ষ মুসলমান।

১৯০৩ সালের শেষ দিকে মূল প্রস্তাবাবলি প্রকাশিত হলে তা অভূতপূর্ব বিরােধিতার উদ্রেক করে, বিশেষত প্রভাবশালী শিক্ষিত মধ্যবিত্ত শ্রেণীর হিন্দুদের মাঝে। প্রস্তাবিত ভূখণ্ডগত বিন্যাস বিরাজমান স্বার্থযুক্ত দলসমূহের ওপর আঘাত হানে এবং ফলস্বরূপ তাদেরকে এর বিরােধিতায় প্ররােচিত করে। কলকাতার আইনব্যবসায়ীরা আশঙ্কা করে যে, নতুন প্রদেশ সৃষ্টির অর্থ হবে ঢাকায় আপিল কোর্টের প্রতিষ্ঠা এবং তাদের নিজস্ব হাইকোর্টের গুরুত্ব হ্রাস।

সাংবাদিকদের ভয় ছিল যে, স্থানীয় সংবাদপত্রসমূহ প্রকাশিত হলে কলকাতা থেকে প্রকাশিত সংবাদপত্র ও সাময়িকপত্রগুলির প্রচার-সংখ্যা সীমিত হয়ে পড়বে। কলকাতার ব্যবসায়ী সম্প্রদায় মনশ্চক্ষে অবলােকন করছিল যে, ব্যবসায়-বাণিজ্য কলকাতা থেকে যৌক্তিকভাবে অধিকতর নিকটবর্তী ও সুলভ বন্দর চট্টগ্রামে স্থানান্তরিত হবে।

পূর্ব ও পশ্চিম উভয় বাংলায় বিরাট ভূ-সম্পত্তির অধিকারী জমিদারগণ আগেভাগে বুঝতে পেরেছিলেন যে, ঢাকায় আলাদা জীবনযাত্রা প্রতিষ্ঠার প্রয়ােজনীয়তা দেখা দেবে, যার অর্থ অতিরিক্ত খরচের বােঝা। শিক্ষিত বাঙালি হিন্দুরা অনুভব করে যে, এটা ছিল বাংলা-ভাষাভাষী জনগণের জাতীয় সচেতনতা ও ক্রমবর্ধমান সংহতির ওপর কার্জনের হানা সুচিন্তিত আঘাত।

বাংলার অধিকাংশ বাণিজ্য ও বিভিন্ন পেশাজীবীদের নিয়ন্ত্রণকারী এবং গ্রাম্যসমাজে নেতৃত্ব দানকারী হিন্দুগণ মত প্রকাশ করে যে, বাঙালি জাতি বিভক্ত হয়ে যাবে।

সম্পূর্ণ বিহার ও উড়িষ্যা অন্তর্ভুক্ত হওয়ার ফলে বাংলাপ্রদেশেও তারা সংখ্যালঘুতে পরিণত হবে। তারা অভিযােগ| তােলে যে, এটা ছিল বাংলায় জাতীয়তাবাদী চেতনাকে শ্বাসরূদ্ধ করতে কার্জনের গােপন প্রচেষ্টা।

তারা দৃঢ়ভাবে বিশ্বাস করত যে, শিক্ষিত হিন্দু সম্প্রদায়ের অতি দ্রুত বর্ধনশীল শক্তিমত্তাকে ব্যাহত করার উদ্দেশ্যে পাল্টা ব্যবস্থা হিসেবে পূর্ব বাংলার মুসলিম প্রভাব বাড়ানােকে উৎসাহিত করা সরকারের প্রধান লক্ষ্য ছিল। তাই বিভক্তির বিরুদ্ধে প্রতিরােধকে তীব্রতর করতে অর্থনৈতিক, রাজনৈতিক ও সাম্প্রদায়িক স্বার্থসমূহ একত্রে জোট বেঁধেছিল।

গ) ভারতীয় জাতীয় কংগ্রেস প্রতিষ্ঠার পটভূমিঃ

উনবিংশ শতাব্দীর সংঘবদ্ধ রাজনৈতিক প্রয়াস এই সর্বভারতীয় রাজনৈতিক প্রতিষ্ঠান ‘ভারতীয় জাতীয় কংগ্রেস’ প্রতিষ্ঠার ক্ষেত্র প্রস্তুত করেছিল। জাতীয় কংগ্রেসের উষ্পতি সম্পর্কে বিভিন্ন মত ও তত্ত্ব প্রচলিত আছে।

(১) ১৮৩৭ খ্রিস্টাব্দে জমিদারদের সমিতি [Londholder’s Society] প্রতিষ্ঠার সময় থেকে ভারতবর্ষে যে সব সভা, সমিতি বা রাজনৈতিক প্রতিষ্ঠান প্রতিষ্ঠিত হয়েছিল তারই সর্বশেষ পরিণতি হল জাতীয় কংগ্রেসের প্রতিষ্ঠা।

(২) প্রকৃতপক্ষে ১৮৮৩ খ্রিস্টাব্দের ডিসেম্বর মাসে অনুষ্ঠেয় সর্বভারতীয় জাতীয় সম্মেলনকে কংগ্রেসের সূচনা পূর্ব বলা যায়। ডঃ অমলেশ ত্রিপাঠির ভাষায়, ‘কংগ্রেসের প্রায় দুবছর আগে তাঁর জাতীয় কনফারেন্সের প্রথম (কলকাতা) অধিবেশনকে জাতীয় কংগ্রেসের মহড়া বলা চলে।”

(৩) ১৮৮৪ খ্রিস্টাব্দের ডিসেম্বর মাসে দিল্লিতে লর্ড রিপনের বিদায় সম্বর্ধনা উপলক্ষ্যে সমবেত নেতৃবৃন্দ একত্র আলাপ আলােচনার প্রয়ােজনীয়তা অনুভব করেন এবং সেই পরিকল্পনা বাস্তবায়িত করার উদ্যোগ নেন। অনেকে এই উদ্যোগকেই কংগ্রেস প্রতিষ্ঠার প্রথম ধাপ বলে মনে করেন।

(৪) জাতীয় কংগ্রেসের প্রতিষ্ঠার ক্ষেত্রে অ্যালান অক্টাভিয়ান হিউমের অবদান ও তাঁর safety valve তত্ত্ব স্মরনীয় অবসরপ্রাপ্ত ইংরেজকর্মচারী অ্যালান অক্টাভিয়ান হিউম উপলব্ধি করেছিলেন যে ব্রিটিশ শাসনে ভারতবাসীর মধ্যে যে ক্ষোভ পুঞ্জিভূত হয়েছে তা যথাযত প্রকাশের সুযােগ করে না দিলে একদিন তা বিস্ফোরণের আকারে দেখা দিতে পারে।

(৫) হিউমের ‘সেফটি ভালভ তত্ত্ব’-ই যে জাতীয় কংগ্রেসের প্রতিষ্ঠার মূল কারণ তা বলা যায় না। জাতীয় কংগ্রেসের প্রতিষ্ঠার মূলে ছিল স্বদেশের রাজনৈতিক ও অর্থনৈতিক অগ্রগতির জন্য রাজনৈতিক চেতনাসম্পন্ন ভারতীয় নেতাদের প্রবল আকাঙ্খা। যে সব ভারতীয় নেতা হিউমের সঙ্গে সহযােগিতা করেছিলেন তাঁদের উদ্যোগেই জাতীয় কংগ্রেসের প্রতিষ্ঠা হয়েছিল।

গ) রাজনৈতিক কর্মসূচিঃ

১৮৮৫ খ্রিস্টাব্দে ভারতীয় জাতীয় কংগ্রেস প্রতিষ্ঠিত থেকে ১৯০৫ খ্রিস্টাব্দের পর্যন্ত জাতীয়তাবাদী আন্দোলনে যারা নেতৃত্ব দিয়েছিলেন তারা সাধারণভাবে মডারেট নরমপন্থী বলে পরিচিত। নরমপন্থী এই কারণে যে তারা সরাসরি ব্রিটিশ বিরােধী সংগ্রাম করতে প্রস্তুত ছিলেন না।

তারা বিশ্বাস করতেন যে দেশের পরিস্থিতি রাজনৈতিক স্বাধীনতা সংগ্রামের অনুকূল নয় এবং তারা জাতীয় চেতনাকে জাগ্রত করতে দিয়েছিলেন। রাজনৈতিক ধর্মীয় নেতাদের মধ্যে জাতীয় ঐক্য গড়ে তুলতে কাঠামাের উপর দাঁড়িয়ে তারা যে সমস্ত কর্মসূচি দিয়েছিলেন সেগুলাে নিচে তুলে ধরা হলাে।

উনিশ শতকের দ্বিতীয়ার্ধে ভারতে জাতীয়তাবােধের উন্মেষ লক্ষ্য করা যায়। ১৮৫৩ খ্রি. ইস্ট ইন্ডিয়া কোম্পানির চার্টার নবায়নের প্রাক্কালে শিক্ষিত ও সচেতন ভারতীয়দের মধ্যে সংগঠন গড়ার প্রবণতা দেখা যায়। এর কারণ ছিল ভারতীয়দের দাবি-দাওয়া কোন সংস্থার মাধ্যমে বৃটিশ কর্তৃপক্ষের নিকট পেশ করার তাগিদ।

অর্থাৎ এই সময়ে ভারতীয়দের মধ্যে রাজনীতি-সচেতনতা এবং দেশাত্মবােধের জন্ম হয়। কাজেই ১৮৮৫ খ্রি. ভারতীয় জাতীয় কংগ্রেস গঠিত হওয়ার পটভূমি ছিল পূর্ববর্তী ত্রিশ বছর সময়ে প্রতিষ্ঠিত বিভিন্ন স্থানীয় এবং শ্রেণীভিত্তিক সংগঠন ও সেগুলাকের কার্যক্রম সূচিত হওয়া ১৮৫১ খ্রিস্টাব্দের সেপ্টেম্বর মাসে ন্যাশনাল এসাসিয়েশন এবং অক্টোবর মাসে বৃটিশ ইন্ডিয়ান এসাসিয়েশন প্রতিষ্ঠিত হয়।

উনিশ শতকের শেষার্ধে জাতীয়তাবােধ আরাে প্রসার লাভ করে। ইংরেজি শিক্ষার বিস্তার যােগাযােগ ব্যবস্থার উন্নয়ন, সংবাদপত্রের মাধ্যমে বৃটিশ শাসনের ভালমন্দ সম্পর্কে আলােচনা ইত্যাদি ছিল এর প্রধান কারণ। তবে প্রাথমিক পর্যায়ে জাতীয় চেতনা উচ্চবিত্ত, মধ্যবিত্ত, শিক্ষিত এবং শহুরে শ্রেণীর মধ্যে সীমিত ছিল।

আলােচ্য সময়ের সবচেয়ে বিখ্যাত সংগঠন ছিল Indian Association বা ভারতসভা। ১৮৭৬ খ্রি. সুরেন্দ্রনাথ ব্যানার্জী এবং আনন্দমােহন বসু এটি প্রতিষ্ঠা করেন। সুরেন্দ্রনাথ একে “শিক্ষিত মধ্যবিত্ত শ্রেণীর রাজনৈতিক সচেতনতার প্রথম সংঘবদ্ধ রূপ” বলে উল্লেখ করেন । ইন্ডিয়ান এসাসিয়েশন এবং ন্যাশনাল মােহামেডান এসােসিয়েশনের মধ্যে কোন প্রকার বৈরী সম্পর্ক ছিল না।

১৮৮৩ খ্রি.ইলবার্ট বিল সম্পর্কিত আন্দোলনে এই দুই সংগঠন পারস্পরিক সহযােগিতার ভিত্তিতে অংশগ্রহণ করে এভাবে ভারতীয় জাতীয় কংগ্রেস প্রতিষ্ঠার পটভূমি তৈরি হয়। প্রথমদিকে ভারতীয় জাতীয় কংগ্রেসের বৎসর ব্যাপী কোনাে কার্যক্রম ছিল না। নেতারা শুধু বার্ষিক সম্মেলনে যােগদান করে বিভিন্ন বিষয়ে আলােচনা ও সিদ্ধান্ত গ্রহণ করতেন। কতিপয় জমিদার এবং দেশীয় রাজা এই প্রতিষ্ঠানের ব্যয়ভার বহন করতেন।

যেসব প্রতিনিধি সম্মেলনে আসতেন তারা প্রায় সবাই ছিলেন উচ্চশ্রেণীর হিন্দু এবং প্রধানত আইনজীবী। গান্ধীর অসহযােগ আন্দোলনের ফলে ভারতীয় রাজনীতিতে কংগ্রেসের অবস্থানের উন্নতি হয় এবং এর ফলে বিশের দশকে কংগ্রেস জাতীয়তাবাদ ভিত্তিক একটি অগ্রগামীদল হিসেবে প্রতিষ্ঠিত হয়।

ঘ) মুসলিম লীগ প্রতিষ্ঠার পটভূমিঃ

মুসলিম লীগ ১৯০৬ সালের ডিসেম্বর মাসে প্রতিষ্ঠিত একটি রাজনৈতিক দল। শুরুতে আগা খান এবং চূড়ান্ত পর্যায়ে মােহাম্মদ আলী জিন্নাহ কর্তৃক পরিচালিত এ দলটি মুসলিম জাতীয়তাবাদের পক্ষে জনসমর্থন তৈরিতে এবং অবশেষে ১৯৪৭ সালে পাকিস্তান সৃষ্টির ক্ষেত্রে মূল ভূমিকা পালন করে।

১৯০৬ সালের ৩০ ডিসেম্বর ঢাকায় মুসলিম লীগ প্রতিষ্ঠার পটভূমি ১৮৮৫ সালে ভারতীয় জাতীয় কংগ্রেস প্রতিষ্ঠার সময় হতে চিহ্নত করা যেতে পারে। ভারতের মুসলিম নেতৃবৃন্দ মুসলমান সম্প্রদায়ের শিক্ষাসংক্রান্ত সমস্যাসমূহ আলােচনা এবং সরকারের প্রতি আনুগত্য প্রচার করার জন্য বছরে একবার অনানুষ্ঠানিকভাবে সভায় মিলিত হতাে।

কংগ্রেসের পৃষ্ঠপােষকতায় বঙ্গভঙ্গের (১৯০৫) বিরুদ্ধে পরিচালিত বিক্ষোভ এবং স্বদেশী আন্দোলনের প্রেক্ষাপটে এমনি এক সভা (সর্বভারতীয় মুসলিম শিক্ষা সম্মেলন) ১৯০৬ সালে ঢাকার শাহবাগে অনুষ্ঠিত হয়। ইতিপূর্বে মুসলমান নেতাদের একটি প্রতিনিধিদল মুসলমান সম্প্রদায়ের বিশেষ সমস্যাবলি তুলে ধরার জন্য সিমলায় গভর্নর জেনারেল লর্ড মিন্টোর সঙ্গে সাক্ষাৎ করেন।

বঙ্গভঙ্গের গোঁড়াসমর্থক ঢাকার নওয়াব খাজা সলিমুল্লাহ কংগ্রেস সমর্থকদের বঙ্গভঙ্গ বিরােধী বিক্ষোভ মােকাবিলা করার জন্য একটি রাজনৈতিক দল গঠনের প্রয়ােজনীয়তা অনুভব করেন। ভারতীয় মুসলমানদের স্বার্থ সংরক্ষণের উদ্দেশ্যে তিনি এ সভায় একটি রাজনৈতিক মঞ্চ গঠনের প্রস্তাব করেন। সভার সভাপতি নওয়াব ভিকার-উল-মুলক প্রস্তাবটি সমর্থন করেন এবং এভাবে সর্ব ভারতীয় মুসলিম লীগ সৃষ্টি হয়।

লক্ষ্য-উদ্দেশ্যঃ

মুসলিম লীগের লক্ষ্য ও উদ্দেশ্য ছিল চারটিঃ

১। ব্রিটিশ সরকারের প্রতি ভারতীয় মুসলমানদের আনুগত্য সুনিশ্চিত করা এবং সরকারি ব্যবস্থা সম্পর্কে মুসলমানদের মনে কোন সন্দেহ সৃষ্টি না করে দেওয়া।

২। মুসলমানদের রাজনৈতিক স্বার্থ রক্ষা করা।

৩। জাতীয় কংগ্রেসের প্রভাব-প্রতিপত্তি খর্ব করা।

৪। মুসলিম লীগ ঘােষনা করে যে ভারতের হিন্দু মুসলমানদের মিত্রতা সম্ভব কিন্তু রাজনৈতিক নেতা সম্ভব নয়।প্রকৃতপক্ষে আলীগড় আন্দোলনের মুসলিম লীগের প্রতিষ্ঠা হয় বাংলাদেশের মুসলিম লীগ প্রতিষ্ঠিত হলেও এর প্রধান কার্যালয় লক্ষৌরে স্থাপিত হয়।
