• The Cold War began after World War Two. The main enemies were the United States and the Soviet Union. The Cold war got its name because both sides were afraid of fighting each other directly. In such a "hot war," nuclear weapons might destroy everything. So, instead, they fought each other indirectly. They supported conflicts in different parts of the world. They also used words as weapons. They threatened and denounced each other. Or they tried to make each other look foolish.
• The United States and the Soviet Union were the only two superpowers following the Second World War. The fact that, by the 1950s, each possessed nuclear weapons and the means of delivering such weapons on their enemies, added a dangerous aspect to the Cold War. The Cold War world was separated into three groups. The United States led the West. This group included countries with democratic political systems. The Soviet Union led the East. This group included countries with communist political systems. The non-aligned group included countries that did not want to be tied to either the West or the East.
• As World War II neared its conclusion, the future of Eastern Europe became a point of contention between the Soviet Union and its Western allies. The Soviet Union had been invaded via Eastern Europe in both the First and Second World Wars. In both conflicts, some of the nations of Eastern Europe had participated in those invasions. Both Wars had devastated the Soviet Union. An estimated twenty-five million Russians were killed during the Second World War. The Soviet Union was determined to install "friendly" regimes throughout Eastern Europe following the War. The strategic goal was to protect its European borders from future invasions. Since the Soviet Union was a communist state, the Soviet government preferred to install communist regimes throughout Eastern Europe. The Red Army was liberating the nations of Eastern Europe and therefore, the Soviet Union was in a position to influence the type of governments that would emerge following the War.
• The cold war began because of this struggle for control of the politics of these nations. By 1948, pro-Soviet regimes were in power in Poland, Bulgaria, Hungary, Romania, and Czechoslovakia.
• The Western democracies, led by the United States, were determined to stop the spread of communism and Soviet power.
• While not being able to stop the Soviets in Eastern Europe, the U.S. and Britain were determined to prevent communist regimes from achieving power in Western Europe. During the Second World War, communists parties throughout Western Europe, had gained popularity in their resistance to Nazi occupation. There was a real possibility the communist parties would be elected in both France and Italy.
• Harry Truman was the first American president to fight the Cold War. He used several policies. One was the Truman Doctrine. This was a plan to give money and military aid to countries threatened by communism. The Truman Doctrine effectively stopped communists from taking control of Greece and Turkey. Another policy was the Marshall Plan, which provided financial and economic assistance to the nations of Western Europe. This strengthened the economies and governments of countries in western Europe, and as the economies of Western Europe improved, the popularity of communist parties declined.
• The United States also led the formation of the North Atlantic Treaty Organization in 1949. NATO was a joint military group. Its purpose was to defend against Soviet forces in Europe (or, as the saying went, "to keep Russia out, America in and Germany down). The first members of NATO were Belgium, Britain, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Portugal, and the United States. The Soviet Union and its east European allies formed their own joint military group -- the Warsaw Pact -- six years later.
• Cold War tensions increased, then eased, then increased again over the years. The changes came as both sides actively tried to influence political and economic developments around the world. For example, the Soviet Union provided military, economic, and technical aid to communist governments in Asia. The United States then helped eight Asian nations fight communism by establishing the Southeast Asia Treaty Organization. In the mid 1950s, the United States began sending military advisers to help South Vietnam defend itself against communist North Vietnam. That aid would later expand into a long and bloody period of American involvement in Vietnam.
• Tens of thousands of East Germans had fled to the west. East Germany's communist government decided to stop them. It built a wall separating the eastern and western parts of the city of Berlin. Guards shot at anyone who tried to flee by climbing over.
• During Kennedy's second year in office, American intelligence reports discovered Soviet missiles in Cuba. The Soviet Union denied they were there. American photographs proved they were. The Cuban Missile Crisis easily could have resulted in a nuclear war. But it ended after a week. Khruschchev agreed to remove the missiles if the United States agreed not to interfere in Cuba.
• The Berlin Blockade and the Cuban Missile Crisis were major confrontations of the cold war
• Some progress was made in easing Cold War tensions when Kennedy was president. In 1963, the two sides reached a major arms control agreement. They agreed to ban tests of nuclear weapons above ground, under water, and in space.
• Relations between east and west also improved when Richard Nixon was president. He and Leonid Brezhnev met several times. They reached several arms control agreements. One reduced the number of missiles used to shoot down enemy nuclear weapons. It also banned the testing and deployment of long-distance missiles for five years.
• Limited Test Ban Treaty (LTBT) - 1963 Prohibited all testing of nuclear weapons except underground.
• Nuclear Non-Proliferation Treaty (NPT) - signed 1968, into force 1970 An international treaty (currently with 189 member states) to limit the spread of nuclear weapons. The treaty has three main pillars nonproliferation, disarmament, and the right to peacefully use nuclear technology.
• Interim Agreement on Offensive Arms (SALT I) - 1972 The Soviet Union and the United States agreed to a freeze in the number of intercontinental ballistic missiles (ICBMs) and submarine-launched ballistic missiles (SLBMs) that they would deploy.
• Anti-ballistic Missile Treaty (ABM) - 1972 The United States ans Soviet Union could deploy ABM interceptors at two sites, each with up to 100 ground-based launchers for ABM interceptor missiles. In a 1974 Protocol, the US and Soviet Union agreed to only deploy an ABM system to one site.
• Strategic Arms Limitation Treat (SALT II) - 1979 Replacing SALT I, SALT II limited both the Soviet Union and the United States to an equal number of ICBM launchers, SLBM launchers, and heavy bombers. Also placed limits on Multiple Independent Reentry Vehicles (MIRVS).
• Intermediate-Range Nuclear Forces Treaty (INF) - 1987 Created a global ban on short- and long-range nuclear weapons systems, as well as an intrusive verification regime.
• Strategic Arms Reduction Treaty (START I) - signed 1991, ratified 1994 Limited long-range nuclear forces in the United States and the newly independent states of the former Soviet Union to 6,000 attributed warheads on 1,600 ballistic missiles and bombers.
• Strategic Arms Reduction Treaty II (START II) - signed 1993, never put into force Signed in 1993 but never entered into force, START II was a bilateral agreement between the U.S. and Russia which attempted to commit each side to deploy no more than 3,000 to 3,500 warheads by December 2007 and also included a prohibition against deploying multiple independent reentry vehicles (MIRVs) on intercontinental ballistic missiles (ICBMs)
• Strategic Offensive Reductions Treaty (SORT or Moscow Treaty) - signed 2002, into force 2003 A very loose treaty that is often criticized by arms control advocates for its ambiguity and lack of depth, Russia and the United States agreed to reduce their "strategic nuclear warheads" (a term that remain undefined in the treaty) to between 1,700 and 2,200 by 2012.
• Comprehensive Test Ban Treaty (CTBT) - signed 1996, not yet in force The CTBT is an international treaty (currently with 177 state signatures) that bans all nuclear explosions in all environments. While the treaty is not in force, Russia has not tested a nuclear weapons since 1990 and the United States has not since 1992.
• While the vast majority of states have adhered to the stipulations of the Nuclear Nonproliferation Treaty, a few states have either refused to sign the treaty or have pursued nuclear weapons programs while not being members of the treaty. The United States and the global community at large view the pursuit of nuclear weapons by these states as a threat to nonproliferation and world peace, and therefore seek policies to discourage the spread of nuclear weapons to these "rogue states".

• After 24 years without testing India resumed nuclear testing with a series of nuclear explosions known as "Operation Shatki." Prime Minister Vajpayee authorized the tests on April 8, 1998, two days after the Ghauri missile test-firing in Pakistan.
• On May 11, 1998, India tested three devices at the Pokhran underground testing site, followed by two more tests on May 13, 1998. The nuclear tests carried out at 345 pm on May 11th were claimed by the Indian government to be a simultaneous detonation of three different devices - a fission device with a yield of about 12 kilotons (KT), a thermonuclear device with a yield of about 43 KT, and a sub-kiloton device. The two tests carried out at 1221 pm on May 13th were also detonated simultaneously with reported yields in the range of 0.2 to 0.6 KT.
• However, there is some controversy about these claims. Based on seismic data, U.S. government sources and independent experts estimated the yield of the so-called thermonuclear test in the range of 12-25 kilotons, as opposed to the 43-60 kiloton yield claimed by India. This lower yield raised skepticism about India's claims to have detonated a thermonuclear device.
• Observers initially suggested that the test could have been a boosted fission device, rather than a true multi-stage thermonuclear device. By late 1998 analysts at Lawrence Livermore National Laboratory had concluded that the India had attempted to detonate a thermonuclear device, but that the second stage of the two-stage bomb failed to ignite as planned.
• India's 1974 testing of a nuclear "device" gave Pakistan's nuclear program new momentum. Through the late 1970s, Pakistan's program acquired sensitive uranium enrichment technology and expertise. The 1975 arrival of Dr. Abdul Qadeer Khan considerably advanced these efforts. Dr. Khan is a German-trained metallurgist who brought with him knowledge of gas centrifuge technologies that he had acquired through his position at the classified URENCO uranium enrichment plant in the Netherlands. Dr. Khan also reportedly brought with him stolen uranium enrichment technologies from Europe. He was put in charge of building, equipping and operating Pakistan's Kahuta facility, which was established in 1976. Under Khan's direction, Pakistan employed an extensive clandestine network in order to obtain the necessary materials and technology for its developing uranium enrichment capabilities.
• On May 28, 1998 Pakistan announced that it had successfully conducted five nuclear tests. The Pakistani Atomic Energy Commission reported that the five nuclear tests conducted on May 28 generated a seismic signal of 5.0 on the Richter scale, with a total yield of up to 40 KT (equivalent TNT). Dr. A.Q. Khan claimed that one device was a boosted fission device and that the other four were sub-kiloton nuclear devices.
• On May 30, 1998 Pakistan tested one more nuclear warhead with a reported yield of 12 kilotons. The tests were conducted at Balochistan, bringing the total number of claimed tests to six. It has also been claimed by Pakistani sources that at least one additional device, initially planned for detonation on 30 May 1998, remained emplaced underground ready for detonation.
• Pakistani claims concerning the number and yields of their underground tests cannot be independently confirmed by seismic means, and several sources, such as the Southern Arizona Seismic Observatory have reported lower yields than those claimed by Pakistan. Indian sources have also suggested that as few as two weapons were actually detonated, each with yields considerably lower than claimed by Pakistan. However, seismic data showed at least two and possibly a third, much smaller, test in the initial round of tests at the Ras Koh range. The single test on 30 May provided a clear seismic signal.
• Current Status
• North Korea conducted an underground nuclear explosive test on October 9, 2006. The estimated yield of the test was less than one kiloton.
• In a roundtable discussion with the United States and China in Beijing on April 24, 2003, North Korean officials admitted for the first time that they possessed nuclear weapons. Furthermore, North Korean officials claim to have reprocessed spent fuel rods and have threatened to begin exporting nuclear materials unless the United States agrees to one-on-one talks with North Korea.
• Tensions between the United States and North Korea have been running especially high since, in early October of 2002, Assistant Secretary of State James Kelly informed North Korean officials that the United States was aware that North Korea had a program underway to enrich uranium for use in nuclear weapons. Initially North Korea denied this, but later confirmed the veracity of the US claim. In confirming that they had an active nuclear weapons program, they also declared the Agreed Framework nullified.
• The Agreed Framework signed by the United States and North Korea on October 21, 1994 in Geneva agreed that
• North Korea would freeze its existing nuclear program and agree to enhanced International Atomic Energy Agency (IAEA) safeguards
• Both sides would cooperate to replace the D.P.R.K.'s graphite-moderated reactors for related facilities with light-water (LWR) power plants.
• Both countries would move toward full normalization of political and economic relations.
• Both sides will work together for peace and security on a nuclear-free Korean peninsula.
• And that both sides would work to strengthen the international nuclear non-proliferation regime.
• Prior to the establishment of the Agreed Framework, intelligence sources believed that North Korea could have extracted plutonium from their reactors for use in nuclear weapons perhaps enough for one or two nuclear weapons.
• Nevertheless, it has remained unclear whether North Korea had actually produced nuclear weapons due to difficulties in developing detonation devices.

Finding middle way out of Gaza war

Educators, activists explore peacebuilding based on shared desires for ‘freedom and equality and independence’ at Weatherhead panel

The world seemed to split in two on Oct. 7, observed political psychologist Oded Leshem .

“You need to be either pro-Israeli and anti-Palestinian or pro-Palestinian and anti-Israeli,” said Leshem, the senior research associate at Hebrew University’s Psychology of Intergroup Conflict and Conciliation Lab. “This is, of course, a huge, huge mistake. And the people who pay the price for that mistake are Israelis and Palestinians.”

The Weatherhead Center for International Affairs convened a fifth conversation in its “Israel/Palestine” series last Wednesday. Previous installments explored history , geopolitics , and civil dialogue , but the educators and activists on this panel spoke to peacebuilding. As divisive political discourse dominates, viewers of the online forum were urged to embrace an alternative.

“There are a lot of common points between the two cultures to focus on,” offered Mohammad Kundos , principal of the Hand in Hand School in Kfar Saba, Israel.

Moderated by Melani Cammett , Weatherhead Center director and Clarence Dillon Professor of International Affairs, the event covered such topics as school integration, coalition-building, and narrative change.

“If we all agree on freedom and equality and independence, the main question we should ask is: ‘Where do we start?’” said Kundos, whose school offers a bilingual Hebrew and Arabic curriculum . “And for me, the first step is education.”

Israeli Jews and Palestinian citizens of Israel traditionally attend separate schools until college. “The idea of Hand in Hand is to start teaching Palestinians and Jewish Israelis together since kindergarten,” he said. “Our goal is to create a common, equal stage for kids to grow up together, to learn about each other, to speak each other’s language fluently — to know each other’s music, food, poetry, history. And by giving them this opportunity, we believe that we’re raising the leaders that in 20, 30 years will be able to come up with a political solution.”

The grassroots Jewish-Arab movement Standing Together operates with full acknowledgement of the conflict’s power differentials, explained national co-director Alon-Lee Green , citing the number of children killed ( nearly 14,000 ) and homes destroyed ( more than 70 percent ) by Israeli military action in Gaza over the past five months.

“We understand the Palestinians are paying a higher price,” said Green, who worked as a political adviser in the Knesset, Israeli’s parliament, before co-founding Standing Together in 2015. “But when we ask ourselves, ‘Does it mean that the Jewish people are benefiting because of this reality? Do we … profit out of occupation? Out of oppression?’ The answer is no.”

Green remembered gathering the Standing Together coalition following Oct. 7, when Hamas killed roughly 1,200 people and took more than 240 hostages . It was supposed to be an outlet for expressing pain.

“And then we understood that there are forces within our society that are wasting no time — not even one second — to drive our society into very dangerous places,” said Green, whose organization calls for an immediate ceasefire and return of all hostages.

“We understood that there’s not only a war waging on Gaza, there’s actually a war over the soul of our society,” he added. “And we started fighting this war, we started organizing, trying to bring people together, trying to speak about basic solidarity, basic empathy.”

The political organization A Land for All advocates for separate Palestinian and Israeli states under a shared confederacy, said political scientist Rula Hardal , the group’s Palestinian CEO as well as a research fellow at the Kogod Center for the Study of Jewish and Contemporary Thought at the Shalom Hartman Institute.

“We encourage a paradigm shift when we speak about the two-state solution, which is based on sharing the same homeland … and partnership instead of separation,” explained Hardal, who emphasized the region’s common climate, economy, and currency.

Hardal offered the European Union as a model when asked by an audience member for clarification of what her group had in mind. That would enable both flexibility and the level of self-determination both Palestinians and Jewish Israelis, on average, say they require.

“If some part of the nonviolent settlers would like to remain where they live now in the West Bank, in the future Palestinian state, they will be able to be residents in the state of Palestine and keep their citizenship in the state of Israel,” Hardal said.

A Land for All’s plan calls for Palestinians to receive automatic citizenship in a Palestinian state. But they could exercise their United Nations-recognized right of return by applying for residency status in Israel.

Leshem, who lectures and writes about hope as a political phenomenon, noted that bilingual education and Jewish-Arab solidarity movements are not mainstream in Israel today. That makes it all the more important to bolster these efforts, he argued, appealing directly to the panel’s American viewership.

In the aftermath of “acute events” like Oct. 7, Leshem said, history tells us the conflict will go in one of two ways. The first possibility would entail perpetuating hostilities.

“But another pathway is what these organizations are trying to do,” he said. “If we are just observers — if we just look and say, ‘Oh, interesting; where will it go?’ — we are not actually doing the right thing. The only right thing is to support these initiatives, to make sure that the future does not go in the direction of escalation and extremism.”

Rabbis for Human Rights director Avi Dabush sees a ceasefire as consistent with values of peace and human rights

Avi Dabush felt as if he was “in a nightmare” and worried “maybe this is the end” when his family spent eight hours hiding from Hamas militants in Kibbutz Nirim in southern Israel.

So the executive director of the organisation Rabbis for Human Rights speaks with authority when he says the 7 October attacks have caused “a very deep and open wound” on Israeli society.

But Dabush, who arrived in Australia this week to give lectures on the path to peace, also strongly supports a ceasefire and doubts Israeli military force will bring lasting peace.

“I believe this is one of the biggest threats right now: that people, even though we are 170 days after the beginning, still believe that only with force we can make a new and better reality. And I don’t believe that.”

If the Israeli government flatly dismisses criticism from Australia and other allies, Dabush warns, “we will get ourselves into a place that we feel that we are right 100% and all the world doesn’t understand or is against us. It’s a very bad place to be.”

‘Radical dehumanising from both sides’

Dabush, his wife and her children, aged 12 and 15, took cover early on 7 October when they heard sirens warning of rockets fired from Gaza.

“So we ran to the shelter, the four of us and our dog,” he says, recalling that at one point he could hear Hamas militants “beside our window shouting commands”.

“We were there for eight hours till the army, the IDF, came into our house to clear it. It was very scary.”

Dabush says five people were killed in his kibbutz and five others were taken hostage. He prays for a ceasefire and the release of hostages.

He believes it would be good – for Israelis and Palestinians – if Hamas can be broken as a military force and no longer rule Gaza, but is also wary of the wider effects of Israel’s military operations.

“We know, as it was in Protective Edge [the 2014 war] and other rounds, that more and more people in Gaza really hate Israel because of their experience: their houses are ruined, they are starving , their family members are dead. So it’s not bringing hope.”

Dabush calls out “very deep and radical dehumanising from both sides”, including by Israelis who might portray a Palestinian child as a potential Hamas sympathiser or future militant. The 7 October attack, meanwhile, “shows us a very deep dehumanising of the Israelis or the Jews on the border”.

A ceasefire and two states

The Australian government has repeatedly condemned the Hamas attacks, but has also spoken out about the “dire” humanitarian crisis in Gaza and urged Israel to avoid a “devastating” ground offensive in Rafah where Palestinian civilians are sheltering.

The Israeli prime minister, Benjamin Netanyahu, said two weeks ago : “To our friends in the international community I say: ‘Is your memory so short? So quickly did you forget October 7, the most terrible massacre committed against Jews since the Holocaust?’”

Dabush – who will address events in Sydney on Tuesday and in Melbourne next week – says it is “OK and also important” for friends to “speak frankly with Israel”.

Israel’s security, he says, should be accompanied by human rights for Palestinians “and we must get help from Australia, from our allies, to go down that route”.

His organisation, Rabbis for Human Rights, sees a ceasefire as consistent with values of peace, human rights, justice and equality.

“We believe that it’s not about Jews against Arabs, or Israelis against Palestinians, or vice versa. It’s about the people who believe in those values against the people who do not.”

Dabush says while Rabbis for Human Rights does not have a position on the specific model for a diplomatic solution, “we are against occupation because this is a root of so many violations of human rights”.

He is also part of a separate movement called A Land For All that supports a future confederation of two states.

“Its philosophy is against separation because we understand that we must live, from the river to the sea, Jews and Arabs together,” Dabush says. “We support the notion of two states but with open borders like the European Union.”

Michael Chaitow, executive director of the New Israel Fund Australia which is sponsoring Dabush’s visit, says he is “proud to partner with leaders like Avi who, despite facing the horrific violence and senselessness of October 7th, are committed to peace-building as the only path out of this conflict”.

Does the Peace Sign Stand a Chance?

For a younger generation, the once-powerful protest symbol packs about as much of a punch as a smiley face.

The signs and symbols that designate our beliefs and affiliations are slippery. While the Christian cross, the Islamic star and crescent, the Jewish Star of David, and their copyrighted, vigorously litigated corporate equivalents — swooshes, apples and targets — may prove resilient, a dizzying mix of familiar and newly minted graphic devices now compete for our dwindling attention.

These days there is no movement without messaging. Even anarchy has a brand identity, its scratchy circled A logo has migrated from your corner lamppost to a pair of Converse Chuck Taylor Anarchy-edition All-Stars. From the pink hats of the Women’s March to the red hats of the Capitol raid, rainbows to thin blue lines, salute emojis to watermelon emojis , we are navigating a thicket of improvised graphic devices.

Then there is the case of the peace sign. Originally devised in the late 1950s by the activist and designer Gerald Holtom as a symbol for the British antinuclear proliferation movement, the ubiquitous divided circle mark — derived by overlapping the flag-semaphore signals for the letters N and D to stand for Nuclear Disarmament — itself quickly proliferated as an open-source logo for global antiwar and counterculture movements.

From its inception Mr. Holtom insisted that his mark remain forever in the public domain. But without the protections of centuries-old institutional traditions or menacing cease-and-desist letters, symbols are vulnerable to appropriation. Since no one owns the peace sign, it can be leveraged for whatever by whomever. (Looking at you, Craigslist.) Even by the early 1970s, the once highly charged peace symbol was devolving into an anodyne lifestyle and fashion motif akin to a smiley face.

A highly unscientific survey of my Gen Z students and colleagues suggests that after decades of relentless commodification, younger generations may have lost the thread. The typical associations I heard — “hippie,” “Venice Beach,” “someone pretty easygoing and kind of disconnected,” “coexist” and “slacker” — sounded more like a marketer’s kombucha psychographic than a radical revolutionary.

“I take one look at the peace sign, and it feels really dated and meaningless,” Gabby Uy, a 22-year-old college junior, told me. “It reminds me of being in elementary school, and this was on everybody’s water bottles or T-shirts, and the world seemed a lot simpler than it actually is.”

“I wouldn’t consider it progressive or anything,” Ben Gertner, a 21-year-old college senior, concurred. “It’s more of an antiquated symbol of ‘just getting along’ — a kind of neutral blanket statement against war and violence.”

“When I see the symbol, my first thought is always a capitalist trinket of sorts,” said Kali Flanagan, 19. While that may sound cynical, the connection to marketing is not entirely surprising considering this is a generation whose first encounter with the mark may have been being swaddled in peace-sign-patterned onesies or fed a bowl of Annie’s Organic Peace Pasta & Parmesan before going on to wear an Urban Outfitters Peace Crochet Bucket Hat, a pair of Vans Old Skool Peace Paisley slip-ons or even a Tiffany platinum and diamond peace pendant.

One might be tempted to think that after decades in service of selling fast fashion, the peace sign is impossibly debased. But while some may dismiss it as anachronistic, others find it retains some of its original poignancy.

“It is relevant to me,” Elizabeth Olshanetsky, 23, another college senior, said. “Two parts of my identity are currently war-torn: Jewish and having lots of family in Israel, and my parents growing up in the Soviet Union and us still having family in Ukraine and Russia.” Context still matters.

Shepard Fairey, designer of the often-imitated “Hope” poster for Barack Obama’s 2008 campaign, insists the peace sign still has efficacy: “I get criticism that my work is too simplistic and even propagandistic, but there is still the need to convey certain ideas quickly and efficiently. The peace sign can do that.”

Mr. Fairey isn’t convinced by the young people I talked to who dismiss the power of the symbol. “I think part of being a teenager is rejecting everything,” he said, “but that doesn’t mean you don’t actually align with the sentiment that it stands for.”

Perhaps this self-conscious oscillation between taking a stand and keeping a distance — simultaneously rejecting and aligning — is the essence of our current dilemma: We say what we need to say while signaling that we would never be so naïve as to actually say it.

Or perhaps the present state of peak branding coupled with algorithm-fueled tribalism propagates symbols meant to divide rather than unite. (Audience segmentation is the soul of marketing.) A universal peace sign seems wildly optimistic in an era where almost everything from the color of your hat to the flag on your front porch to the emoji in your Instagram post is an ideological declaration.

Or maybe given everything that has unfolded since Richard Nixon touted “peace with honor” after secretly bombing Cambodia — the bloody decades spanning Vietnam, South Africa and Rwanda, to the Balkans, Afghanistan, Iraq, Ukraine and Gaza, not to mention Columbine, Newtown and Uvalde — it is now almost impossible to adopt a symbol that speaks innocently about something as fraught and complex as peace. One person’s peace might be another’s capitulation.

Since Hamas’ attack on Oct. 7, Israel’s relations with Arab states have been under significant stress, with leaders across the region criticizing to varying degrees Israel’s war effort while expressing support for the Palestinian cause.

Yet, unlike in the Second Intifada or early-aughts rounds of fighting against Hamas in Gaza, no Arab countries have cut relations with Israel since the start of the war nearly six months ago.

As the Abraham Accords Peace Institute (AAPI) states in its 2023 Annual Report, provided exclusively to Jewish Insider ahead of its publication on Tuesday, Israel’s 2020 normalization agreements with the United Arab Emirates, Bahrain and Morocco, plus Kosovo and prior peace agreements with Jordan and Egypt, “survived, and diplomatic and trade relations have continued.”

Among the positive developments reported by the AAPI, an organization founded by Jared Kushner, son-in-law and former senior advisor to former President Donald Trump, in 2023: a meeting between Israeli President Isaac Herzog and Emirati President Mohammad bin Zayed (MBZ) in the UAE in November, as well as then-Israeli Foreign Minister Eli Cohen’s visit to Bahrain in September. The India-Middle East-Europe Corridor initiative was announced in September, with plans to connect East Asia to Europe via the Gulf and Israel. 

In an economic boost, a UAE-Israel free trade deal went into effect in April. Trade between Israel and Abraham Accords signatories, as well as with Jordan and Egypt increased 16% in 2023, surpassing $4 billion; measuring only the months before the Hamas attack on Israel, trade grew 24%. 

After Oct. 7, “despite tensions and disagreements, the leaderships of the Abraham Accords countries affirmed their continued commitment to these historic agreements,” the report reads. “Accords countries were able to leverage the trust built with Israel over the previous years to coordinate humanitarian and medical aid to Gaza.”

However, the report points out, “the war had a strongly negative impact on regional public opinion towards Israel, while also slowing progress towards Israel-Saudi normalization.” 

The CEO of the Abraham Accords Peace Institute, Aryeh Lightstone, is acutely aware of the challenges the war in Gaza poses to Israel’s relations – open and secret – in the region.

However, in an interview with JI, Lightstone, the Trump administration’s special envoy for economic normalization and senior adviser to former U.S. Ambassador to Israel David Friedman, explained why there are still plenty of reasons to be optimistic and how the Abraham Accords can still serve as an example and a platform for advancing peace in the Middle East.

Jewish Insider : You’re presenting the report to the Knesset on Tuesday in a special meeting. Is this the time for a celebratory meeting, in the middle of a war?

Aryeh Lightstone: I think there’s a reason the Knesset is willing to do that. Sen. James Lankford (R-OK) is coming to share some words and the Knesset Speaker [Amir Ohana] will spend time on this. In a year that is so filled with frustration, anguish and disappointment, the Abraham Accords describe a pathway forward for the region…It’s incredibly important to remember the lessons that got us to the Abraham Accords originally, and how they’ll get us out of the circumstances we’re in now.

The U.S. has to stand with no daylight with our ally Israel, beat back Iran and its malign influences. Perfect is the enemy of good; Israel doesn’t have to be perfectly aligned with the UAE, Bahrain or Saudi Arabia…We need to understand that working together is better than working apart…This is a better way, a different way. People should be bullishly optimistic.

A solution for Gaza will be better with these relationships.

JI: Do you think there is a chance that the UAE or Saudi Arabia will be part of the solution for Gaza? They set challenging conditions in public for helping with reconstruction.

AL: If you look at Saudi Arabia after 9/11, there was a meaningful concern that they were what was wrong with the region. Today, you can make the argument that they are what is correct in the region… How do you move from radical Islam to moderate Islam [in Gaza]? The UAE has done this for 50 years. There is a road map for how to get this done that is distinctly different from what the international community is saying, and it has nothing to do with the [Palestinian Authority] or Hamas. Purely using them as a road map would be an enormous step forward.

Without a road map, I’m not sure why anyone would jump into something that looks like a sinking ship. The UAE, Saudi Arabia, Morocco – all the countries in or who would want to join the Abraham Accords – have no interest in affiliation with Hamas or its henchmen in Gaza. They would like to see the elimination of radical Islamic terrorists, if possible with zero civilian casualties – which is not actually possible.

Our inability to be nuanced on this issue hurts the region. We have to say these things clearly and carefully.

JI: You mention Saudi Arabia as a country that wants to join the Abraham Accords – where do you think that stands?

AL: I think there will be meaningful talk about normalization with Saudi Arabia this summer… If it’s a deal that is peace for peace, it should be pursued rigorously and speedily. Creating peace that is dependent on the Israeli-Palestinian relationship as it stands today is asking for long-term challenges in that relationship. We should get off on the right foot.

It’s important to double down on the existing relationships and praise those countries for holding it together during this time, so that when the time comes, they’re ready to jump forward meaningfully.

JI: Let’s back up to Oct. 7. How did relations between Israel and other Abraham Accords countries change since then?

AL: It fundamentally changed things in two different ways. Israel put up a sign that says “we’re busy, be back later.” Masses of people were serving in reserves… There was no time for anything else. Tech people were in the [war] field, workers were in the field, leadership was in the field. They took six to eight weeks off from an economic perspective. Business just fell off a cliff, because of a lack of ability… Israel was closed for business, I’d argue, for eight weeks.

In the process of those eight weeks, the East caught up with the West. Students at Harvard started protesting for Palestinians on Oct. 9 , before Israel did anything… Nobody in the Middle East was protesting in favor of Hamas at that point. It took the hospital fake news piece about the [Al-Ahli] Hospital that was ultimately dispelled [to spark protests in the region]. When President Biden came to Israel, and Jordan, Egypt and the Palestinian Authority refused to meet with him based on a fake news story, and he didn’t put his foot down and say, “You’re meeting with me,” that was a signal for the rest of the countries. The game was lost at that point.

JI: How did that turning point play out in the region?

AL: From that moment until today, much of the goodwill that had gone into people-to-people efforts [between Israel and Abraham Accords states], getting to know each other, had disappeared. If in America, research showed that TikTok is 86% anti-Israel , in the Arab world it’s 99.9%, and that caused an enormous hiccup.

JI: Business ties are a key part of Israel’s relations with Abraham Accord countries – were those hurt as well?

AL: The business numbers continued to a great degree. If you take out those eight weeks, the last month of 2023 was strong. Business continued to happen after Israel opened its doors.

JI: Do you think there’s a chance for relations between Israel and the region to recover in 2024?

AL: Depending what happens in the north, and assuming there is not an all-out war [between Israel and Lebanon], I think 2024 is going to see a reset starting on Sept. 1, a dating process between the people of Israel and the Abraham Accords countries. It’ll start with the UAE, because they’ll lead this again, followed by Bahrain and Morocco, and depending on how the U.S. elections go…extend to other interested countries, as well.

JI: Israel’s natural gas exports to Egypt and Jordan increased by 24% in 2023, but there has been talk in recent months, especially from Jordan, about cutting cooperation with Israel. What are your projections for gas and energy cooperation between Israel and the region in 2024?

AL: Israel-Egypt relations remain strong in that regard. It’s great that they are advancing beyond just security. And you can see the UAE investing in the Egyptian economy. 

In terms of energy, Israel was about to conclude an enormous deal in the private sector with BP and ADNOC [before Oct. 7]. In the future of the Middle East, there will be enormous energy deals that will continue to solidify the relationship between Israel and countries in the region.

We will see the UAE and other countries participate in deals for the gas Israel has in the Mediterranean Sea, both to help supply Europe more meaningfully and to Jordan…which is in desperate need of water and energy. Jordan has challenges working with Israel, but this is the advantage – as the region moves towards peace, they should be able to benefit meaningfully.

JI: In light of the war in Gaza, Jordan refused to sign onto the Blue-Green Deal, whereby Israel would provide Jordan with desalinated water in exchange for building a solar field in Jordan that would provide energy to Israel. How do the sides move forward from there?

AL: Had the U.S. embraced the Abraham Accords differently, I think this deal would have already been done. It’s an enormous hiccup and we have to get it back on track. 

To a great degree, I think it will be easier now that there are no shovels in the ground to articulate a different or better deal at the right time… A reconstituted deal would likely involve the private sector selling water to Jordan. People in the region are realizing that government-to-government is more challenging and business-to-business is more likely to succeed. 

It’s much more challenging [for Jordan] to reject a business than to say no to Israel time and time again.

It all goes back to MBZ hosting Herzog in the middle of a war. There’s the idea and the reality in the Middle East. People dealing with reality are building a future, but the purists are stuck. Whatever they’re imagining is not what exists today and not likely what it will be.

JI: Has Oct. 7 changed anything for the proposed India-Middle East-Europe Corridor land route?

AL: By 2035, we’re going to look back and see that this region has become something that none of us could imagine – maybe [UAE leader] MBZ or [Saudi Crown Prince] MBS [Mohammed bin Salman] could, but nobody in Israel. 

Part of the motivation behind it is to differentiate from China, but the other part is that there is an enormous natural partnership. 

JI: Israel’s National Security Council released a new travel warning last week, and Egypt and Jordan were there as usual in times of conflict, but of the Abraham Accords countries, only Morocco was listed. What’s happening there? 

AL: The UAE is consistently ranked as the safest country in the world, tied with Singapore… Bahrain is safe, too. [President Herzog] was invited to the UAE in the middle of the war and there were no significant security concerns, which speaks meaningfully to where the UAE and the Abraham Accords are.

Morocco is very safe for its region of the world, but it is much larger. Israelis don’t just go to Casablanca and Rabat; they travel the entire country. And Morocco is not under a security microscope like the UAE; it has a very large population… The economic benefits of the Abraham Accords to Morocco, including connectivity to the U.S., brought the election of a pro-Western government, but three years doesn’t change the culture.

Algerians could get into Morocco and try to make something happen. It’s a challenging security situation. 

The last thing Morocco wants is for Israelis to come and be in any form of danger or harassment…[Israel and Morocco] probably agreed on the warning. I think it was a mature decision. 

This is a relationship that is ready to spring again. Let’s wait until things are calm, and we should be able to start again from where we were.

JI: You were only supposed to be the temporary CEO of the Abraham Accords Peace Institute, but here you are months later presenting the 2023 report. What made you decide to stay?

AL: [Former AAPI CEO and Senior Director for Middle Eastern and North African Affairs at the National Security Council] Robert Greenway got a great offer from the Heritage Foundation, and Jared [Kushner] asked if I would take over for a transitionary period and help find a new CEO. I was supposed to start on Oct. 8. Then, Oct. 7 happened, and Jared said the AAPI can’t just write reports, we have to be in the weeds and know what is going on. I have taken on this job as a full-time volunteer to move things in the right direction.

I don’t think there is anything more important to do with my time than to try to hold on to what we have in the Abraham Accords and build on the opportunities for the future.

Pope prays for Easter peace to fill places torn by war

As the Church celebrated Easter Monday, Pope Francis renewed his constant appeal for peace.

He prayed that the gift of the Lord’s peace “may reach places where it is most needed, especially peoples exhausted by war, hunger, and every form of oppression.”

The Pope made the appeal after praying the Regina Coeli, the traditional Marian prayer at Eastertide, with pilgrims in St. Peter’s Square.

Pope Francis also thanked everyone who had sent him Easter greetings.

“I renew my Easter greetings to everyone and thank, from the bottom of my heart, all those who have sent me messages of closness and prayer,” he said. “May the gift of the Risen Lord’s peace reach these people, their families, and communities.”

Easter appeals for peace

A day earlier, in his Easter Urbi et Orbi address, the Pope reflected at length on the many conflicts that riddle our world.

He spoke first about the Israel-Hamas war causing death and destruction in the Holy Land, praying that humanitarian aid might be allowed into Gaza and that Hamas might release the 100-plus Israeli hostages taken on October 7, 2023.

Pope Francis also recalled the ongoing horrors of Russia’s war in Ukraine, calling for a general exchange of prisoners of war.

His thoughts also turned to the lost smiles of children who endure war.

“With their gaze, they ask us: ‘Why? Why so much death? Why so much destruction?’ he said. “War is always an absurdity. War is always a defeat!”

Israelis stage largest protest since war began to increase pressure on netanyahu.

JERUSALEM — Tens of thousands of Israelis thronged central Jerusalem on Sunday in the largest anti-government protest since the country went to war in October. Protesters urged the government to reach a cease-fire deal to free dozens of hostages held in Gaza by Hamas militants and to hold early elections.

Israeli society was broadly united immediately after Oct. 7, when Hamas killed some 1,200 people during a cross-border attack and took 250 others hostage. Nearly six months of conflict have renewed divisions over the leadership of Prime Minister Benjamin Netanyahu, though the country remains largely in favor of the war.

Netanyahu has vowed to destroy Hamas and bring all the hostages home, yet those goals have been elusive. While Hamas has suffered heavy losses, it remains intact.

Roughly half the hostages in Gaza were released during a weeklong cease-fire in November. But attempts by international mediators to bring home the remaining hostages have failed. Talks resumed on Sunday with no signs that a breakthrough was imminent.

Hostages' families believe time is running out, and they are getting more vocal about their displeasure with Netanyahu.

"We believe that no hostages will come back with this government because they're busy putting sticks in the wheels of negotiations for the hostages," said Boaz Atzili, whose cousin, Aviv Atzili and his wife, Liat, were kidnapped on Oct. 7. Liat was released but Aviv was killed, and his body is in Gaza. "Netanyahu is only working in his private interests."

Protesters have many grievances

Protesters blame Netanyahu for the failures of Oct. 7 and say the deep political divisions over his attempted judicial overhaul last year weakened Israel ahead of the attack. Some accuse him of damaging relations with the United States, Israel's most important ally.

Netanyahu is also facing a litany of corruption charges which are slowly making their way through the courts, and critics say his decisions appear to be focused on political survival over the national interest. Opinion polls show Netanyahu and his coalition trailing far behind their rivals if elections were held today.

Unless his governing coalition falls apart sooner, Netanyahu won't face elections until spring of 2026.

Many families of hostages had refrained from publicly denouncing Netanyahu to avoid antagonizing the leadership and making the hostages' plight a political issue. But as their anger grows, some now want to change course — and they played a major role in Sunday's anti-government protest.

The crowd on Sunday stretched for blocks around the Knesset, or parliament building, and organizers vowed to continue the demonstration for several days. They urged the government to hold new elections nearly two years ahead of schedule. Thousands also demonstrated Sunday in Tel Aviv, where there was a large protest the night before.

Netanyahu, in a nationally televised speech before undergoing hernia surgery later Sunday, said he understood families' pain. But he said calling new elections — in what he described as a moment before victory — would paralyze Israel for six to eight months and stall the hostage talks. For now, Netanyahu's governing coalition appears to remain firmly intact. Some hostage families agree that now is not the time for elections. "I don't think that changing the prime minister now is what will advance and help my son to come home," Sheli Shem Tov, whose son Omer was kidnapped from a music festival, told Israel's Channel 12. "To go to elections now will just push to the side the most burning issue, which is to return the hostages home." In his Sunday address, Netanyahu also repeated his vow for a military ground offensive in Rafah, the southern Gaza city where more than half of territory's population of 2.3 million now shelters after fleeing fighting elsewhere. "There is no victory without going into Rafah," he said, adding that U.S. pressure would not deter him. Israel's military says Hamas battalions remain there. In another reminder of Israel's divisions, a group of reservists and retired officers demonstrated in an ultra-Orthodox neighborhood.

Middle East crisis — explained

With war in gaza, israel faces new pressure to draft the ultra-orthodox into service.

Ultra-Orthodox men for generations have received exemptions from military service, which is compulsory for most Jewish men and women. Resentment over that has deepened during the war. Netanyahu's government has been ordered to present a new plan for a more equitable draft law by Monday.

Netanyahu, who relies heavily on the support of ultra-Orthodox parties, last week asked for an extension.

The Bank of Israel said in its annual report on Sunday that there could be economic damage if large numbers of ultra-Orthodox men continue not to serve in Israel's military.

Israeli airstrike hits tent camp at hospital

Also Sunday, an Israeli airstrike hit a tent camp in the courtyard of a crowded hospital in central Gaza, killing two Palestinians and wounding another 15, including journalists working nearby.

An Associated Press reporter filmed the strike and aftermath at Al-Aqsa Martyrs Hospital in Deir al-Balah, where thousands of people have sheltered. The Israeli military said it struck a command center of the Islamic Jihad militant group.

Tens of thousands of people have sought shelter in Gaza's hospitals, viewing them as relatively safe from airstrikes. Israel accuses Hamas and other militants of operating in and around medical facilities, which Gaza's health officials deny.

Israeli troops have been raiding Shifa Hospital, Gaza's largest, for nearly two weeks and say they have killed scores of fighters, including senior Hamas operatives. Gaza's Health Ministry said more than 100 patients remain with no potable water and septic wounds, while doctors use plastic bags for gloves.

Not far from Shifa Hospital in Gaza City, dozens of members of Gaza's tiny Palestinian Christian community gathered at the Holy Family Church to celebrate Easter, with incense wafting through the rare building that appeared untouched by war.

"We are here with sadness," attendee Winnie Tarazi said. About 600 people shelter in the compound.

Gaza's death toll nears 33,000 as hunger grows

The United Nations and partners warn that famine could occur in devastated, largely isolated northern Gaza. Humanitarian officials say deliveries by sea and air are not enough and that Israel must allow far more aid by road. Egypt has said thousands of trucks are waiting.

Israel says it places no limits on deliveries of humanitarian aid. It has blamed the U.N. and other international agencies for the failure to distribute more aid.

Gaza's Health Ministry said Sunday that at least 32,782 Palestinians have been killed since the start of the war. The ministry's count does not differentiate between civilians and fighters, but it has said that women and children make up around two-thirds of those killed.

Israel says over one-third of the dead are militants, though it has not provided evidence, and it blames Hamas for civilian casualties because the group operates in residential areas.

Amid concerns about a wider conflict in the region, Lebanese state media reported that an Israeli drone struck a car in the southern Lebanese town of Konin.

A Lebanese security official told The Associated Press that Hezbollah militant Ismail al-Zain was killed, speaking on condition of anonymity in line with regulations. Israel's military called al-Zain a "significant commander." Hezbollah confirmed the death.

Late Sunday, a Palestinian attacker stabbed three people in southern Israel, seriously wounding them, said the Hatzalah rescue service. Police said the attacker was shot, but gave no further details on his condition.

Pope Francis says "peace is never made with weapons" at Easter Sunday mass in St. Peter's Square

Rallying from a winter-long bout of respiratory problems, Pope Francis led some 30,000 people in Easter celebrations Sunday and made a strong appeal for a cease-fire in Gaza and a prisoner swap between Russia and Ukraine.

Francis presided over Easter Sunday Mass in a flower-decked St. Peter's Square and then delivered a heartfelt prayer for peace in his annual roundup of global crises. In between, he made several loops around the piazza in his popemobile, greeting well-wishers.

"Peace is never made with weapons, but with outstretched hands and open hearts," Francis said from the loggia overlooking the square, to applause from the wind-swept crowd below.

Francis appeared in good form, despite having celebrated the 2½-hour nighttime Easter Vigil just hours before. The pontiff, who had part of one lung removed as a young man, has been battling respiratory problems all winter.  

The co-author of a new memoir of the pontiff told CBS News earlier this month that Francis only thinks about resignation because journalists ask him about it.

"In the book, we talk about the resignation,"  Fabio Marchese Ragona said. "He said, 'I am good right now, I don't think resignation.'"  

The Vatican said some 30,000 people attended the Mass, with more packing the Via della Conciliazione boulevard leading to the piazza. At the start of the service, a gust of wind knocked over a large religious icon on the altar just a few feet from the pope; ushers quickly righted it.

Easter Mass is one of the most important dates on the liturgical calendar, celebrating what the faithful believe was Jesus' resurrection after his crucifixion. The Mass precedes the pope's "Urbi et Orbi" (to the city and the world) blessing, in which the pope traditionally offers a laundry list of the threats afflicting humanity.

This year, Francis said his thoughts went particularly to people in Ukraine and Gaza and all those facing war, particularly the children who he said had "forgotten how to smile."

"In calling for respect for the principles of international law, I express my hope for a general exchange of all prisoners between Russia and Ukraine: all for the sake of all!" he said. 

He called for the "prompt" release of prisoners taken from Israel on Oct. 7, an immediate cease-fire in Gaza and for humanitarian access to reach Palestinians.

"Let us not allow the current hostilities to continue to have grave repercussions on the civil population, by now at the limit of its endurance, and above all on the children," he said in a speech that also touched on the plight of Haitians, the Rohingya and victims of human trafficking.

For the past few weeks, Francis has generally avoided delivering long speeches to avoid the strain on his breathing. He ditched his Palm Sunday homily last week and decided at the last minute to stay home from the Good Friday procession at the Colosseum.

The Vatican said in a brief explanation that the decision was made to "conserve his health."

The decision clearly paid off, as Francis was able to recite the prayers of the lengthy Saturday night Easter Vigil service, including administering the sacraments of baptism and First Communion to eight new Catholics, and preside over Easter Sunday Mass and deliver his speech.

Francis wasn't the only leader whose mere presence at Easter offered a reassuring sign of stability and normalcy.

In Britain, King Charles III joined the queen and other members of the royal family for an Easter service at Windsor Castle in his most significant public outing since he was diagnosed with cancer last month.

The monarch offered a cheery wave to spectators as he walked into St. George's Chapel. A member of the public shouted "Happy Easter," and Charles responded "And to you."

But things were hardly normal in Jerusalem, where Easter Mass came and went at the Church of the Holy Sepulchre. Only a few dozen faithful attended the service as the Israel-Hamas war rages on in Gaza.

The medieval church in the Old City is the holy site where Christians believe Jesus was crucified, buried and resurrected.

In years past, the church has been packed with worshippers and tourists. But the bloody conflict in Gaza, now into its sixth month, has seen a huge downturn in tourism and pilgrimages across Israel and the Palestinian territories.

The streets of the old city were also absent of Palestinian Christians from the West Bank, who normally flock to the Holy City for Easter. Since the conflict erupted, Palestinian worshippers from the Israeli-occupied territory have needed special permission to cross checkpoints into Jerusalem.

Recent wars….(You need to be able to talk about a recent war and say if it was a just war) IRAQ : • Started in 2003 By George Bush and Tony Blair. (UK & USA) • Accused Iraq of having Weapons of Mass Destruction (WMDs) • No weapons were ever found • Sadam Hussein was found and captured as a result of this war (bad dictator) he was handed over to the Iraqi people and killed. • Thousands of innocent people lost their lives/ homes/ as a result of this war

AFGHANISTAN • Began in 2001 • Was a response to the 9/11 terrorist attacks in America • America accused the Taliban ( people in charge) of hiding and supporting terrorists (Al- Qaeda)and letting them use the country as a base to plan more attacks • They attacked Afghanistan to remove the Taliban regime • It was known as ‘Operation enduring Freedom’ • It is still going on today, the number of innocent people being killed yearly has been rising since 2007

When might a Christian go to war? Christians are usually against/ for war but there are some times when they say it is necessary/unnecessary to achieve justice/revenge . They have come up with a just war theory which lays out some rules for when war is acceptable/unacceptable This is known as the JUST WAR THEORY. It has 7 main rules/ criteria which the war must meet in order for it to be ‘just’

Just war rules • Started by a proper authority (e.g. government) • Just cause ( good reason to be fighting) • Establish good ( good things come from it) • Reasonable chance of success ( you have a chance of winning) • Last resort ( you’ve tried peace talks) • Sufficient force (no nuclear/ biological weapons) • Controlled violence ( not many innocent people harmed)

Pacifism People who refuse to take part in war are known as pacifists/Opera singers. Pacifists believe that war is always right/wrong Pacifists may refuse to take part in war as they believe they are never justified. Some Christians/Elves are pacifists. These Christians are called Quakers. Not all pacifists are religious believers though. Pacifists believe life is sacred. They believe war damages the environment/ shops People should be able to sort out problems/daydreams through peace talks. Violence is unnecessary. For religious pacifists life is sacred/rubbish and a gift from God/Santa
