Pradhan Mantri Ujjwala Yojana is an ambitious social welfare scheme of Narendra Modi government launched on 1st May 2016 from Ballia in Uttar Pradesh. Under this scheme, the government aims to provide free LPG connection to BPL households in the country and to enhance the status of women and caring for their health.

The primary objective of this scheme to make available 5 crore LPG connection over 3 years to women in BPL families with the financial assistance of Rs 1600. Identification of BPL families will be done through socio-economic caste census (SECC) date. Rs 8000 crore has been allocated towards the implementation of the scheme. Till now 3.78 crore LPG connections were given under this scheme.

PMUY is likely to create employment up to 1 lakh, provide the business opportunity of at least 10,000 crores and give a great boost to make in India campaign as all the manufacturers of the cylinder, gas stubs and regulators are domestic. Moreover, it will also reduce the pollution level, serious health hazards, and deaths due to unclean cooking fuels which are about 5 lakh every year in India.

Some challenges may come in the way of PMUY that is the absence of proper and authentic data of BPL families, lack of awareness regarding benefits of LPG, costly refilling and malpractices such as selling LPG cylinders in the black market.

Introducing search scheme is the need of the hour and will certainly help the weaker section of society. Such kind of visionary initiative will curb the economic disparities of society and foster the growth of a healthy society.

The Pradhan Mantri Ujjwala Yojana (PMUY) is an effective scheme to aid poor section of Indian society. Prime Minister Narendra Modi has launched the scheme in Ballia, Uttar Pradesh. While launching the scheme on 10 March 2016, PM Modi said that the cooking gas scheme will benefit 5 crore families till 2019. But, We have shown how the petroleum sector is for the poor and they don’t get any benefit from that. Pradhan Mantri Ujjwala Yojana will be implemented by the Ministry of Petroleum & Natural Gas. The scheme will be implemented on an emergency basis.

Main objectives of PMUY are enhancing the status of women and caring their health, help to decrease air pollution due to use of fossil fuel, lessening the serious health risks related with cooking based on fossil fuels, reducing the number of deaths due to unclean cooking fuels, which is about 5 lakh every year in India, preventing young children from acute respiratory illnesses caused due to indoor air pollution by burning the fossil fuels.

The documentation of eligible BPL families will be made in consultation with the State Governments and the Union Territories. Best part of the scheme is that only the women candidate from the BPL households is entitled to apply for Ujwala Yojana. This scheme has numerous challenges like identification of poor household for allotment of free LPG connection in the absence of proper and authentic data and usage of socio economic caste census data may be misused by well offs or it remain poorly targeted.

To sum up, PMUY is one of the most important schemes to assist the unemployed or self-employed individuals of India. To support poor section Pradhan Mantri Ujjwala Yojana was started. It will not only reduce the pollution but improve the quality of life of poor.

उज्ज्वल भविष्य के संकेत– इक्कीसवीं सदी भारत की होगी। भारत विश्व की महाशक्ति बनेगा। ऐसी घोषणाएँ भारत के राजनेताओं, अर्थशास्त्रियों और वैज्ञानिकों ने की है। अनेक विदेशी विद्वानों ने भी भारत के उज्ज्वल भविष्य की भविष्यवाणियाँ की हैं। क्या यह सपना सच होगा ? क्या वास्तव में हम महाशक्ति, विकसित राष्ट्र बनने के मार्ग पर बढ़ रहे हैं ? इन प्रश्नों पर विचार करना आवश्यक है।

प्रगति के आधार– भारत की चहुमुखी उन्नति के इन दावों और भविष्यवाणियों के पीछे कुछ ठोस आधार दिखायी देते हैं। पिछले कुछ वर्षों में भारत ने सभी क्षेत्रों में अपनी योग्यता का लोहा मनवाया है। हमने अपने आपको विश्व का सबसे बड़ा और स्थिर लोकतंत्र साबित किया है। हमारी अर्थव्यवस्था निरन्तर प्रगति कर रही है। पिछली विश्वव्यापी मंदी को हमने अपनी सूझ–बूझ से परास्त किया है।

हमारी अनेक कम्पनियों ने विदेशी कम्पनियों का अधिग्रहण करके भारत की औद्योगिक कुशलता का प्रमाण दिया है। हमारे शिक्षक, वैज्ञानिक और उद्योगपति विदेशों में भी अपनी प्रतिभा का डंका बजा रहे हैं। विज्ञान, चिकित्सा, व्यवसाय, कला, सैन्य–शक्ति, शिक्षा और संस्कृति, हर क्षेत्र में हमने नए–नए कीर्तिमान स्थापित किये हैं। ये सभी बातें भारत के उज्ज्वल भविष्य में हमारा विश्वास दृढ़ करती हैं।

विविध क्षेत्रों में प्रगति– इसमें संदेह नहीं कि भारत ने विविध क्षेत्रों में उल्लेखनीय प्रगति की है। हमारे वैज्ञानिकों ने अनेक मौलिक खोजें की हैं। अंतरिक्ष विज्ञान, चिकित्सा, अस्त्र–शस्त्रों का विकास, औद्योगिक कुशलता, दूर–संचार, परमाण–शक्ति आदि क्षेत्रों में हमारी प्रगति उल्लेखनीय है। आर्थिक क्षेत्र में हमारी प्रगति का प्रमाण हमारी अर्थव्यवस्था की स्थिरता और निरंतर विकास से मिलता है।

जब विश्वव्यापी मंदी से संसार की बड़ी–बड़ी अर्थव्यवस्थाएँ ढह रहीं थीं तब भारतीय अर्थव्यवस्था ने इससे अप्रभावित रहकर अपनी विश्वसनीयता प्रमाणित की। विदेशी निवेश का बढ़ना और विदेशी कम्पनियों का अधिग्रहण भी हमारी अर्थव्यवस्था की सफलता का प्रमाण देता है। इसके अतिरिक्त शिक्षा और संस्कृति के क्षेत्र में भी हमने उल्लेखनीय प्रगति की है।

बाधाएँ और निराकरण– भारत की प्रगति–यात्रा के मार्ग में अनेक बाधाएँ भी हैं। ढाँचागत सविधाओं का अभाव, गरीबी, अशिक्षा, भ्रष्टाचार, राजनीतिक अपराधीकरण, वोट की राजनीति, महिलाओं की उपेक्षा, आतंकवाद और नक्सलवाद आदि बाधाओं पर विजय पाए बिना हमारे सारे सपने अधूरे रह जायेंगे। चरित्र की दृढ़ता, पारदर्शिता और दृढ़ प्रशासन, जनता और सरकार का तालमेल आदि ऐसे उपाय हैं जिनसे हम इन बाधाओं को दूर कर सकते हैं।

भारतीयों की भूमिका– भारत के भविष्य को उज्ज्वल बनाने में जनता की भी अनिवार्य भूमिका है। जाति, संप्रदाय, निजी स्वार्थ आदि को ठुकराकर आपसी सद्भाव स्थापित करना हर नागरिक का कर्त्तव्य है। सभी भारतीय जन संगठित होकर बुराइयों का विनाश करें और राष्ट्र की उन्नति में सहयोग करें तभी भारत विश्व की महाशक्ति बनेगा।

Pradhan Mantri Ujjwala Yojana Launched in May 2016.

To provide LPG (liquefied petroleum gas) connections to poor households.

A deposit-free LPG connection is given to eligible with financial assistance of Rs 1,600 per connection by the Centre.
The scheme gained traction with its ambit being expanded to include 80 million poor families from the earlier target of 50 million families with an additional allocation of Rs. 4,800 crore.

Eligibility criteria

Applicant must a woman above the age of 18 and a citizen of India.
Applicant should belong to a BPL (Below Poverty Line) household.
No one in the applicant’s household should own an LPG connection.
The household income of the family, per month, must not exceed a certain limit as defined by the government of the Union Territories and State Government.
Applicant must not be a recipient of other similar schemes provided by the government.
Empowering women and protecting their health.
Reducing the serious health hazards associated with cooking based on fossil fuel.
Reducing the number of deaths in India due to unclean cooking fuel.
Preventing young children from significant number of acute respiratory illnesses caused due to indoor air pollution by burning fossil fuel.

Under Ujjwala 2.0

Migrant workers would no longer have to struggle to get address proof documents to get the gas connections.
They workers would only be required to submit a self-declaration of their residential address to get the gas connection.

Parliamentary committee’s observations on performance of the PM Ujjwala Yojana.

Key observations:

The government in September, 2019 met the target of eight crore LPG connections under the Pradhan Mantri Ujjwala Yojana.
But, only three States have become kerosene-free.
These include- Haryana, Punjab and Andhra Pradesh.
Union Territories that have become kerosene-free are the Union Territories of Delhi, Chandigarh, Daman & Diu, Dadar & Nagar Haveli, Andaman & Nicobar Island and Puducherry.

Key issues and gaps highlighted by the Committee:

The scheme is no longer running.
The committee was upset at the closure of the scheme and said there was still a lot of ground to cover.
There are poor households in the general category in urban and semi-urban localities that also need to be covered.
Large segments of people in various States still depended on kerosene for cooking and household lighting.
The scheme should be extended to poor households in urban and semi-urban slum
There is need for achieving a higher LPG coverage of the population by providing connections to households that do not have LPG.

Despite government’s support for the promotion of clean cooking fuel, large people in India still rely on solid fuels.

Most people believe that food cooked on a chulha was healthier and tastier. In contrast, rotis cooked on gas cause indigestion.
They also believe cooking with solid fuels was healthy for the person cooking too: fumes purified the eyes because they caused tears, and in blowing into a traditional stove, a woman did kasrat (exercise).

What can policymakers do to achieve exclusive use of clean fuels in rural India?

Three strategies could work:

Communicating the harms of solid fuels and the benefits of cleaner fuels;
reducing the cost of LPG cylinder refills in rural areas; and
promoting gender equality within households, particularly in cooking and related tasks.

List of measures

A large anti-tobacco style campaign communicating that solid fuels harm respiratory health, may change these beliefs. Similarly, advertisements that food cooked on gas can be as tasty and healthy as food cooked on a chulha would be helpful.
Reducing LPG prices in rural areas, where residents are poorer and solid fuels are easier to access, would also help. One way is to build on the targeting experience of the National Food Security Act.
Current Ujjwala messaging, which focuses on the benefits of clean fuels for women, reinforces inequality. Advertisements showing that gas is so good that even men can cook with it will challenge both misinformation on LPG and gender inequalities in household tasks.

On 12th May 2020, while addressing the country amid coronavirus pandemic, Prime Minister Narendra Modi announced the Atmanirbhar Bharat or self-sufficient India concept. So, the literal meaning is self-independence, where India needs to make sure that the 21st century belongs to it. Rubber and tea plantations in Kerala and Assam suffered a considerable loss due to the halt in farm operations.

The restricted mobility has obstructed the sales of vegetables and fruits. In such situations, the idea of Atmanirbhar Bharat seems futile. The intended objective of this concept is two-fold. First, for the poor people, interim measures like liquidity and direct cash transfer are released, which will act as shock absorbers. Second, the plan is to bring reforms in the growth-critical sector to make it globally attractive.

When these measures are applied, then it will revive the economic activity and create opportunities in micro, small, agriculture and medium sectors. Also, it will bring substantial growth in power, coal, defence, aviation and mining. The scheme formulated is a one-step towards the one nation one market and help India emerge as the food factory of the world.

The MGNREGA may help the distressed migrants in villages due to the infusion of 40,000 crore. For finance-starved sector, Rs 3 lakh crore has been provided as a collateral-free loan facility. As the MSME (micro, small and medium enterprise) is the largest employment generating sector, this plan would ensure their sustenance and thereby help in India comparative advantage.

Moreover, the newly launched PM e-vidya programme will secure schools, colleges and universities as it will assist them in conducting online courses without further loss in teaching. The expenditure on health will be increased by ramping up health and wellness centres in rural and urban places. A sum of rupees 3 lakh 10 crores is to be provided to dairy, animal husbandry and fisheries.

भारत का भविष्य उज्जवल है। भरत इक्कीसवीं सदी में प्रवेश कर गया है। यह सदी भारत के लिए अत्यंत शुभ है। इस सदी में भारत सफलता के नए आयाम छुएगा। भारत एक सशक्त लोकतांत्रिक देश है भारत एक शक्तिशाली देश के रूप में उभरेगा। यह विश्व की महान शक्ति के रूप में उभरेगा। इस समय भारत विकासशील देशों की श्रेणी में है। 2030 तक यह एक विकसित देश बन जाएगा।

इक्कीसवीं सदी भारत के लिए उपलब्धियों से भरी होगी। इस सदी में कम्प्यूटर के प्रयोग का बाहुल्य होगा। कम्प्यूटर मशीनी मस्तिष्क का स्थान लेगा। कम्प्यूटर चुनाव-विश्लेषण, राजनैतिक सूचनाओं का एकत्रीकरण एवं विश्लेषण तथा सरकारी कार्यालयों का काम करने में महत्वपूर्ण भूमिका का निर्वाह करेगा। कई आलोचकों ने यह संभावना व्यक्त की है कि इससे बेरोजगारी की समस्या और भी विकराल रूप धारण कर लेगी। सरकार की योजना यह है कि मानव शक्ति का उपयोग दूसरे क्षेत्रों में किया जाएगा, अतः यह आशंका निर्मूल सिद्ध होगी। इक्कीसवीं सदी में भारत में संचार क्रांति अपनी चरम सीमा पर पहूँच जाएगी।

भारत इस समय गरीबी की समस्या से उलझा हुआ है। वह गत 50-55 वर्ष से इस समस्या से मुक्त होने का प्रयास कर रहा है। आर्थिक स्वतंत्रता पाना भारत का एक लक्ष्य रहा है। भारत सरकार एक सुनियोजित ढंग से अर्थव्यवस्था बनाने की दिशा में प्रयत्नशील है। आशा की जाती है कि 21वीं शताब्दी के कुछ दशकों में गरीबी का अभिशाप हमसे विदा ले चुका होगा। प्रत्येक देशवासी को रोजगार, वस्त्र, भोजन एवं आवास जुटाने का लक्ष्य पूरा होते ही गरीबी छूमंतर हो जाएगी। इक्कीसवीं सदी में सभी भारतवासियों के सुखी जीवन की कल्पना की जा रही है।

भारत में औद्योगिक विकास की दर अभी तक कम है। इस दिशा में प्रयत्न जारी है। इक्कीसवीं सदी के आगमन के साथ हमारे उद्योग पूरी गति के साथ उत्पादन कर सकेंगे। उद्यागों की नई इकाइयाँ स्थापित की जा रही हैं। आशा की जाती है कि इक्कीसवीं सदी में उद्योगों का जाल बिछ जाएगा और हम विश्व-बाजार की प्रतिस्पर्धा में टिक सकंेगे।

यद्यपि कृषि की दशा अब भी संतोषजनक है, फिर भी जनसंख्या वृद्धि की दर को देखते हुए और इक्कीसवीं सदी की कल्पना करते हुए कृषि को बेहतर सुविधाएँ प्रदान करना तिांत आवश्यक है। दालों का उत्पादन बढ़ाया जाना आवश्यक है। इक्कीसवीं सदी में हम अन्न संकट से पूरी तरह उबर सकेंगे। खाद, सिंचाई एवं उत्तम बीजों की सहायता से इस पर काबू पाया जा सकेगा।

इक्कसीवीं सदी की कल्पना का भारत अपनली सांस्कृतिक धरोहर की रक्षा करने में पूर्णतः समर्थ होगा। हमारी संस्कृति सत्यंत प्राचीन होने के साथ-साथ महान है। आज पाश्चात्य प्रभाव ने हमें अपनी संस्कृति से थोड़ा अलग-थलग कर दिया है, पर देश में सांस्कृतिक पुनर्जागरण का अभियान योजनाबद्ध ढंग से चलाया जा रहा है। देश में सात सांस्कृतिक केन्द्रों की स्थापना इसी दिशा में सफल प्रयास है। विदेशांें में भी ‘भारत-उत्सव’ आयोजित किए गए हैं। इनसे विश्व में भारत की छवि निखरी हैं इस क्षेत्र में इक्कीसवीं सदी निश्चय ही सुखद होगी। भारत एक बार पुनः अपना खेया गौरव प्राप्त कर लेगा।

वर्तमान समय में देश अशांति एवं अराजकता के दौर से गुजर रहा है। कुछ विघटनकारी गतिविधियों ने देशवासियों को शंकित बना दिया है। निहत्थे एवं निर्दोष व्यक्तियों की हत्या चिंता का विषय है। सरकार सख्ती के साथ आतंकवाद को कुचलने में जुटी हुई है। ऐसा विश्वास करने के पर्याप्त प्रमाण हैं कि इक्कीसवीं सदी का भारत इस समस्या से पूरी तरह मुक्त होगा। उस समय तक देश में पूरा अमन‘-चैन होगा। देश में आपसी भाईचारे का वातावरण बन चुका होगा। सांप्रदायकि सद्भाव के वातावरण में सब भारतवासी प्रसन्नतापूर्वक रह सकेंगे।

हमें आशावादी दृष्टिकोण अपनाना चाहिए। लुभावनी कल्पना मन को सुनहरे स्वप्नों की दुनिया में ले जाती है। स्वप्न देखना बुरी बात नहीं हैं स्वप्न भी हमें दिशा ज्ञान देते हैं। इक्कीसवीं सदी की सुखद कल्पना पूूरी हो सकती है, यदि हम अभी से पूरे तैयारी से जुट जाएं। कठोर परिश्रम सफलता की कंुजी है । इक्कीसवीं सदी निश्चय ही भारत का भाग्य विधाता सिद्ध होगी। भारत विश्व के मानचित्र पर सशक्त देश के रूप में उभरेगा।

Essay on Viksit Bharat: The Prime Minister of India, Shri Narendra Modi, has an ambition for India; that is to make India a ‘Developed Country’. The Leader has stated that every action of an Indian civilian should be done to make India a developed country; that is, Viksit Bharat.

The formal launch of the Viksit Bharat Mission was a major milestone in India’s development. It is an opportunity for India to show its true potential and become a developed country by 2047, which will complete the 100 years of India’s independence. With the rapid development in major sectors of the economy , experts have predicted that this mission will be accomplished within its time limit.

Viksit Bharat History

On 11 December 2023, the Indian Prime Minister launched the Viksit Bharat @2047 scheme via a video conferencing platform. In this video conference, he declared the formal launch of this scheme along with its four pillars: Yuva (Youth), Garib (Poor), Mahila (Women) and Kisan (Framers).

Viksit Bharat represents a blueprint for India’s development. It aims to achieve the ‘India Great’ target by the year 2047; which was termed as ‘Amrit Kaal’. On 3rd March 2024, the Prime Minister chaired the Council of Ministers, where he talked about a plan for the next five years to work on the ‘Viksit Bharat 2047’ vision.

He stated that if the National Democratic Alliance (NDA) forms a government after the upcoming Lok Sabha elections in 2024, the government will aim to make India a global power in terms of economic growth, social development, technological innovations and soft diplomacy.

Viksit Bharat Key Objectives

The Viksit Bharat has been the prime focus of the NDA. The Prime Minister has expressed his ministry’s action plan to make India a developed nation by 2047. The immediate objectives of the Viksit Bharat scheme are economic growth and sustainable development goals, better standard of living, ease of doing business, infrastructure, social welfare, etc.

To achieve the Viksit Bharat objectives, the Indian Prime Minister aims to enable every Indian citizen to participate in the country’s development at their own level. PM Modi’s vision is strong and sustainable, where every individual will be offered decent living standards and an opportunity to serve their mother country.

The government is encouraging investors to invest in India for advanced economic growth in the subsequent years. The sub-schemes launched under this mission show the government’s dedication to creating a favourable environment for economic growth and business development.

The government is constantly encouraging the youth to actively participate in the government’s schemes and engage in entrepreneurial activities. With schemes like Startup India, Made in India, and Digital India, more and more people are encouraged to participate in the government’s plans for India’s development.

The government is launching schemes on its digital platforms that encourage people to understand the importance of indigenous products and rely on their skills.’

Developing world-class infrastructure to promote sustainable development and an enhanced standard of living for everyone is another objective of the Viksit Bharat scheme. The government is launching large-scale projects to develop the country’s infrastructure, which includes the construction of world-class roads and highways, trains and railway stations, ports, etc. Some of the popular projects launched by the government are the Pradhan Mantri Awas Yojana , Smart Cities Mission, Bharatmala, Sagarmala, etc.

Developments So Far

India is currently ranked #5 in economic development in the world, where the nominal GDP is approximately USD 4 Trillion. However, the Indian government is planning to secure the 3rd spot in economic development by surpassing Japan and Germany.

On 3rd March 2024, the Prime Minister discussed the entire roadmap of this scheme with the Cabinet Ministers. Viksit Bharat is a result of over 2 years of intensive preparation. It involves a holistic approach where all the ministries are involved to achieve its prime objective: Make India Great.

The government strategised its planning by consulting its ministers, state governments, academic institutions, private organizations, and ordinary people to come up with innovative and sustained ideas for India’s growth.

The government’s vision for ‘Viksit Bharat’ is that of a “prosperous Bharat in harmony with nature, with modern infrastructure, and providing opportunities for all citizens and all regions to reach their potential. Furthermore, the pursuit of happiness is recognized as a central aspect of this transformative journey. It is acknowledged that true development cannot be achieved without ensuring the happiness and well-being of the population.

Key Initiatives undertaken so far for Viksit Bharat@2047 Agenda Key initiatives for Viksit Bharat@2047 include the Viksit Bharat Sankalp Yatra, aimed at creating awareness among people towards the scheme.PM Modi stressed education and youth involvement, launching 'Voice of Youth' and 'Ideas from Youth' to encourage young people to contribute their ideas. The government plans reforms, interest-free loans to states, and support for small businesses to foster growth and competitiveness in the market. The government’s free ration scheme, Ayushman scheme, 80% discounts on medicines, the PM Samman Nidhi scheme for farmers, houses for the poor, tapped water connections, and construction of new toilets will continue at a fast pace.

Challenges The goal of achieving 'Viksit Bharat' faces several challenges, including the impact of rising population growth, income inequality, inadequate healthcare and education access and environmental degradation. Additionally, there are hurdles related to infrastructure development, regulatory frameworks, and tax policies.Additionally, reliance on GDP as a sole metric overlooks vital social indicators.

Way Forward To achieve Viksit Bharat by 2047, a bold agenda must be communicated effectively to all stakeholders. The youth, being the largest population group, play a crucial role and must contribute innovative ideas. India must prioritize human development through high-quality education, healthcare and skill enhancement. Sustainable practices, innovation, and good governance, coupled with poverty reduction and entrepreneurship, will drive India's path to development, ensuring prosperity for all citizens .
